ROAD TOWN, Tortola, VI - Controversy is brewing in the post office surrounding Postmistress General Pascha Stoutt and an employee by the name of Jacquelyn V. Somersall who is accusing Stoutt of verbal abuse and threats of physical violence.

Speaking to this news site over the weekend, Ms Somersall said she has lodged complaints with Financial Secretary Neil M. Smith and Governor John S. Duncan OBE as she wants the situation to come to a satisfactory conclusion.

“Ms Stoutt needs to know her place and she needs to grow up. She is very unprofessional and everything for her must be personal,” she said.

Alleged threats

According to Ms Somersall, some years ago Stoutt allegedly threatened her with physical violence to her person. “It was some years ago and she brought four men to the office and two of them flashed their guns at me,” she said.

Somersall said that she did not make a report at the time. She said that she should have been in a place of protection being on the job and not on the road when the persons allegedly flashed their guns. “Some people threatened my life so of course I was scared...who wouldn’t be scared?” she asked. ”I figured if I just got up and go to the police it will get worse,” she said.

The woman said that sometime last year she had cause to remind Ms Stoutt that she had allegedly made threats to her and that she was not comfortable working around her in the post office.

Writing in a letter dated May 27, 2016 and addressed to Financial Secretary Neil M. Smith, Ms Somersall said, “Ms Stoutt has made threats to me on several occasions. She has already brought four men on the job to scare me and two flashed their guns at me during working hours...On another occasion she said she would put a bullet in my black f--king face. And yet when I came to you in a meeting held last year concerning these trivial matters you thought it fitting to disregard my threat complaints,” she said.

Somersall also said in the letter that she is being singled out and wrongly treated and that lies and malicious actions “seemed to be always geared at me and others doing the same thing or worse their actions are treated with a blind eye and a deaf ear.”

“I am tired of being stressed and abused in the workplace because too much is happening at the BVI post office and no one seems to care about the morale of the staff,” she said.

This letter was copied to Governor John S. Duncan OBE, the Director, Human Resources Department and Minister for Natural Resources and Labour Dr The Honourable Kedrick D. Pickering.

Somersall seeking transfer

In a letter addressed to Governor John S. Duncan OBE and copied to Dr Pickering and Financial Secretary Smith, Ms Somersall formally requested a transfer to another department for her own “wellbeing.”

“I have been employed at the Post Office for more than 15 years and had enjoyed working here up until Ms Stoutt took over as Postmistress General,” she said.

When this news site contacted Ms Stoutt for a comment in response to the allegations made by Somersall, she said we should contact the Director of Communications Arliene T. Penn as she would not speak to the media. Mrs Penn is said to be on leave until June 10, 2016. Efforts to reach acting Chief Information Officer Ms Desiree Smith were unsuccessful up to publication time.

When we called Neil M. Smith for a comment he said he had nothing to say. Further he denied knowledge of any meeting involving Ms Somersall of which he was part.

Complaints 'swept under the rug' under NDP

There have long been complaints from civil servants that their complaints are often "swept under the rug."

Speaking during the continuation of the Seventh Sitting of the First Session of the Third House of Assembly at parliament chambers in Road Town, Tortola on March 24, 2016, First District Representative and Member of the Opposition, Hon Andrew A. Fahie supported this claim when he said he had received reports about some senior public officials using profanities towards public servants, including females.

“Another set of persons told me that in the Public Service there are persons in senior positions that are using profanities in the public setting like it is nobody’s business. Speaking to them like they are trash, and they are females. And I take that very seriously.”

According to him, public servants are discouraged from taking their complaints against wrongdoings to higher levels of management since they know some of the offenders are closely knitted to the National Democratic Party (NDP) Government and they know that nothing will come out of their complaints.

Hon Fahie further said he was even privy to a complaint being made by someone in the public service to “the highest level” and it went nowhere. “I was there sitting when somebody made a complaint against one individual at the highest level and the person making the complaint had to answer more questions than the person that was trying to get to the young lady,” Hon Fahie had said.

    question.. the post office had cameras the time that this incident had occurred? N in most cases like this yes most people would of bin scared to go police, plus some police don't study you. But anyway I hope you get it sort out. My opinion.

