BAUGHERS BAY, Tortola, VI- The man who died in a hail of bullets this morning April 16, 2017 near the CSY Dock in Baughers Bay, on the main island of Tortola, has been identified as Jefferson Joseph.

Mr Joseph, a Virgin Islander, was in trouble with the law in 2013 when he was accused and found guilty in the Magistrate’s Court for possession of an unlicensed firearm, explosives and cocaine.

He was sentenced to about 30 months at Her Majesty's Prison at Balsam Ghut.

Mr Joseph was recently released after serving his time and was caught up in another legal matter; however, was out on bail.

Hundreds of people gathered at the CYS Dock where the body has been after the shooting around 4:00 AM this morning and up to post time at 9:00 AM the body was not yet taken to a mortuary.

Police have also cordon off the road in the area of the CSY Dock and persons travelling to East End from Road Town are being re-routed through Fort Hill.

Meanwhile, Police in a press release this morning confirmed the death of a male “following a shooting incident outside the CSY Dock this morning. The male victim was pronounced dead at the scene. Further updates will be provided as they become available.”

4th homicide in VI for 2017

Mr Joseph brings to four the number of persons killed on Tortola this year. It was on January 6, 2017 that businessman Frankly J. Fahie was murdered by a lone gunman in Long Look. On the morning of March 10, 2017 Alston E. Penn was found dead with head injuries allegedly from rocks in the Windy Hill area of Tortola.

On March 10, 2017 Ashburn A. Dawson aka ‘Ashy’ of Carrot Bay on Tortola was gunned down close to the Sunday Morning Well.

Police have made one arrest in the murder of Mr Penn.

There remain over twenty unsolved murders in the British Overseas Territory of less than forty thousand people.

@ see: the politicians not going to speak out against gun crime because they don't want to become a victim(victimization)....some saying police can't solve crime because the community not sharing information(i say enforcement need to put a better effort into preventing crime by patrolling)...the police have the authority to stop and search not members of the community( dope and guns moving around this little place frequently and freely using the public highways and sea water because law enforcement is lacking) only after the crimes have been committed the law enforcement out in numbers to investigate: block the public roads and look for the guns and dope before the murders(all now the roads are blocked by the law enforcement after the crime done happened)....it's like closing the stable door are the horse done gone!!!!

@wize-up. There you goes wrong again with your information and spreading false rumors. No one stop the stop & search operations. For your information the stop and search operations has basically become obsolete, with the high and improved technology in place, the news spread very quick so it's like wasting precious time and resources without results. Say what you want, say what you must, we can only reap results when people will come forward and share whatever little information they have.

@ out law: so the cameras will conduct the stop and search: how can technology determine which vehicle on the public road is the one transporting the guns and the dope that continue to kill our people: I know the stop and search is a good step and with a well trained K-9 unit will get those gun runners and dope pusher off our streets: an ounce of prevention is always better than a pound of cure: if you fell sitting in a control room looking at monitoriers will work the God bless you or if you think reviewing video footage after the crimes are committed then God Bless you: if you have nothing to hide then you have no issues when law enforcement ask to search your boat or car: over 30 unsolved murders

When all the tourist stop coming, all the trust companies leave, all ex pat buisnesses close shop and leave, the politicians will only then realize they should have taken stronger action like 20 year sentences for gun possesion, stop and searches on a daily basis, under cover operations etc. but it was too late. The residents wont be able to fish as they are pretty much all gone from all the charter boats dumping raw sewage into the water as the government were to lazy or stupid to install sewage facilities at all the major docks. The stupidity of all this is that we saw this happen to St Thomas and St Croix and still could not be bothered to stop it. God Help us.

Mr. Governor, you already stepped in with allocating extra funds for the police force. It's clearly not enough as our incapable politicians and police are not going to resolve this huge issue. Please take step no. 2 and request specialized crime teams from the U.K. to come in and take over and clear this mess.

Another thing this man were gun down around four am and up to nine am he were still on the same spot regardless of the situation that was too long other countries the coroner would have gone with the law enforcement and remove the body. Would you all who are blogging would like you have a decease to be in the public so long I guess not while no one knows what the future holds that is something the health should look into.
