2 males killed in execution style shooting on Tortola

Two persons have reportedly been killed in an execution style shooting on the Virgin Islands' main island of Tortola early this morning, February 10, 2018.

According to reports reaching this newsroom, it was around 4:00 A.M. when a series of gunshots were heard in the vicinity of the Althea Scatliffe Primary School.

On investigation it was discovered that two men were riddled with bullets while in a rental vehicle on Station Road.

The men appeared to be dead.

Police are on the scene conducting investigations.

The entire Station Road, from the traffic lights to the Road Town Police Station, has been cordoned off.

The shooting brings back haunting memories of the November 22, 2017 shooting to death of Franklin E. Penn Jr and 11-year-old Trinity A. Thomas in West End, Tortola.

The two were among three persons in an SUV when gunmen approached on a motorcycle and opened fire on the occupants of the vehicle.

from your comments i doubt you have any educational background or any sense, how you expect the police to curve crime without the public help. It is up to the legislators to pass strict gun laws.

You people don't like truth. Informer is not needed for success in controlling crimes. This is a British country all the laws are already in place. Crack down on the reckless behaviors. This country has 30,000 People what is so difficult for the police? You want them to sit in the office and await information? Nonesence! The police need to investigate and solve.

I noticed that our police officers do not even patrol the streets and neighborhood like they did back in the day. Everybody wants to sit in the A/C and they not protecting the people of the country. We once had police officers who cared about our people, but we constantly bringing in these people who really do not care about us.

Why should the police care when the residents obviously don’t. Everyone complains but yet everyone knows who involved. Wait until the gun fires at you then wonder why you said nothing. Time to let the tourists know they are walking into a lawless gangland. Pity, but true

The Comm of Police is not to blame for how some folks raise their children and values that are instilled. Neither is he responsible for personal choices made by adults. Be mindful that to date these assailants and their victims are of one and only one ethnicity and race out of hundreds of races and ethnicities in the BVI. A whole lot to examine and define beyond blaming a UK official. The UK is saddled with the same and the US and all over the Caribbean. Predictable behaviour and outcome from some male members of one race ethnicity age group and region of origin.

@ TimeUp, there is only one race and that is the Human Race. Now there are many ethnic groups. All of these crimes are done by adults whether young, middle aged or old, from different islands as well as from the BVI. And what do you mean Predictable behavior? Careful now....there is more Predictable behavior from the Uk and USA known as racist KKK. Now those are Typical and Predictable behaviors, so know who the hell you are pointing fingers at. People like you need to SHUT THE HELL UP and take your RACIST Self back from whence you came.

Street reporter, there is nothing that can justify a brutal execution in the middle of town.We have a justice system we don’t need everyone solving problems themselves with a bullet.Even if the victims are not choir boys, they should not have been gunned down like that.As for people blaming the Commissioner for all the violence, they need our support and information to bring the gun men to justice. This is a small place someone knows who committed all these murders and they need to speak up even if its your family, give them up.Blame the cops, blame the schools but what about parents teaching their children how to be God fearing ,productive persons and not waiting for someone else to do their job.Now to the police, there is a saying, don’t bring a knife to a gun fight, there are so many guns on the island and very strict gun laws, CRIMINALS Don’t CARE WHAT GUN LAWS ARE ON THE BOOKS.Our strict gun laws keep guns out of the hands of law abiding citizens .We ask the cops to confront these killers with pepper spray and a night stick all the cops should be as armed as the criminals. The cops should be given the tools to do their job.Let us wake up,gone are the days when our citizens for the most part respected the law of God and man.Speak up! Anyone who knows who these killers are our the ones that killed the little girl, SPEAK UP !

