ROAD TOWN, Tortola, VI- Premier and Minister of Finance Dr the Hon Natalio D. Wheatley (R7) has expressed condolences following the murder of local businessman Mr Kai de Castro on July 28, 2026.

During the Fifth Sitting of the Third Session of the Fifth House of Assembly (HoA) on July 28, 2026, Premier Wheatley said he received the “devastating news” of de Castro’s murder. 

He extended “heartfelt condolences” to de Castro’s parents, his brother, and extended family, including Hon Sharie B. de Castro (AL), his first cousin. 

“Kai was an extremely pleasant person. He was one of our entrepreneurs, restaurateurs; one of the finest establishments that we have in Road Town.” 

de Castro was the proprietor and owner of Main Street Restaurant. Premier Wheatley said, “I was so impressed with the service and generally impressed with the young man. He will surely be missed.”

Other Members of the HoA also used the opportunity to extend condolences to the family of Mr de Castro.

Gunned down in broad daylight

The businessman, who was fatally shot just before 1:00 PM on Tuesday, was found along the road running parallel to the Brewers Bay Beach and was pronounced dead at the scene. 

The Royal Virgin Islands Police Force (RVIPF) is actively pursuing all available leads to determine the circumstances surrounding this incident. 

Investigators also appealed to anyone who may have witnessed the incident or may have information that may assist the investigation to contact the RVIPF Intelligence Unit at 368-9512. Information can also be provided anonymously through Crime Stoppers by calling 800-8477 (TIPS) locally or (284) 800-8477 from overseas.

    Its sad and so unfortunate to hear of the passing of Kai De Castro. Kai was a respected member of the BVI restaurant and business community, a proud advocate of PRIDE BVI, aligning with the curious and questioning subset, and a hard working citizen overall. Rest well meh boy.

    The thing is why they had to gun the man down so violent and viciously. People know who the killer is but they choose to stay silent. How much you want to bet the killer(s)will be all up in the village and rise and shine tramp partying like nothing happened. My condolences to the man family.

      I’m sure the killers had a plate of Whelks and few Jell-O shots last while Vibin to R.City and 450. I’m sure if they have a girlfriend she’s very much aware. Probably adding to the RIP monitoring conversations and informing her boyfriend etc. They need to ban ski masks from entering anything to do with festivals. Including costumes. That’s why I’m inside all festival.

      So correct, especially on the drug-related side. Everybody just has this selective rage going on. Everyone knows these people are going to almost always portray a complete opposite to who they really are. These are not the results of an individual that had nothing to do with nothing. It must be something!!! Every dog has their day!!!

    Regardless of what? no one deserves to be gunned down down in that manner. Don’t you worry trigger man or whoever plot to kill the man, your time is around the corner. I would not wish something like that on an enemy if I had an enemy. If you think someone did you wrong, let the universe take care of it. You did not give a life so you should not take a life. Karma is very real, when karma is ready for you it does not need an address, zip code or phone number to find you. Remember that trigger man and whoever else make the choice to pull the trigger on others.

      I'm telling you some of these people get aroused by the demise of certain individuals, idk if it's jealousy of the privilege how some of these man are able to live their life with ill gotten means. We as people are attracted to those with certain personality traits and it eats them that even if they had the same money legally or illegally they wouldnt get no motion. RIP big man

    All of you that have killed and think you have gotten away with it because people is afraid to talk. That karma is going to step on your doorstep and hit the person that you love most.     Politicians are extremely pleasant as well, so are murderers and even Ponzi the man who Ponzi scheme was named after when tricking people to get their money. Alot of murderers and co conspirators walk around this territory being treated like celebrities. They know themselves and all of those who facilitate them on a daily basis are just as responsible. They talk about being Street and mocho but these streets have no BVI Love in them. If you feel a false sense of security and saftety best believe it is false.

    Been in Tortola about 15 years now - during that time think there has only been 1 or 2 convictions for murder even though there have been a few every year. People too afraid to say anything or to convict locals. Small island.
