Residents want campaign financing transparency

ROAD TOWN, Tortola, VI – Some residents of the territory are in agreement with the Commonwealth Observer Mission (COM) saying that political parties must be made to report to the public the source of their finances during elections.

“I voted yes, mine was mixed, I looked at the people and not a party but one thing that bothered me throughout this process was how lot of people were manipulated and coerced into throwing their support to some parties, one in particular because they used the ‘Demon’ money,” said Ms T. Mayeo-Lettsome.

According to Ms Mayeo-Lettsome and several others who shared this very concern with this news site, the extent of small project works that were being done during the period of and shortly before the June 8, 2015 national elections was abused by the government of that day.

“What I am saying is that the government while doing what they were put in office to do, they manipulated the heads of the grassroot people by holding on to what money they had and throwing it out just at that time.”

Act of deception

Another resident shared a similar view but likened the last minute rush to execute projects as an act of deception.

“Look what’s happening now, almost nothing and lot of those small projects are left in the half. Why can we see the same hurry to get these projects completed, what will happen is that close to the next elections period they are going to be hurrying to complete those very project, nothing new will be done before and they will once again trick the small man with a few dollars,” added Mr Lesmore G. Vanterpool another resident.

“Look the bottom line is that there should be some mechanism in place that they, the general public especially voters, can see what is government works and what is campaign works. What went on was a total abuse of government funds and that’s the bottom line, not a cent came out their own pockets, lots of it was taxpayers dollars and the others were the rich dumping cash at them and to my mind that can be categorised as money laundering,” added Mr Vanterpool.

The mission said the legal framework lacks regulation on campaign financing both for donations and spending.

Campaign financing

Political campaigns have many expenditures, such as the cost of travel of candidates and staff, political consulting, and/or the direct costs of communicating with voters.

According to Wikipedia, although the political science literature indicates that most contributors give to support parties or candidates with whom they are already in agreement, there is wide public perception that donors expect illegitimate government favours in return (such as specific legislation being enacted or defeated), so some have come to equate campaign finance with political corruption and bribery. These views have led some governments to reform fundraising sources and techniques in the hope of eliminating perceived undue influence being given to monied interests.

Another tactic is for the government, rather than private individuals and organisations, to provide funding for campaigns. Democratic countries have differing regulations on what types of donations to political parties and campaigns are acceptable.

      Anyone can buy a landslide but how strong is the foundational structure of a landslide? Can it ever cave-in on you? That is the thing about landslides they are a booby-trap waiting to happen! (This is why transparency is needed, ‘to lay a good foundation rooted not on greed and corruption but morality and good governance.)

    Sight challenged Stevie Wonder and Ray Charles, wouldn't have any problem seeing that the 2015 Elections were bought...(partly with Tax Payers dollars, last minute contracts and big donor dollars). Now we have to keep an eye out for more complaints about water rights, fishing rights and political favors.

    Meanwhile governor Duncan has promised that: "the days of Backdoor Deals and Obscure Decisions are a thing of the past". He couldn't make that statement unless it came to his attention.
    Th Election Observers, in their preliminary report complained about being warned about big money being donated to political parties; thus their mentioning our lack of a "Framework" on Campaign Finance and Spending.

    Again and again, if we truly live in a Democracy, why there are those who want us to just shut up and get over it?

    Whether one is with the winning or loosing party, they have a right to add their voices to the mix, if they see or feel that something went wrong with the political process..

    It is so very, very clear that money and contracts were heavily involved with the elections. First, nothing happened for 3.5 years, while many suffered financially. The same Julian Frazer, now being seen as unfit to be Premier, had been calling on Dr. Olando for much of 2013-2014 to stimulate the economy by spending some money on needed projects. Every time he called on th Doc, the NDP folks referred to him as having no ideas and that he just wanted to spend, spend. Now, who with a sound working memory can recall a time in our political history, when we spent upwards of $18-million on consultants, in such a short space of time? Can anyone recall a time, (during an election year), this massive amount of dollars being spent?, these amounts of projects and contracts taking place?
    I am now in my middle 60s ..and as hard as I try, I am like Oliver North. I can't recall.

