Speaker Moses presides over HoA despite announced as NDP candidate

ROAD TOWN, Tortola, VI - There was some tension, at the beginning of Sitting of the Fourth Session of the Third House of Assembly today, Thursday September 13, 2018, despite the Opposition Leader Honourable Andrew A. Fahie (R1), being absent.

Many residents, civil society and the media believe it is a conflict of interest for Honourable Ingrid A. Moses-Scatliffe, to still be presiding over the House of Assembly (HoA), as she has been recently announced in the media and within the ruling National Democratic Party (NDP), as an At-Large candidate.

Throughout Ms Moses-Scatliffe’s tenure as Speaker, the Opposition Virgin Islands Party (VIP), has accused her of being bias and having double standards.

One social commendatory Mr Claude O. Skelton Cline, said on his radio show earlier this week, that the Governor should intervene and do something about the situation in light of the harassment of VIP announced candidates.

The United Kingdom appointed Governor however, read the ‘Speech from the Throne’ today, September 13, 2018, simply listing off  all the legislative agenda items  that have been announced and advocated by the Chairman of the VIP, Hon Fahie.

      Why VINO don't get their headlines together? The speaker never declared she was running. Also do your home work. She's not a civil servant. Under the constitution if a person does not verbally declare they are running for political office, they can stay in their jobs. I never heard her or the president of the party say she running.

    If the reports are true that Ingrid Moses-Scatliffe, Speaker of HOA, is running on the NDP ticket as an At Large candidate in the next general election that is constutionally due by June 2019. She should do the decent and professional thing and resign. The Speaker has not been a fair and equitable umpire calling balls and strikes. Nonetheless, at this juncture, she will be perceived as bias even if she is not. Assuming that the reports are true, she needs to do the right thing and resign; she owes the electorate that expectation, if she truly wants to further serve all of the people of the VI, she needs to demonstrate some professionalism and resign. The Premier should weigh in on this but not sure if has any juice remaining, given that he is a lame duck. So too should Hon Walwyn, MEC and co-leader of the GDP. Does he hav the courage to do it? Failing to resign, the Governor should intervene.

    The announcement of the Speaker of the House of Assembly as a possible candidate for the NDP in the upcoming election is blatent violation of trust as the speaker and she should resign immidiately.

    It is no wonder that the present chairman of the NDP whose parents were foreigners and the people of the BVI sit quietly and tolerate him as a representative in the House of Assembly. This nonse must stop.

    I want to believe that if the Speaker declears with her mouth her intentions to seek office she would then be required to resign or retire from the service. Other than this she may continue to work. I stand to be corrected by those who know.

      @Guy, I agree that if she confirms that she is a candidate for NDP, VIP, PUP......etc she needs to resign to remove the appearance of a conflict of interest. On the other hand, if she is not running for office, she needs to say so to remove the perception. Moreover, if she is running, the Premier needs to take action or if he continues to govern as a lame duck, the Governor should act as he did after the hurricane when the government went MIA or AWOL. Talking about running for office, it is rumored that you are in the game. Rumour or truth? You were belittled by government but you earned the stripes to be a serious candidate for elected. VG connection rocks.

      @ guy Hill: we just love to paint our own black: there is a chap that will be paid almost forty thousand dollars each month of your tax money(somehow that is alright): some wants the civil servants reduced to save overhead cost but this guys monthly salary can cover 10 civil servants monthly cost..... it is not any conflict of interest to hand off jobs to people from outside that the nationals/ long-term residents of this territory can fill: we are our own worst nightmare up in here....keep the faith

    Just a question/comment...the current appointed deputy speak of the house of assembly is a duly elected member of the current government and might I add a member of the National Democratic Party( as a matter of fact the current deputy speaker represents district 5) the sitting before this current sitting, the junior minister of tourism was sworn in as the speaker of the house of assembly......history will show that all the deputy speakers were all members of the ruling political party:
