No known or proven basis for allegations of vote rigging- Carvin Malone
On November 28, 2016, two days before the elections, Mr Smith told the media that Delegates were being demoted to Alternate Delegates, making them ineligible to vote.
Smith, who unsuccessfully contested the Second District seat at the 2015 General Elections of the Virgin Islands on June 8, 2015, was of the opinion that those party members being affected were persons who support Opposition Leader and party Chairman Hon Julian Fraser RA (R3).
But according to Mr Malone, “There are no known or proven basis for allegations of the process being rigged.”
In a press release issued late last night, November 28, 2016 following queries on the issue from this news site, Mr Malone explained that in compliance with the Virgin Islands Party Constitution, Article Twelve, Section 1(b), each of the 9 VIP District committees duly convened a meeting and thereafter selected and submitted for ratification by the Executive Committee the names of 72 members (8 from each district) to be nominated and approved to serve as Delegates for the VIP National Congress in accordance with Article Six of the Constitution.
No objections raised
He further said Article Eleven, Section 3 states “Any member or delegate may challenge the credentials of any delegate by lodging with the Secretary the grounds of objections in writing, within seven days of the election.”
The VIP Secretary, Mr Malone stated, has confirmed that no objections were received in challenge to any delegates submitted by any of the 9 district committees.
“In conclusion, the internal elections of the Virgin Islands Party was constitutionally due 90 days after the June 2015 General Elections. The VIP Congress in their own judgement deferred the process and thereafter decided on the date of November 30, 2016 to allow the expansion of district committees and to seek additional candidates for each of the Executive Committee positions.”
Mr Malone also pointed out that the Constitution of the Virgin Islands Party empowers each district committee to convene meetings and select the delegates and alternate delegates of their pleasing.
“It is an extreme far stretch to infer that each and/or every one of the 9 district committees could be manipulated one way or the other in unison. There are NO known or proven basis for allegations of the process being rigged. It is for this very reason of transparency that the internal process was decided to be made public,” Mr Malone stated.
Meanwhile, the two powerhouses vying for the position of Chairman, Hons Fraser and Andrew A. Fahie (R1) did not respond to our questions on the matters raised by Mr Smith.

U think people stupid i could call name of delegates that are now alternates...... U and f....... playing a nasty game but the OBEAH will back fire
Karl Dawson needed to step in as a candidate and put these two grown men to sit down and work out their differences. How can team members/leaders, who should be sharing one vision for our country, act like this?
The Virgin Islands Party (VIP) truly needs a breathe of Fresh Air. This Party is going No Where Soon.
URGENTLY WANTED: NEW POLITICAL PARTY who truly intends to put country first.
Raja is absolutely right! I know from first hand inside experience that are guilty of rigging selection of candidates for the slates. They all know what they are accustomed of doing, that's why they cannot trust each other with the process. All happening right now is that their mutually aware known habits have now come back to haunt them and they have difficulties coming to terms with trusting each other because now they are personally being selected as compared to when they were the ones rigging the selection of candidates for election. Good luck with the process. May the most deserving candidate win the election process. I don't know which one that should be, I have no preference.
It's time to put the future of the country above self interest. The two of these guys are power hungry; they have been in the legislature too long and have become ineffective. They make a lot of noise in the legislature but there is no significant consequences. If they were effective we would see results; It's not just about making noise. We need effective constitutional amendments to deal with the ineffectiveness of our Governor, and the lawlessness and corruption of the NDP government. They cannot put forward any meaningful suggestions or take radical action because they themselves are guilty of the same behavior of the NDP. Therefore in order to have an effective legislature, both the NDP and the VIP have to go.
