ROAD TOWN, Tortola, VI – Former project developer of the cruise pier development project Mr Hugh E. Darley has confirmed with this news site that he will not be here for the opening of the Tortola Pier Park on Tuesday February 16, 2016.

However, he said that his attorneys which he still is hesitant to reveal will be at the opening ceremony on his behalf. 

Darley said that he is currently in Japan working on a private island cruise port for one of the large cruise ship companies. 

“No I assume it will be postponed again and I am in Japan working on a cruise port private island. My attorney will attend if it actually happens,” said Darley when asked whether he would be here in Tortola for the opening of the controversial Tortola Pier Park of which he has been scathingly critical. 

Opening first postponed from Dec 22, 2015

Darley's allegations

In an exclusive interview with Virgin Islands News Online on December 20, 2015 Darley said when he was part of the project it was planned that the project would have been built for 45 million dollars. The current figure is almost $83 million.

“In August of 2013 I had approved plans from Town and Country Planning. I had a contractual arrangement in place with people to build the facility for 45 million dollars. Today they have reduced the project and overspent,” he said. I know there is not value for money,” Mr Darley alleged during the interview.

There was, however, an apparent falling out among the parties concerned and Mr Darley is now claiming that Government owes him some $2M for his drawings. He has since produced evidence of this after Premier Dr The Hon D. Orlando Smith recently claimed that Mr Darley was paid all his monies.

      @ just asking: the only dark cloud that be over the project come tueday will rain clouds: you VIP affiliates been talking the same trash from last year: the governor of the territory will be at the opening on tueday simply give him your letter with your concerns: for well over 40 years that land on the cay did nothing profitable for the people of the territory; as a young follow growing up in road town i used that piece of land to look girls(bedroom)...thank God i live to see the day when the vistors, residents and citzens of the territory can benefit economically for its development....Virgin Islands party built the admin complex after that nothing else was done; NDP came along and began development of that area; the people of this territory now stands to benefit but some of us just have this negative view about VI People: if crimes were committed during the development of the project just as with the airport project send those who are found to be guilty up the ghut...

          @ wize up: dont get so emotional; read the last potion of the blog because it clearly addresses your concerns; let me say this i turned 18 over 36 years ago and i supported the VIP but some how these guys missed the mark in 2015 and if the VIP not careful they will miss it come 2019: that old style of politics and campaigning is over; the territory wants hope and prosperity NOT he say/ she say conversation with allegations bring the facts and who ends up in the big house good for them...

    When this one is done the Government will be on to the next mega project which they can overrun by at least 100% including millions in "soft costs". Good job guys! On to the next White Elephant

    Maybe the Governor will awaken from his slumber in a couple years.

    I was there today and we are looking good come Tuesday God will this will be opening only the rain can stop it. Little Knicks and nacks but that can't stop the opening. I want to give some credit to the hard workers man they are trying their best

      @ today: been hearing all the old talk so i went over there on friday; who i meet over there are VI prople gainfully employed, the leaders on the territory have made provisions for people to get work: some of my school mates will be devloping their own business ventures on that cay......as an example remember how that area looked from 2000 until 2016(big difference)....i will continue to say this; the virgin islands political party did nothing to further devlop that area, under VIP that area was know as tent city( a ghetto)and within 6 years of a new administration take a good long look at the same area and there is more room for development..... who stands to benifit from that project are our grandchildren...

        Let me tell you only the rich and famous grand children will benefit . Take a good look who is benefitting from all the money that is spending in this country I am not saying the place is not developing but the VIP government use to spread out the contracts and the money use to circulate in the country it is a big different now where is the money is circulating not here .

          @ local: yea right: VIP shared money mostly with those in their especfic electorial districts, yep those with 3 yard trucks and those with garbage trucks and also to cut bush in their district: for example hon Julian fraser was the minister for communication for the whole BVI and before he try fixing the sewage problem in green land tortola bvi, Julian fraser took good tax money and built a big old wall in his district in sea cows bay( not political just a simple fact)...from that cruise project local car rental companies are making more money; the local scooter rental owners are making more money and local taxi owners are making more money( these are facts not political old talk)...fraser as minister for communication for the BVI closed down a local water company and brought in biwater: and you here bloging that VIP shared money around: VIP brought Digicel here and kill off CCT(all facts, play the tape)..