    Girlfriend I hate to say this but your 'goose cook.' From where I sit it would seem that you did not follow the chain of command. Secondly, getting the media involved at this time is only putting more 'nails in your coffin.' Luckily for you, you are permanent and pensionable. I do hope however, that an amicable resolution is reached for all of the parties. I know what its like to work on the job with a boss who is a tyrant. Working for Government, supervisors/managers, politicians, permanent secs and the like are always right and you the little subordinate always in the wrong. Much luck to you in your quest for justice.

    The post office is a disgrace. Trust companies spend $100 to send a piece of paper FedEx/DHL because the Postie is so unreliable. A letter from Virgin Gorda took 12 months, xmas cards in April, worse financial statements defo received by the Postie but never received. Look at all the money the courier companies make, enough to own a plane, there is no reason why a well run post office shouldn't be creaming in money from the financial services for the Government. I don't know this lady but i'd support a clean sweep to get a reasonably functioning post office. Take the manager of FedEx/DHL and make them postmaster. (Down the line money transfer, cheque cashing, negotiate deliveries from the US..)

They can't even manage to get post boxes so that you can collect your mail The bills take so long in the post that if you are waiting for them to come to make payment all your utilities will be disconnected.

    I believe everything the lady said. I had a friend that was working there, everyday she used to be depressed from the verbal abuse. She eventually quit her job. She too filed complaints but like the rest everything was swept under the rug. ppl need to go work agriculture since it seems like it's only animals they know how to speak to.     What has been done for the post office since the departure of the post master? Houses and buildings were in the process of being numbered to ensure the effective delivery of mail. Now, you could barely get stamps in there. On another note, too many people in influential positions abuse their authority. They manipulate and take advantage of their subordinates. They send them to buy their lunch, pay their bills for them, use their personal vehicle to drop them off to places and request and or require them to engage in matters that they are truly not comfortable with and because of fear of losing their jobs or other victimization, some of these people feel pressured to do what their superiors want. And this is not just in the government but in the private sector as well.

      All government departments need investgating if the public only know what some employees get away with and others punish for the same offence. Some of them dont want to work and want to get the highest pay. They rob the Government in many ways. They need to send undercover workers in every department. I work with Government and i see things that should not happen when you talk to the person in authority they put you on a list that you are are tale bearer. When you try to speak to your PS they say you did not follow the protocal, but if your boss is in cohoots with the staff members who are doing wrong and you have gone to them and nothing has been done what is left to do but go way over their heads. Now i see things every day on my job i go to God in prayer and ask him to expose the things that are happening in the dark. People every dog have his day time is longer than twine. I pray that one of these good days some of these senior managers and their followers will be cut in the act ,and they will bring themselves down God don't like ugly and ugly is what most of these department produce. It is not always as it looks.

    I would hope that this thing is dealt with fairly and both sides of the story get an opportunity to come. I am not sure why someone will bring four men with guns for a woman for no apparent reason. And I do not see why a worker would fabricate such an elaborate story about their superior if there is absolutely NO truth to it. But these are serious allegations. My biggest concern is though is for the plaintiff; she’s not “from here”, not an NDP, and don’t go to church in Duffs Bottom. #uphillclimb

    Failing hard evidence of the armed confrontation "several years ago" and your reporting it to Mr Smith, i recommend that you submit a medical report claiming a psychological malady or tender your resignation rather than being sued br Mr Smsith and/or Ms Stoutt or worse, being involuntarily terminated from your employ.

    Thank you mrs.somersall you have open a pandora box here in the bvi. Its not only happening in the post office. There are many government officess that is experiencing horific delima every day. The customs department here in the bvi is a mess. You have senior officers who is abusing their positions. Officers who force to engage in sexual relationship in order to move up the chain. Once you don't submitt to their demands you are demoted from your post. There are officers who are in pregnated, transfer to a different work station. And the issue are never dealth with. you have junior officer who is swearing on the job infront of their seniors and customers. That department needs looking into. The officers are grossly under paid. I must ask the question whats going on in their special unit the task force, the k9 unit and the flex team. And by the way why are some of the officers of the flexteam showing up in their own personal vehicles to do the government job. And some members seem to have access to a government vehicle. Does the boss know whats happening. I hope those officer are been properly compensated. This department is rolling in losts of monies.The k9 unit seems to be going through a massive break down. As for the taskforce does it exist. Who is protecting our boarders. Victimalization is all over.

