ROAD TOWN, Tortola, VI- On the heels of Virgin Islands News Online’s first and accurate report earlier today, October 13, 2020, that three persons were taken into custody in relation to the murder of Matthew D. Daly aka ‘Shorty’, the Royal Virgin Islands Police Force (RVIPF) has since indicated that one person has also been arrested in connection with the killing of George Burrows.

Burrows, 54, was fatally shot to the head while at his Purcell Estate, Tortola, home sometime after 9:00pm on Wednesday, September 2, 2020.

Daly was gunned down on a road at Spring Ghut, Tortola, on September 10, 2020.

“These cases are not connected,” the RVIPF said in a short statement to the media.

“The RVIPF can confirm that three persons were taken into police custody in relation to the murder of Matthew Daly and one person taken into police custody in relation to the murder of George Burrows. No further details can be released at this time,” the statement read.

At least three persons have reportedly been taken into police custody in connection with the September 10, 2020, fatal shooting of Mr Matthew D. Daly aka 'Shorty'.

Mr Daly, 55, was shot in the head and left on the road at Spring Ghut.

It was the second murder to rock the peaceful [British] Virgin Islands for 2020.

According to reports reaching our newsroom, some six other persons have also been detained by ranks of the Royal Virgin Islands Police Force (RVIPF) following a police raid today, October 13, 2020.

Live investigation 

Police Commissioner Michael B. Matthews told VINO the investigation is "very much live at this moment" but said he can only confirm "we have made 3 arrests in relation to one of the recent murders from September following early morning raids today."

      @Hhm, I totally agree with you. This is what I don’t like with the Police, they too quick to jump to media with theses news. It will be better for the COP to say that there are 3 persons in custody assisting with the investigation instead of saying they were arrested. He can also say arrested on suspicion. When you boldly say they are arrested, then we expect them to be charged. I bet if these guys are released, then you will not hear that from the Police Chief. I commend the officers on the job they are doing but please Mr. Commissioner, stop jump the gun.

        It says "according to reports reaching our news room" the police did not put anything out there. And of course if there is not enough evidence to charge they will be released, but how will you know exactly what you have if you don't question the suspects.

          You need to learn the LAW.

          Someone could be arrested but not charged (An arrest means only that you were taken into police custody and temporarily held by the police. After you are arrested, it is decided whether to charge you with a crime).

          When can you be arrested?

          They suspect on reasonable grounds that you have committed an offence or are about to commit an offence
          They have a warrant for your arrest
          They have stopped you for a breach of the peace (threatening violence, or provoking someone else to be violent)
          They believe on reasonable grounds that you have breached your bail conditions

        I am not too sure your experience with criminal investigations. Both cases occurred over a month ago. No one is as you said jumping the gun. No one is claiming that the persons mentioned committed the offences simple that they were arrested in connection with the murders and that could range from being accessories or the actual murderer. It is not unusual for persons to be picked up on suspicion of committing an offence and released. It is something that happens in any criminal investigation in all jurisdiction. Again you cannot take a person into custody without they are arrested and when that happens there must be "reasonable grounds" for your suspicion. Arrest does not mean that the person would be charged. Most times in a criminal investigation, the identity of the person who committed crime is known. That person maybe arrested and released simple because the weight of evidence that is needed to prove the case beyond the shadow of a doubt is not there. That is situation with many of the unsolved murders in the territory. In most cases the identity of the murder(s) is known.

          @@legal tender, I don’t think you understand what I have written, you writing a long piece which is neither here nor there. I am very much familiar with the law, I am am fully well aware of what an arrest is and I am also fully well aware that the police cannot compel any person to come to a police station other than by arrest. All I am saying is to be more specific, say that they are arrested on suspicion instead of saying they are arrested. When you say they are arrested, people expect charges but when you say they are arrested on suspicion then people will say that they are possible suspects that can either be charged after interview or be released pending further investigations. That’s all I was saying. There is a difference.

      You cannot arrest anyone unless you charge them, you can take them in to custody for questioning but must charge if arrested.