@ Isiah, no man, hanging will not solve the problem because you have to catch them first in order to hang them. What is needed here is for the people of the BVI to start bond together and say enough is enough. We need to stop cast blame and do our part to bring these hudlums to justice. This is not a blame game, this is real issues and we need to get up and come forth. Stop the nonsense about don’t trust police. You don’t trust them, speak to someone else

@ outlaw: you and I usually have a difference of opinion but I have to agree with you but how is the best way forward: I share info with the police but evidence sometimes is short coming......just as you noted before you can hang them one must first catch them.....I personally think it’s sad how my country is but there a group among us who moves contrary to the laws and that is our problem: the dope eventually leads to the gun play.....(FYI.....I stop police back in 1984) law enforcement needs better funding so we can get back the patrol boats to intersep the smugglers)

Honestly, our police should have guns. This would take the fear out of them going into places knowing they can protect themselves and criminals with guns now knowing they don’t have the upper hand anymore. Years ago I went to a meeting and suggested COMMUNITY POLICING and nothing came of it. Until our police are allowed to be REAL police, this place will get worse because the gunmen are running wild. Also, our boarders are not being watched because these crooks have firearms that should have been caught at the boarders. All late night boats coming in should be chased, caught and inspected because most crimes are done under the cover of darkness. ARM OUR POLICE and send them fo proper training.

Ok okay.. I’m wrong for saying what I’m about to say. Sadly it look like if want to get a clean strong VI we just have to let those gun people kill off themselves. Their mind is already made up. They made that choice of living. What we need to do now is get into the primary schools, kindergarten and development those youths while they’re still reachable. While their easy to inspire. Let’s keep in mind those kindergartens and primary school students going to be big hard back high school students in a few years. However if we get to them now we can dilute this on going issue. Those who’s into their gangs/ guns chose that life. According to most of the now generation especially between 17-30’s have chosen money, drugs, guns, sex as their hype of life. That lifestyle is truly endorsed by a lot of people. Young and mature people. Before the shooting it’s all lol and ahhahh just pure encouragement of entertainment. Sad sad sad what we’re facing today.

I believe public figures need to see themselves as a tool of responsibility and step in and up. Basketball players are very lacking present in our community issues. Bands, artists and musicians are lacking present with our ongoing issues. Church members are lacking parent into our community, young business People like myself even older ones are lacking present within our community on issues that are affecting us. The Bike and scooter club groups are lacking present into our on going issues etc etc. if all of the above made themselves physically present both offline and online and speak out it will help. Most chose not to speakout because it will make them look safe life me. (Soft) Make them look human like us and they refuse not because they’re trying to keep fitting into with the people who’s an issue. Because to them they are LIT (whatever that mean)

I hope part of the recovery plans are to build youth empowerment programs in every district and reach those kindergartens, primary school students and whoever else that self chose to attend. It looks like for us to have a clean future we just have to let those with guns and that mindset just get rid of each other. Some dead and others in prison for life. But we can’t afford to fail to reach the upcoming leaders. Their still reachable. Condolences to the parents and the family of the victims. Sad what happened.

Our youths? The youths of the BVI should not be lumped into one bunch of misguided suiicidal cannibalustic and murderous lot willing to destroy the economy and fabric of these BVI. These youths of such ilk are but a few and consistently hails from one source. It is insulting to the majority of the youthful population to be categorized as needing gov intervention to be raised sensibly and productively. The malcitrants should be addressed publicly and singled out as the weak link in this struggling community.

I don't disagree with you... but please stop describing humans like they are animals..Hard Back? We think about and treat these children (young men and women) like they are animals and therefore they turn to the streets and behave like the animals we make them out to be. Quite a few of us are part of the problem with how these children got to where they are, not just their parents. I often times hear some of the ones in high school describe how the teachers talk down to them, yell at them call them negatives names (like dumb). To make matters worst they say the teachers that do it the most are locals. So if you talk to me like I don't have feelings, I am a no body, and like I am an animal after a while I will behave like one and not give a damn and eventually dropout of school and project my anger somewhere.

If the street dealer or gangster treats me better than home and school I am going to gravitate to him/her. What you see is these children looking for street cred, acceptance and respect in the thug life because we collectively pushed them there. Half of the people who comment on all these news sites wouldn't dear take time out to sit among these children and converse with them so they look for attention in other ways. Consequently, these child and young men and women are delivering to the BVI exactly what the school system and the people around them put into them; hatred and anger..which is leading to a short life for them. These two young men's frontal lobes in their brain wasn't even fully developed as yet... so they were still impressionable.

A lot of us hide from the truth and refuse to speak out about the hidden racism among us. The darker skin fand less educated folks in the BVI are looked down on by locals and expats and are left behind for menial jobs that don't necessarily earn them any real living wages..that is unless they are connected or related to a politician. We need to start calling spades what they are. We don't see them and us fit to be among the lighter hue in BVI society so we are reaping what we sow. They school system needs real educated teachers who recognizes that all children don't learn the same way, but all want to be loved, respected and accepted at home, at school, at work and just in general out and about.

