DUFF’S BOTTOM, Tortola, VI – Minister for Transportation, Works and Utilities and 5th District Representative in the Virgin Islands (VI) House of Assembly (HoA), Hon Kye M. Rymer has reminded that the United Kingdom (UK) must help the territory achieve its aspirations as a people.

The Minister was at the time speaking during the January 5, 2021, House of Assembly debate on the proposed Disaster Management Bill 2019, at Save the Seed Energy Centre in Duff's Bottom, Tortola, where he illustrated that moves to have local government achieve more autonomy should be supported by the UK as an obligation.

“If the preamble to our constitution is not convincing enough or is not enough jurisdiction then, Mr Speaker, perhaps we should reference the United Kingdom's obligation to the Virgin Islands that is penned in United Nations Charter,” he said.

UK must help VI develop progressively - Hon Rymer 

Hon Rymer continued, “Mr Speaker, in article 73 of the UN Charter, it calls on the United Kingdom to develop self-government, to take due account of the political aspiration of the people and to assist them in the progressive development of their free political institutions, according to the particular circumstances of each territory and its people and their various stages of advancement.” 

According to the Minister, the UK should strive to build a world free of colonialism and is supposed to assist the VI in achieving its aspiration as a people, as stated in the VI constitution and the UN charter.

However, even as the Legislature has indicated that the UK is duty-bound to help the VI achieve more autonomy, over the years, legislators have complained that the UK has instead been in a constant power struggle with the territory over new areas of economic development.

Further, the outgoing Governor, H.E Augustus J.U. Jaspert, as a representative of Her Majesty The Queen, has been accused of meddling in the affairs of local government and refusing to assent to bills aimed at improving the economy of the Territory.

One of such bills stalled by the Governor is the VI Cannabis Licensing Act 2020, which is aimed at setting the framework for the Virgin Islands to start its medical marijuana industry.

Legislators like Hon Mark H. Vanterpool (R4) and Hon Julian Fraser RA (R3) have complained of being rendered powerless in situations like disasters when the local elected representatives should be on the forefront of disaster relief efforts.

Hon Rymer said that as the VI moves to review its constitution, the territory should be able to do more to manage its own affairs. He added that it is the hope the UK would assist the territory to enrich its destiny and achieve its political aspirations.

    The political aspirations of the Honorable Kye Rhymer may not wholly be aligned with the political aspirations of the voters of the BVI. It is those aspirations which the UK need to focus on. If the people of the BVI set out a clear mandate via a referendum that they want independence the UK government will not stand in their way. Indeed champagne corks will pop through Westminster as the UK are free to walk away from this needy and self-serving vassal territory.

    If Mr Rhymer wishes to ascertain the views of the BVI voters then he should speak up at Cabinet and demand a referendum be scheduled.

    They are. They are pushing for legislation to support good governance, accountability, an transparency. When those things are seen by the electorate, I would bet that the UK will become a lot more willing to help. From my perspective, they have problems with the way the government goes about its business, not the aspirations for growth and self-determination.

    Yes, help the territory achieve it’s aspirations as a people, that means the people, not the territories leaders with personal ambitions. The UK should carry out a referendum of the people to establish whether they want independence, and, act accordingly. If they vote in favor of independence, then grant it immediately and let them get on with their lives. However, if they vote against it, the politicians should drop the subject and stop the negative commentary about the UK and their appointed Governors.

    Minister kye Rymer.He is my suggestion that can work with the scooters Give them a curfew starting @7am to 6pm.our special days to ride scooters. Next a total BAN.you will save alot of young men lives.Also putting a strain on medical NHi. Scheme.

    You are correct, the United Kingdom must help the territory achieve its aspirations as a people. However, what you need to realise is that most the rubbish being passed by the House is not the aspirations of the people.

    Agree with Hon Kye Rymer (R5), MTWU, that the UK consistent with UN Charter should help chart a course for the VI to attain greater self-determination, including independence. If independence is the choice that a significant majority of voters decide through a national referendum, the UK must take a different approach than it took in granting independence to other regional countries from British Guiana (now Guyana) to the Bahamas to Jamaica to Barbados. These countries were granted political independence but their economic foundations were at best weak. Specifically, they had poor infrastructure (roads, water, electricity, waste water, telecommunications, air/marine ports), medical facilities, educational systems...........etc. They had to impose heavy taxes on the population, incur large debt (in some cases debt to GDP exceeded recommended prudent levels) to promote some growth and development. The high debt is crowding out the opportunity to invest more in sustainable and resilient growth and development. The UK must be a help, not an obstacle, to paving the the path forward. Why should the UK help the VI and other regional countries decolonize? Well, during slavery and colonialism, the fruits of slave labour and slavery build the UK and its economy and fuel the capitalization of the industrial revolution. This is a down payment on reparation.