You are saying that apart from the 3rd and 1st Districts, NDP beating all their opponents by hundreds of votes had nothing to do with NDP work, nothing to do with VIP being dead weight, but rather being bought?         I would like to comment on okay blog...I believe that the problem is not that NDP voters are idiots. I do believe however, that this country ‘My Country’ has a serious greed problem that must be addressed and fixed not band aided with bribery, promises, or silence. Allowing the observers who have no agenda to come and analyze what many in the country have seen for years is a blessing ‘if we allow it to be’. This is my nation too and I am a voter. I enjoy democracy and welcome this opportunity to have financial transparency in our laws. I believe 'I Would Be an Idiot Not To!'

      Time for the BVI to wake up, there has been almost 200+ million dollars in loans borrowed in a short space of time and this in itself is ridiculous. The pace at which this money was being spent will cause serious problems soon. Project have now slowed down after the elections because of lack of oversight. So many contractors hired to carry out all kinds of work and they are not being properly monitored causing too much overspending to occur.

All of you are calling the grapes sour now but come off your VIP high horse and give NDP the credit they deserve. Talk about the millions in dollars in contracts that were signed the day before election in 2011? Everyone seems to forget that but how easily do we forget.

          Financial transparency must be addressed. I am not a VIP or NDP supporter, I am a BVI supporter. I agree with Agree statement. Many projects in my community have not just slowed but have stopped completely. I must say however, I am pleased that some contracts have ended namely, ‘contracts of persons sweeping dirt from the middle of roads’. ‘I would have liked to have known how much of my tax dollars paid for that unnecessary pre-election project’.

    Not only do we need to know the source of the funds and the amount but it is high time that we address the issue of folks who live in foreign countries and are registered to vote in those countries only to have them return to the BVI every four years to cast their vote in this Territory. You cannot have your cake and eat it to. Most of them don't have a clue as to what is happening in the Territory but with free tickets and a hotel room they are brought back to determine what is best for us. I will make it my duty to provide a list of those who travel from the USA to the BVI for this purpose. Enough is enough.

    Remember when NDP first got in they promised that they were not going to operate on handouts like the previous government but they have been doing it and more. So its not about NDP or VIP but about holding whatever government in power accountable. REMEMBER PEOPLE IT IS YOUR TAX DOLLARS.....TAX DOLLARS THAT COULD BE GOING TO BETTER SCHOOLS FOR OUR CHILDREN....A BETTER COMMUNITY FOR US, THAT INSTEAD GOES TO PAYING FOR CAMPAIGNING AND BRIBES.

    IT 'DON'T' MATTER NDP, VIP..LMNOP...WE NEED TO HOLD ALL OF THEM ACCOUNTABLE.

    Question can we the voters request the financial figures for this year’s election, or do we have to wait until the laws are written? If not, can we collectively request the information in writing or by petitioning the Government, the Governor and/or the UK for the information to be made public? What is the next step to this process? Serious answers please.

    Will some body please,in the future,direct me to the location(s) of the white envelope machinery? Thousands of cellphones with cameras in this place and not one picture or recording of a white envelope transaction and its source and location.

        Not sure what land you are referring too? I know of the Beef Island land that was returned to the Expat from Asia to build the 5 star hotel and development homes, etc. years back . What land is this??

    we are in the year 2015 and suddenly everyone wants changes: had the proper procedures been in place over the past years we will not be having these issues now: some hand out envelopes while others give out contract before the election others hand out contracts after an election to their supporters: some of our elected officials continue to use government money like it is their personal savings and the way they do it is by giving a good friend or family member a no bid contract or government project( this way the treasury's funds are used to pay for political favours)

      I believe that many of us are in agreement that there is and has been major financial corruption in the nation. I believe the Buck (white envelopes, briery contracts, etc.) should stop here in ‘2015’. What our grandparents or parents did or did not do is not for us to carry…'who knows if we were not born for such a time as this'. How do we move forward, can we have public meeting, write letters, and sign petitions to our officials? Let’s find solutions and lobby for them this year. A change starts with us, and if not for us for our children!

    I guess the VIP only had enough money to buy votes in the 1st and 3rd districts this time around. My understanding, based on these articles/bloggers/voices, is that the BVI Voters should be ashamed! We have all allowed the NDP to fool us into voting for them with their big posters. I am officially an idiot who is unable to think for myself. Is it just me or is all of this just ridiculous? The election is over...

      I do not believe that anyone have been fooled into voting for any party and this is what makes these bribery issues most horrific to me. I do believe however, that there are serious financial issues that need to be addressed. There must be accountability for citizens tax dollars, bribery and corruption. If we do not address these issues now, I am afraid that next election most voters will refuse to vote at all.
