'Not right' that persons made to act for many years in public service- Hon Rymer

- said persons are given glowing appraisals but still not confirmed to their posts

DUFF'S BOTTOM, Tortola, VI- Minister for Transportation, Works and Utilities Honourable Kye M. Rymer (R5) has pledged to lobby for the regularisation of long-standing appointments within the public service.

The Minister gave that indication on Tuesday, December 15, 2020, at the Second Sitting of the Third Session of the Fourth House of Assembly (HoA) held at Save the Seed Energy Centre in Duff's Bottom, Tortola.

He said some of these persons have been acting for many years.

“Mr Speaker, we must look out for our people and make sure that they are stable within their positions. Someone acting in a position for six years plus, I see no reason for them to be still in such a position. Mr Speaker, I have a member within my ministry, he has been acting for 14 years!” he said.

He added: “Those are things that are not right. I was a public officer at a time, ahead of a department. I acted for a few years but then was regularised. I don’t know how they do it; getting dressed and not sure if today you are reverted back to your position after doing the job, carrying out the duties.”

Needs addressing across the board

He explained that during the performance appraisals process, these persons in the acting posts are given high marks, but “when it comes to the point of appointment that seems to be a hindrance. I think that needs to be addressed across the board on all levels.”

Minister Rymer further mentioned that if someone in an acting post is not performing in the first “couple years” they should be removed and someone else given a chance so that the acting process can be shortened.

He then promised to reach out to the Deputy Governor and the Governor to address these long-standing appointment issues.

    What's wrong with acting? Acting school takes years to become a good actor. The best qualities of good acting is when no one knows you are acting. All government jobs should be advertised seeking actors only with a least ten years experience in theatre for all senior departmental positions

    Honourable Rymer,

    Glad to see you are making changes. The highlight of civil servants should be key for growth, at no point in a government should a civil servants be acting in a position for so long. It’s mentally affects them, regardless of how each day the pull strength from God. It is time all those who need to be regularized should be done for the New Years. Give the people their flowers now.

    I act for 5 years then was thrown aside with no explanation

    We have people our own human resources here playing cartoon with for years. It's a shame I say so with no apology. Time to fix it and pay them right also. We continue to mussel the ox. We work them hard till they get gray hair in same position. Time to change that and the time is now.

    So true Hon Rymer, not only is it not right, its inhumane, unprofessional, nerve wrecking, emotional and unstable for any person acting in a post for so long; only to be replaced by someone just in a blink of an eye. What you are saying to this individual is...your good for acting and performing the job thus far but not great enough to be appointed or confirmed.

    While I agree, it takes time to determine whether some are right for the post. Year later you hear parts of the Job that isnt being done. Another thing is, some to petty to do the job and cause others to continually suffer. Its easier to move them if they are not confirmed into the Post.