I was under the impression, in this day and age with all types of birth protection, that these black women were just stereotypically loose. Now I know .

    We are all human beings. It is about time that we begin to show more respect for each other. Too much prejudice black against black. While... the whites are taking over. No matter where we were born, no one has the right to discriminate, and call other humans like themselves.. full breed, falf breed or no breed. This concept being perpetuated is highly unchristian and uncharitably. So many churches and so little Christianity! The love of money has turned this nation demonic.     This debate is timely and I thank VINO for it's medium to encourage this topic about workplace ethics and treatment of employees by employers. Unfortunately, bad treatment of employees by employers seems to be the order of the day. It is happening not only in government but also in the private sector. More inspections and monitoring need to be done by the Ministry of Labour such as visiting work places and speaking with employees. I know for a fact that a lot of employees are hurting. Employers behave as if they are a law unto themselves, entitled, and act like Gods with no respect for workers rights. I am not surprised at what this lady has to say. I believe her story. I know of similar, though not as brutal cases. A friend once told me of a manager who called her into her office, shut the door and had a complete stranger, a man, stare down the employee, while she proceeded to tell the employee that her employment was terminated. The innocent employee said she felt as though she may have been murdered right there and then.

    Pretty soon, the International Labour Organisation may have to step in to ensure that workers rights are maintained and that workers are respected and treated fairly. There are also employers who cheat employees by withholding salaries, while treating workers like slaves. Those workers never get paid for their hard work or are given a mere pittance.

    The Labour department seems overwhelmed! in the performance of their duties, while innocent people are forced to suffer all sorts of deprivation. This is not a good human rights record for a country so richly blessed! The perpetrators deserve to be identified and punished . Instead, they are being rewarded while others languish in poverty.

      I am feeling sorry for this woman. Even if her complaint is partially true, she is in a quagmire. Too bad, her written complaint is incomplete the way it is written. Her lack of education and good common sense shows and as the saying goes,"Ignorance is no excuse".

    How can the labour department intervene when their staff are no better? It's being long known of the favoritism, manipulation, deprivation, sexual favors, victimization and abuse of power that go on against some employers and employees with the labour department. It's not good ms somersall did the right thing. Labour cannot be trusted. It's one of the worst place to go to ms somersall. The governor also will not do anything. Be careful you will be victimized but you did the right thing. Black will always fight and degrade their own it's sad very sad. I'm curious how on earth your boss lady manage to get 3 men point gun at you? You see me but you don't know me so now we have how many criminal minded people walking among us in suits? More times the biggest criminals are not obvious they are the elite few in disguise call suits and degrees criminally connected and protected. A place where almost every is family and corruption highly, unsolved murders 35! The country needs a real GOVERNOR that cannot be bought! Wake up GOVERNOR, RVIPF here's another lead to some unsolved cases find out who these gunmen are and their associates.

    I find the many remarks quiet interesting. The situation needs to be assessed more objectively. People in power will always abuse it. That is why there must be objective ways to assess an employer and employee performance. How many civil servants have poor work ethics? How many steal, take 2hour lunches, spend hours on facebook and instagram etc. How many have poor customer service? Poor work ethics is not just the department heads. In othet words does she have a legitamit reason to be a hog? (Granted she should deal with her displeasure professionally). Some civil servant subordinates believe they are justified in their positions but when compared to their counterparts and portfolio they are not qualified. We have to go beyond who we know and go towards what you know. How you enhance and advance and not on how much gossip or tearing down you can do of another colleague. There needs to be objective measure and hold standatds of acountability and kerp those standards regardless.

    The firearm accusation is first and foremost requiring immediate attention. If Ms Somersall is to be taken seriously, she needs to file charges against the guntotingthreatening four.. Without this , those she accused can immediately file charges against her...Colleagues who she mentioned was in the vicinity as witness, could face disciplinary charges for not reporting the crime that they saw while they were on duty in a Government office.
    This is going to be messy as there are several names and accusations and a necessity for the accused names to clear their reputation and to safeguardd their future.
