'Illegal gambling is already taking place in BVI' - Premier Fahie

- said gov't through legislation is only trying to move it from 'illegal to legal'

DUFFS BOTTOM, Tortola, VI - Amidst criticism from religious groups and Opposition Members, Premier and Minister of Finance, Hon Andrew A. Fahie (R1) says "beyond the shadow of a doubt," there is a need to move forward with gambling legislation, and introduce regulated gambling in the Territory.

"Gambling is already taking place in the BVI, illegal gambling... everybody knows this is happening and we are moving it from illegal to legal," Hon Fahie said during the Ninth Sitting of the Second session of the Fourth House of Assembly (HoA) at Save the Seed Energy Centre in Duff's Bottom, Tortola, on June 16, 2020.

Opposition Leader, Hon Marlon A. Penn (R8); however, said the Government proposed Gambling (Gaming & Betting) Control Act, 2020, lacked proper analysis.

More analysis needed - Opposition Leader 

Even as the bill was being actively debated in the HoA Tuesday evening, the Opposition Leader said there is a need for input from all House members and that the economic impacts of regulated gambling needed to be assessed.

Hon Penn's argument focused on the Territory's ability to sustain the industry, the framework to regulate the industry and the possibilities of the legislation opening doors to money laundering and other related issues.

While Hon Penn did not oppose the industry, he said some consultations could come from the financial services sector as a starting point.

On the moral front, Senior Pastor of the Cane Garden Bay Baptist Church, Dr Melvin A. Turnbull has said gambling amounts to "theft by permission" and sometimes only God can help overcome the habit.

Dr Turnbull, comparing gambling to alcohol, said it promotes a greedy spirit and it emphasises getting rather than giving, selfish interest rather than self-sacrifice, and erodes the moral fibre of society.

Religious Arguments 

Hon Fahie said: "Some persons would say I don't agree with it and we'll have the debates, the religious debates, the moral debates, all kinds of debates."

He said often, persons are programmed to view issues through a certain lens, "I want to know who makes some of these people... to decide who God blessing and who God guiding and who God speaking to."

The Premier said the legislation is not by surprise, as it was previously announced in the November 14, 2019, Speech from the Throne.

Hon Fahie has also argued that the legislation will create jobs and boost revenues for the Territory especially in times of economic perils such as natural disasters and pandemics.

The bill is now in committee stage for analysis.

The HoA reconvenes today, Thursday, June 18, 2020.

    I happen to agree with Fahie on this one. If we are in tourism then we must do what other tourism destinations are doing if we are going to stay competitive. Imagine tourist on a 7 day cruise and can use the slot machine in the casino until they hit BVI waters. I believe we will stand out in the wrong way. Secondly in regards to the pastors who oppose it the Bible says to be in the world but not of the world. The church cannot tell the world what to do. Jesus has no interest in being the governor of Rome. His interest was His kingdom which is not of this world. Fahie is not here for the church he is here for all and must represent all. Fahie is doing what he sees as best for the country. These are not easy decisions but decisions that has to be made nontheless. I urge that he be careful AND prayerful in making these decisions. Let the pastors teach their members properly so that they do not yield to the temptation as their job is to reach those that are in the world. No world, no work for the church! Blessings!

    No disrespect to the churches but the way I see it is that if you are not into something you don't have to do it right? Everyone as a whole has their own mindset and I think some people only see through one lens and who say the church pastor is always right. Eg. If there is a function going on with live music or DJ some people complain of loud noises and disturbing the peace and the police quickly shut it down but if a church is doing the same thing it's ok. We as a society always talk and react negatively because we are not into something. E.g. if boats are racing and you're not into that you speak negatively of that and others are motorbikes, car racing, carnivals and festivals, strip clubs all I'm saying is that if you are not into something don't call it down no one is forcing anyone to do anything they don't want to do

    Hon. Marlon Penn should know about illegal gambling very well. It is no secret who is a big spender at cockfighting in East. This legislation should have no opposition.

      The criminals is and will always be one step ahead of the game in the BVI. There are a few underground gambling spots where you have to be a member only and pay a membership fee. Black jack, roulette table, slot machines and off track betting.

    Solve the scooter problem at the same time. Make no helmet legal, noise legal, no need for insurance, licence, drive at any age and make all the other stupid things they do legal and their would be no more scooter problem. They are already doing it already so just make it legal. What stupid logic!

    This is an awesome mechanism as a revenue-generator which benefits the country, youths, families and guests/visitors alike once addressed, legislated and handled in an intelligent and fair manner. There is no reason why a controlled environment with specific guidelines and behaviors can't afford to have this legalised. Let's get it on!

    This law is not about legalising our tiny unofficial gaming, but about setting up a whole new big time gambling industry. That requires investment, presumably by outsiders, monitoring, regulation, staffing, premises etc. I doubt it will attract many cruise ship gamblers, or persuade ships to stay late or overnight.

    There are lots of things already happening in BVIs.. Well, Legalize it all because it was already happening. Upside down logic. Prostitution is already happening so when are you going to introduce and pass the Prosition Act.? On St. Croix gambling and Casinos were legalised and introduce in order to attract New Money into the country; but what happen is that instead of tourists being the ones bringing the new Money, its the locals using their Old Money.
    Are the Cruise ships upon reopening our borders going to be overnighting in our harbours because of the gambling act? I hardly think so. The situation is that when your moneys and resources have been squandered you will do most things because of your situation. The tough situation with the FCO laying down the requirement and rules for the RDA is because of our Knee Jerk response to dealing with and squandering tax payers moneys; the same thing with the requirement for the Financial Protocols for Financial Management. How do you introduce New Revenue Streams? rather Creatively. Introduce new taxes (eg 7%), Drag Racing, Bigger more powerful motor cycles and of course gambling.
