Investigation of Hon Walwyn's $1.6M ESHS wall will continue - Gov Jaspert
It was in July 2017 that former Governor John S. Duncan OBE ordered an audit into a small wall built just before the 2015 snap election, a project spearheaded by Education and Culture Minister Hon Myron V. Walwyn (AL).
The small wall constructed around the Elmore Stoutt High School (ESHS), according to the Minister of Finance Dr The Honourable D. Orlando Smith (AL ) in an answer to a question in the House of Assembly, cost tax payers some $1,068,292.91.
Audit will continue on Walwyn wall- Governor
Speaking exclusively to our newsroom two days ago, when asked if the ESHS wall investigation announced by his predecessor would proceed despite of the hurricanes, Governor Augustus J. U. Jaspert aka ‘Gus’ responded “yes.”
He said “since arriving in the BVI, I support the institutions of good governance and transparency.”
The young Governor added “I am keen that outstanding audits should be completed as soon as possible.”
Mr Walwyn had told the local media, when the audit into his million dollar wall was announced by former Governor Duncan, he would cooperate with the investigation.
Was it reckless spending? Was the law broken?
After the snap election of 2015 when Premier Smith told the public the cost of the wall, Mr Walwyn went on radio to contradict his leader, claiming Dr Smith had provided wrong information to the public and that his Ministry shows a smaller figure. He also said the work done included a project on Virgin Gorda.
Months later, the controversial Minister admitted that the Minister of Finance's figures were correct. The project never went out to tender as required by the Financial Management Act or the Protocol for Effective Financial Management, which Dr Smith signed with the United Kingdom.
A senior officer from the Ministry of Education and Culture who is familiar with the project but was not authorised to speak to the media, disputed Minister Walwyn's claim after his radio interview following the 2015 elections and said “yes the wall is $1.6M,” and also added “Myron controlled the project, and chose the contractors [as] it was his pet election project and the poor Permanent Secretary who is the accounting officer had little or no say…..”