These crimes would be so easy to solve if and only if we had the country riddled with cameras on the streets. I know that Irma blew away a few that we had but please Commissioner we need a lot more cameras in strategic areas and all problems will be solved. If we had a working camera by Nibbs (instead of that big stupid tamarind tree) and one by the traffic lights this morning this would have already been solved. May God help us.

You get off we tamrind tree. Its a landmark and if anything need care for its continuity. These youngsters make choices and there are consequences for these choices. These crimes will cease when these young people seek to live with a proper purpose. If they think that once they die that's the end of their soul they are in for a huge surprise. Let them keep flinging the gift of life away, once again its a choice that comes with consequences.

Time and time again the Police Commissioner has appealed to the public for assistance in coming forward with information and the community remains silent, harboring the criminals and many fools blame the police.

If citizens were to use the available avenues and I saw earlier this year, the Commissioner saying if someone doesn't trust the police, then speak to a pastor, District Rep, Doctor, anyone they feel that can be of help.....however, the silence is deafening!!

If people know something and remain silent, then, they're part of the problem!! Only by saying something as residents of this country, can we help the police. It's rather easy to blog and blame the police for EVERYTHING, but, what are we doing as responsible citizens to contribute? It's time we speak up and not be silent!!

Sad to say, but I agree with Gumption Official. Regrettably many in the current generation between 17-30s and some older ones have chosen money, drugs, guns and sex as their preferences in life. Not sure where went wrong in raising our youth, but we went off track BVI and now things are out of control. Those who know what's happening please stop the silence: the life you save may be your own or the life of your loved one. From how things are going anyone could fall victim to these public shootings. Protecting killers is fueling the destruction of our land.

An effective tool against crime is information and intelligence gathering. That means policemen getting out there in uniform and plain clothes observing and recording. Sad to say, our police force including those from the UK seem clueless.

Let's reset but start from the top. Let's bring a top cop/administrator from another Caribbean island with no ties here and see if that helps.

Each and every cop , administrator, each and every human import from other Caribbean Islands now have ties to the BVI. The BVI population is dominated by people's of the other Caribbean Islands. Islands with and always with a culture of violence. This is what has destroyed the BVI.

First of all our lawmakers need to enforce that first degree murderers who are convicted face the possibly of a life sentence without the possibility of parole and our prison that house serious offenders needs to be built and run like a maximum security facility. Even if it means a lock down for murders. There are even alot of people here who have been convicted of serious crimes but were not deported.

Our leaders cannot be passing the buck when tough decisions have to be made stop creating these boards and do what has to be done. Stop passing laws that aid our family but is hurting our society.

There is corruption with the police, but who is in the corruption, is it @the bottom, in the middle or the top, it takes one to wonder, 2 to see, and 3 to know, look who wears the white and you would probably know, there's no more special branch, no more drug trafficking investigations, only street peddlers they go after, and soon no traffic investigations either. If you understand this, then you know where the corruption in police lies.

Growing up on Tortola in the 80s 90s are probably my best years. Of course there were crimes, the ocasional road fatality and other anti social behaviors but not like we have today. These gruesome murders, sadly are becoming worst each year. Back then it was not because we had a good Police Force or good Politicians but rather because we had good parenthood which in turn spilled into the community thus making it what it was. Let me tell you for those of you who believe othetwise in the USA there are Police Officers with guns and more sophisticated equipment on almost every corner and yet people are being murdered so the problem is not more Police it is us as a community. What do we do when crime happen the values we instill in our children. Unfortunately some would still go astray i know that. I have so much to say but I say this. There so many people who are hurting because of these and all the other murders especially those that are unsolved. People know who these killers are but yet they remain silent. Are we waiting for the same thing to happen to our brothers...sisters....friends other loved ones? Then what? Wouldn't we want someone to say who killed them?

The Police is a very small part of it and is there to put it together. To those of you who always seem to know and have the solution to this problem, I will like to ask one question.
In all the murder cases that were solved in the BVIs by the Police, tell me how much that was done without the assistance of the Public. When anyone of you answers this question, i will get back to you.

