Walwyn says he was authorised to have ESHS Wall Report
The wall commissioned by Mr Walwyn around ESHS, costing taxpayers some $1.6M was said to be built with little regard for public resources according to the AG in her report.
The report was then leaked to the public—in what Governor Augustus J. U. Jaspert called a breach of procedure—by Mr Walwyn in an attempt to have the first ‘spin’.
In the JTV interview, while the Minister admits that he may have gone against the normal procedure in releasing the report to the public, he says to declare that he breached the Audit Act would have been incorrect.

“To say that the audit act was breached… was incorrect. If you read the Audit Act, section 20 of the act I believe, when it comes to a special report, it says a copy of the special report should be given to the Governor who will cause it to be laid in the House of Assembly (HoA),” Hon Walwyn said during the December 17, 2018, interview.
He said the Act also indicated that he should have been given a copy, “It also goes on to say in the following section, that a copy of the report should be given to the Minister and to the Financial Secretary… it doesn’t put any limits on the minister as to what he can do once he has that report.”
In essence, Hon Walwyn says he was authorised to have the report and as such, could do with it as he pleases, “if the act authorises you to have a report, that means you’re an authorised person that have that report,” he said.
No sanctions
The embattled Co-leader of Government, Mr Walwyn further goes on to say that following that authorisation, there are no sanctions in the Act for the Minister or the Financial Secretary if they were to do anything different.
“Additionally, the making of the document public does not prejudice the Governor’s responsibility to have it laid before the House of Assembly because that is spelt out in the act,” he said.
While Mr Walwyn underscored that from a procedural perspective, the leak should not have happened, he says the Audit Act should be tightened-up since it contains 'inadequacies'.
“Perhaps now again is an opportunity to tighten up the laws of the country, particularly the Audit Act since we have clearly found some inadequacies based on what has happened.”

For years government has been scorned for not producing audits to the public in a timely manner but when A minister releases it too early to the public, they're crying foul. Thats a paradox!

What I've read is that a draft copy of the audit was sent from the AG's office to the minister. The ministry in turn highlighted many inaccuracies in the draft and supporting information was then sent to the Auditor General's office for thier edification. The AG office did not consider any of the new insight provided by the Ministry of Education and subsequently produced the "Special Report" which is the FINAL REPORT. This is the report that was presented to the public.
