ROAD TOWN, Tortola, VI - With the United Kingdom (UK) Government agreeing to address Virgin Islands (VI) concerns over the stipulations of the £300M loan guarantee for recovery and development, Premier and Minister of Finance, Hon Andrew A. Fahie (R1) has indicated that the territory has met the September deadline to present its plan of action to the UK on the way forward.

Deadline Met

“I am extremely pleased to report that despite having to deal with two approaching storms within that two-week period, your government has met the September 27 deadline,” Premier Fahie said in a statement released Monday night, September 30, 2019.

He said the Virgin Islands Cabinet has already approved the revised ‘Recovery to Development Plan of the Virgin Islands 2019-2023,’ and the plan will serve as a framework to guide the territory’s recovery and development, with the benefit of the people as a guiding objective.

Reiterating that the recent UK/VI discussions were not about the loan, rather about the conditions; the Premier said the VI concerns fell on 'fertile soils' after speaking with key UK officials.

"The UK Government agreed that the people of the Virgin Islands, in a transparent and accountable manner, must benefit in a tangible way from any loans that are taken under this guarantee and the recovery agenda, after all, we the people of the Virgin Islands have to repay these loans," he said.

Plan will be publicised after HoA approval

With the plan already submitted to the UK government, according to the Premier, "The revised plan and its detailed listing of recovery and development projects will be laid in the House of Assembly for approval, then the information will be made available to the public."

"The plan is one of the critical components of discussion with the United Kingdom Government [after] which there will be a further update," Hon Fahie further underscored.

He said through their own initative, Cabinet has also gone a step further to strengthen the framework by approving a Borrowing and Steering Committee. This he said will further strengthen the plans with transparency, accountability and good governance under his administration.

“Might I add that the revised Recovery to Development Plan provides the road map for getting the job done timely, transparently and within budget."

The Premier noted that the public will be notified shortly on how the plan will be financed.
