ROAD TOWN, Tortola, VI – As first reported by Virgin Islands News Online, Ingrid Moses-Scatliffe and Delores Christopher have been named the Speaker and Deputy Speaker of the Second House of Assembly.

The First Sitting of the Honourable House got underway at around 10: 30 a.m. today December 8, 2011 before a large crowd at the Multi Purpose Sports Complex.

A number of high ranking officials in the Territory are already here and have also been joined by Governor of the US Virgin Islands Hon. John Dejongh and his wife.

Ingrid Moses-Scatliffe and Delores Christopher were nominated by the Premier Dr. D. Orlando Smith and seconded by Deputy Premier Hon. Kedrick Pickering. The two speakers have already taken the oath of allegiance.

The House has since moved to the Oath of Allegiance for the elected members. The first person to take the oath and confirmed as a member of the House was 6th District representative Alvera Maduro-Caines. The first member of the Opposition to take the oath was 2nd District representative Hon. Alvin Christopher.

Leader of the Opposition Hon. Ralph T. O'Neal is notable absent.

Meanwhile, Premier Dr. D. Orlando Smith will also lay on the table the Statutory Instrument 2011 No. 52 Proclamation made under Section 84 (2) of the Virgin Islands Constitution Order, 2007 (U.K.S.I. 2007 No. 1678) proclaiming September 13, 2012 as the date on which the House of Assembly shall be dissolved and the Statutory Instrument 2011 No. 73 Proclamation made under Section 83 (1) of the Virgin Islands Constitution Order, 2007 (U.K.S.I. 2007 No. 1678) appointing the time and place at which the First Sitting of the Second House of Assembly shall be held.

Furthermore, Ministers are expected to make statements, and Governor Boyd McCleary will make an address to the House.

Also listed on the agenda are presentation of papers; reports from Select Committees; presentation of Petitions and public business.

In this sitting of the House the National Democratic Party (NDP) has nine members. They are Premier Smith; Deputy Premier, Minister for Natural Resources and Labour and 7th district representative Dr. Kedrick Pickering; Minister for Communications and Works and 4th district representative Mark Vanterpool; Minister for Health and Social Development Ronnie Skelton; Minister for Education and Culture Myron Walwyn; At large representative Archibald Christian; 5th district representative Dolores Christopher; 6th district representative Alvera Maduro Caines and 8th district representative Marlon Penn.

The opposition comprises of Virgin Islands Party (VIP) leader and 9th district representative Ralph T O’Neal; 1st district representative Andrew Fahie; 2nd district representative Alvin Christopher and 3rd district representative Julian Fraser.

        You right with Alvera because she sound like a hot messsss in the house this morning even a 4 year old could read better than her. What the hell NDP was thinking putting her up to run. Omar was the joker of the last house of assembly but she is now the new joker. lol This is it, well my piece!

          Why you seem surprise you all cant see the woman is dumb. All she had to do before was practice her speech they said 5 minutes she was the only one that spoke for 2 mins. Waste a time!

          To KC @ HA, I refuse to believe you are women!! Maduro did not speak long but tell me what was wrong with her speech? She spoke about her comittment to the youths, she thanked her family and supporters. What more did you want to hear? Talking season has now pass. Hodge spoke nothing of sense in or out of the house but you all listened and said nothing. Haters you are..why dont you try going up there and represent your people. Bet you would sound like a babbling fool.Maduro work has already started in case you aint notice but I guess her speaking and not her work is more important to you. Give me a working person anytime.

            I have to agree with KC and HA. But you who are defending.... obviously you are someone who dont know better. So I give you a break. Allow me to enlighten you there is a word called representation that is very important. If talking wasn't necessary then there would be no need for debate in HOA, they can just . You think the Premier could dare send that woman abroad to represent the territory? She doesnt know her hand from her foot. Wake up and stop lying to yourself. She is just dumb! Its not too late for her to learn and if she is reaading these post so needs to educate herself she is now lected so she has to step up to the plate. Her speech had more pauses than what John read about, you should take a good listen. My son who is in class 4 could have done a better job.

          You are so right. Omar Hodge use to be in the house talking non sense now this one replace him and cant even deliver a 2 minute speech. The 2 of them really family buddy a set of jokers. The 6th district jump from the frying pan right into the fire. lol lol

      You don't hear; she is not NDP or VIP she belongs to the 'People's Party. She said she was working for the people and she was happy to serve the country that has been a beacon of hope, justice and freedom for all. You weren't there? You did not hear what she was saying. Well, I wrote down those words because they were touching. She is serving the country and helping to guide the Ministers to accomplish their aim to make the BVI a place where we all can be proud of. So I am glad for her. You should be too if you call these islands home.