The reason for all this lawlessness points back to discipline of our children. I got blows when growing up right here in the BVI. I know of many who are in position that got blows too. Look at us now. We are not the ones in trouble, or invoolved in crime. But from the time laws were passed to lock up and prosecute parents who discipline their children this is the results!!! I agree if parents abuse the children damaging them to the point of hospitalizing then they have crossed the line. Now parents leave them up to their own and the chicks are coming home to roost. Another thing too is immature individuals being hired to sit as Judicial Officers do more harm than good to families. This is the conclusion of the whole matter!!! They need to hire mature individuate to sit on Her Majesty's Courts and make sensible decisions. Not this who try to gain respect because they are young and proving a point. Get a family Court!!!! So that families can be saved and not destroyed!!!

Oh stop the bull about no jobs while those in the construction industry say that labor is SCARCE. It is a tired and worn out excuse as these Thugs have chosen their path in life: FAST MONEY.

How did we reach the point where people re so lawless that they would kill in cold blood right under the Police nose? Kill within a stones throw of a school that some of the may well have attended as a child? These are BEASTS as Humans have emotions and do care for life. This current generation is in trouble people and it was partially caused by the previous generation as they are far too many single parent homes without the positive FATHER figure in them. Kids from these homes then look for that outside the home but most times they find NEGATIVE influences in the streets. Then they are those parents who protect and accommodate their child's bad behavior instead of teaching them to be responsible for their actions. We need more positive mentorship programs that can reach out to the youth before they chose the streets and also reach out to those on the streets because they cannot all be lost yet. Conflict resolution should be taught in primary and high schools and we need to get serious about alternative trade education as one thing Irma should have taught us is that there is need for more skilled workers.

Then there are those who remain silent when they know something. Blood is on your hands too and tomorrow it may well be on your doorstep. If you know something I beg you to call the Police Hotline and give them a tip. A shooting happened in broad daylight in Baughers Bay and people saw it but nobody talking why? We cannot be part of the problem. That shooting may well have led to this retaliation here. We cannot allow the bad men to rule our lives. Seriously.

I am very interested in working on solutions to this problem. We cannot be held hostage in our own country. Enough is enough! My deepest condolences to the family of the deceased.

@voiceofthevoiceless, Thank you for that truthful comment. There is so many jobs that these youths can get but they would rather sell their souls to Satan for the fast dollar. That fast dollar scheme always ends up bad, Jail or pushing up Daisies. Let me stay working in the hot sun making a honest dollar. At least I can lay my head on my pillow at nights and sleep good, not having a target on my back or have to be constantly looking over my shoulder. You said Beasts, I say Jungle rejects.

I noticed almost every time there's mention of a shooting, this "G4L" keeps coming up. I am now wondering if there's a connection with the shooting at West end when Trinity was killed and I can only wonder what possible reason they had to shoot that child

it seems as if the people who started things like this never on the spot. The one who started this is in the US and one who started one in SKB dem say he in the USVI cause he can't go up in the Big USA as Jamaicans are looking for him but don't be afraid every dog got his day. Those who always send to get others killed are always afraid to die.But they can run but they can't hide. Many years ago one told me why I don't stop sweating for govt and come work for him and the amount of US dollars he had on him made me to envy him and I told him not thanks as when night comes I want to sleep and everyone around started to laugh how I knew that as everywhere he goestp sleep the slightest sound he hears he jumps even in the day. No grudge them with their fanciful life you ain't know how they come by it. As I was even told the pperson is a bit disabled now from a gunshot wound. Tell me about that. God is good let me stay with the govt job see

Right next to the police station. Might as well go inside the police station and kill them. How they get away when the police station is right there? surely they heard the shots.

Don't blame the Police Commissioner for S÷%t going down. CUSTOMS is the one to blame. CUSTOMS allow guns to pass through for a price. Ferry workers allow guns through for a price. Every inlet leading to Tortola is wide open. The hit squads is coming in at nights from St.Thomas in speed boats, pull off the hits and leave.

If these blogs are true, and this murder was a retaliation to the shooting in Baughter's bay, this is my pleasto the family of that victim in Baughter's bay, please encourage him or her (since a name is not being disclosed) - dead man can't talk. If someone tried to kill you then, they will try again, and this cycle of vicious acts will never end.

I will continue to pray for the parents of all these victims of gun violence.
