UPDATE: Anthony S. McMaster expected to act as PS in MC&W

- Officer on the job as Deputy Secretary
Anthony S. McMaster reported to the Ministry of Communications and Works as its Deputy Secretary on October 24, 2012. Once the Ag. Permanent Secretary Mrs Arlene Smith-Thompson departs next month Mr. McMaster is tipped to act in that post. ROAD TOWN, Tortola, VI- As was firstly and accurately reported by this news site, Anthony S. McMaster has been named the Deputy Secretary in the Ministry of Communications and Works (MC&W). Word just reaching this news site from its team of reporters is that the former Finance and Planning Officer for the Ministry of Health and Social Development, reported to the MC&W today October 24, 2012.

There are reports that Mr. McMaster was not the first choice of the powerful Public Service Commission (PSC) but it appears, according to reliable sources inside the National Democratic Party Administration, that the PSC had changed their minds from a first recommendation when it was conveyed  who the Minister Honourable Mark Vanterpool wanted.

Under the constitution, the Minister has a say in who serves as his Permanent Secretary or other senior officers in his Ministry and Departments thereunder. Minister Vanterpool was within his right to express his preference according to a source close to the appointment.

The Human Resources Department has continued to advise this news site that all PSC matters are confidential.

There are two posts for Deputy Secretary in the Ministry of Communications and Works and it remains the biggest and most active Ministry in Government. It also takes the biggest pie of the national budget. The other Deputy Secretary is Gary Penn.

Meanwhile, it is this news site understanding that with the pending departure next month November 2012 of Acting PS Mrs. Arlene Smith-Thompson, Mr. McMaster is tipped to act as Permanent Secretary in the Ministry of Communications and Works.

If this happens he will be bypassing two other senior officers to him within the MC&W- Gary Penn and the Ministry’s Project Manager Dr. Drexel Glasgow.

Mrs. Smith-Thompson story on her abrupt departure from the Ministry to pursue study leave was first broken by this news site.

McMaster’s Qualifications

Mr. McMaster, who has been in the service for 11 years, holds a Diploma in Accounting and is currently working on the Association of Chartered Certified Accountants (ACCA)- the British version of a Certified Public Accountant (CPA).

He spent his years in the service in the Ministry of Health and Social Development, first as a Finance Officer and was promoted to the Finance and Planning Officer’s post.

Ministry of Communications and Works in the news recently

The Ministry of Communications and Works has been in the news recently over the controversial cruise ship pier expansion project, which was stopped by the United Kingdom Government in exchange for the project to be placed on Public tender, according to Premier and Minister for Finance Dr. the Honorable D. Orlando Smith.

The Ministry of Communications and Works is also the executing Ministry for the $15.7M Caribbean Development Bank (CDB) loan skillfully negotiated by the former Virgin Islands Party Government of Premier Ralph. T. O’Neal OBE.

Earlier this month, the Ministry’s PS Julian Willock was sacked after information reaching this news site shows that the United Kingdom appointed Governor Boyd McCleary recklessly and illegally interfered with the work of the PSC, which is unconstitutional, in an attempt to get the former esteemed PS out of the service.

The PSC had voted unanimously that Mr. Willock should return to work after being on leave over a tabloid article in the BVI Beacon which accused him of having a person work for one of his group of companies without a work permit.  The Labour Department had rejected those politically motivated, malicious and some say racist claims when it told the tabloid, even before they printed the article, that Mr. Willock had all his work permits in order and had violated no laws.

The Ministry of Communications and Works´portfolio includes the BVI Fire and Rescue Services, Public Works and Water and Sewerage departments, Department of Motor Vehicle and Electrical Inspection, Facilities Management, and Telephone Services Management Units. It also oversees three statutory bodies, the BVI Ports Authority, the Telecommunications Regulatory Commission and the BVI Electricity Corporation.

The Deputy Secretary post is a government job that attracts a salary of $55,772 - $83,436 in grade 16.  A PS post salary ranges from $78,043-$107,071 in grade 19.

      in addition to having Bachelor degrees, one currently working on Masters, the Audit Dept has the most employees undergoing that ACCA qualification and the boss up there dont even recommend them to act in a post. If Anthony supervisors think he could handle the job without qualification then give the man a chance. After alll a degree is a piece of paper that can be purchased. Degree don't do work, it is the experienced individual. That mentality needs to be changed, for the experience worker without the degree is the very one that has to train the degree holder to be his/her boss. Then they wonder why civil servants are soo bitter!!

        Exactly, the experienced worker. in this case it have experienced workers who are progressive and got qualifications. so you was getting everything in a nutshell - not just 11 years of experience - but over 20. so i agree that why civil servants could get bitter. it got civil servants with over 25 years getting knock about because of a piece of paper and recently someone was told they couldnt get a job cause no degree. what kinda double standard system you all got in there.

        While I might agree that a degree can be purchased - what it does show is that an individual has been exposed to certain material at a higher level. Can this young man manage a Ministry without being exposed to the craft of writing memos and reports properly in Standard English? The BVI needs expertise at a higher level. Did he even attend our own College and receive any certification there? Perhaps if he is deserving of this promotion make him take the Chartered Managers Programme and gain some skills to go along with his work ethic. We owe it to our country, to him and all the young people to train them at the highest level. We don't want our people to go places and feel embarassed by their lack of exposure.

      You ever see a degree or diploma complete a job yet? You better stop talking nonsense. There are many people in the service right now with more degrees than a thermometer but are useless and cannot produce anything. There was a PhD incharge of a department not too long ago and moved. How successful were they in running their department? You do the math. Further education is a great thing, but don't make it seem like its the end all be all. Some people are naturally talented and intelligent. Education doesnt start and end in the classroom. It's a mixture of classroom and real life experiences.     I see many dangers ahead for Nature's Little Secret. Our Finances are in free fall, our Premier and Minister of Finance is hopelessly confused as to where we are and where we aught to be. The Financial Sectretary who has taken a back seat to his Deputy is pandering to the wims and wishes of the politicians who are filling many senior posts in the service with incompitent party supporters with the support of the Dept. Gov.
    I see an influx of retired UK civil servants making their way into the service just as they are doing in the Police force. BVI Buckle up, tough times await us in the coming year.

      This appointment of Antony as Deputy Sec or soon to be acting PS is a kick in the balls for people who are actually doing the right thing by staying in school and working hard and valuing education.

      So it is clear that NDP does not value education so that explains the cut back to this area

    I am becoming more and more concerned about the ability and willingness of our Dept. Governor to act in a balanced manner. She needs to distance herself from politics and act in an impartial manner. The Governor will be well advised to monitor her decisions very carefully less his reputation be brought into question.

      The CSA are all very obviously afraid of losing their jobs so they will not speak up. How long are we going to allow one governor and DG to ruin our entire public sector basket in the BVI?

    the man is not qualified for this post! The lady who asked the PSC to reconsider their decision because of what the Minister wanted should be ashamed! She waived the requirement for a job and determined that his experience was equal to a degree... what measure did she use to calculate this? And what authority gave her the right to do this? Someone has exceeded their authority and should be fired.
