'I am truly disappointed'- Hon Penn reacts to resignation of Hon Maduro-Caines

ROAD TOWN, Tortola, VI - Leader of the Opposition, Hon Marlon A. Penn (R8), who also serves as interim Chairman of the National Democratic Party (NDP), has expressed disappointment over the resignation of Opposition Member, Hon Alvera Maduro-Caines (R6) from the NDP.

'I am truly disappointed, that her decision was made without consultation with me or the Party, and moreover, that she has opted to join the Virgin Islands Party – both of which are at odds with the Alvera that I have come to know, as a professional colleague and close friend, over the past several years," Hon Penn said in a statement released this morning, January 21, 2020, via the NDP Facebook page. 

Resignation made via WhatsApp 

Hon Penn continued, "At 2:36 p.m. on 20th January 2020, I received a letter from Honourable Maduro-Caines, forwarded via WhatsApp messenger, in my capacity as Interim Chairman of the National Democratic Party, advising me of her decision to resign. I was equally notified of her decision in my capacity as Leader of Her Majesty’s Loyal Opposition." 

Hon Maduro-Caines' announcement to leave the NDP  was made yesterday, January 20, 2020, at a 3 pm during a Press conference with Premier and Minister of Finance, Hon Andrew A. Fahie (R1) at the Village Cay Hotel and Marina Conference Room.

This means the resignation was made public without consultation and less than 30mins after notifying the NDP, a move that has caught the party and its leaders off guard.

According to the Opposition Leader, 'Hon Maduro-Caines’ resignation is regrettable as she has always been a strong representation of the NDP’s core philosophy and values, where people and family are at the heart of who we are." 

'Our outlook & prayers... no longer align' - Hon Penn 

He said he noted that her decision was made after 'prayers and full consideration for the best interest,' of the territory, however, disputed whether those prayers may have the best interest of the people at heart. 

"I now recognise that our present views of what is in the best interest of the people, vastly differ, as our outlook and prayers for a bright future of these Virgin Islands no longer align," he said. 

Hon Maduro-Caines, as part of her resignation statement, said she was not made any promises of offers to join the VIP and called for the abolishment of strict adherence along political party lines in the Virgin Islands.

"Ladies and GentlemenFamilytoday marks a further turning point, in the evolution of the National Democratic Party. While this move by Honourable Maduro-Caines was unexpected, I remain confident, that our hope, conviction and resolve, will guide us beyond this, and on to a stronger National Democratic Party and Better Virgin Islands," Hon Penn said as part of his statements. 

In wishing her well, he also took the opportunity on behalf of the NDP to thank the third-term legislator for her years of service to the political party and the Territory.

With Hon Maduro-Caines now crossing the floor to sit with the Government, the NDP now possess just two members in the VI House of Assembly (HoA), this includes Opposition Leder Hon Penn and Fourth District Representative, Hon Mark H. Vanterpool (R4).

    Hon ALvera Maduro-Caines made a brave move by joining VIP. It is her right to do whatever she wants but certainly, she should at least have had the decency to inform her former party of her unhappiness and her desire to leave the party before making her move. When persons behaves this way, there will always be an issue of trust on whatever side they go, for it can happen on that side too.

      I believe I follow what you are saying but she has a constitutional right to resign and she is not obligated to have discussions with the party before she made her decision. When someone wants to leave their job, they do not go to have discussions, they submit a letter of resignation and if the job specifies how far in advance of the actual date the letter should be sent to them then the person should do so within that time. We have had some very senior persons resign recently with no discussions, they just gave in their letter of resignation. At least this resignation is real and would not need any court case! Furthermore, the coalition opposition is a mess and each one of them are fighting to see what faults they can find with the government instead of coming on board to support the people of the Virgin Islands!! There is another one who wants to switch but he probably needs to stay where he is because he will be asking to be deputy premier ….

    The NDP stifled her for years. She got very little done in her district. She was not a priority for them but she was loyal. She got no respect from them but she remain loyal. Why stay loyal if you can’t truly represent and get progress for your District.

    Marlon isn’t disappointed. He is actually envious that she did what he couldn’t do. He was treated like her for 8 years to the detriment of his people by his same NDP Government. Those of us with common sense can’t really take Marlon and anything he says seriously. One of these days Marlon will wake up and realise he is not a true politician and he is not truly for the people.

    Disappointed is a personal feeling... I can say I'm disappointed in You Mr. Penn. Mr. Skelton. Mr. Christian. For ignoring the people call for you all to join VIP and save the Virgin Islands from sinking. But no. U all allow it to sink..... I think she made the right choice. Late but. Right

    The Hon Alvera Maduro-Caine bolting (D-6) from the NDP to VIP was a fait accompli. It is an open secret that she was not fully embraced in the NDP; she made up the numbers. However, if Hon Penn (D-8) account of how she left NDP and moments later sitting with VIP for a photo op is true, then that was unprofessional, though it was her choice. A better and more professional approach would have been meeting with the NDP and notifying it of her intention. Social media improves communication but it often is used a mode of not confronting people face-to-face. For example, a popular excuse is I texted you.

    Nonetheless, there are no Pilates here. It is a time for serious reflections on both sides. Lopsided government in the HOA, parliament…….etc by a party consistently has not served the people well. Both VIP and NDP in the recent past have had 11-2 advantages. However, history will show that they both squandered the opportunities to advance the national interest and build an enduring legacy. Both NDP and VIP needs to take a focus peek in the mirror and believe the reflections. Ms.Maduro-Caines jumping ship may have been to ensure that D-6 and her constituents get a fair share of the limited pie. One may not like the game but if you are going to be in the game, you have to know and play by the rule. Folks, this is all about self-interest. Politicians, people in general are political animals. Political Ian the art of compromise. No doubt, this is a compromise by Alvera. Alvera has a responsibility first to voters in D-6.

      @@Diaspora, are you saying it was professional to apprise the Acting Chaiman of NDP Hon M. Penn ((D-8) and an Opposition colleague with a WhatsApp message? Do you not think it would have been better form for Hon Maduro-Caines (D-6)to schedule a meeting with the Hon Penn and other Opposition colleagues to discuss her intentions. It would not have been a permission to leave meeting but a courtesy meeting? She needed no one’s permission to leave the NDP. However, one should never burn bridges behind them,for one never know when they may need to cross back over. Are you now equating members of the Opposition the devil? Though you may disagree with their political philosophy, it is disgraceful to compare them to the devil. Nevertheless, you are entitled to your opinion as we all are.

    Mrs. Caines, I wish you all the best in your future endeavor.
    Sometimes we pray about the things and certain confirmation appears. This doesn't mean it is a good decision. Please be careful. Sometimes we need to wait on God a bit longer to really confirm things. We have to stay where we are and go through certain trails and make God guide you and deliver you so others can see his work.

    How you handled the resignation was very disappointed for a lady of your status. There are two sides of the coins but something tells me there is more to it than what I am reading.

    All I can say, God, please cover theses beautiful virgin islands.
