ROAD TOWN, Tortola, VI – First District Representative Honourable Andrew A. Fahie warned the National Democratic Party (NDP) Government against making the rushing of legislation through the House of Assembly the norm rather than the exception.

He was speaking during the debate on an amendment to a financial services legislation dealing with information gathering on the directors of companies - the BVI Business Companies Act - which was laid on the Table of the House of Assembly yesterday January 25, 2016 during the Sixth Sitting of the First Session of the Third House of Assembly.

“I have stated many times and I’ll state it again that I get a little wary... I understand the urgency and I understand everything very clearly in this case but I’m very concerned when we have first, second and third readings one time.”

He said that there should be a public forum for the members of the public to get involved regarding the legislation and what it means for their lives since most people learn about legislation, which has been passed, when they are in the court house.

“I am not against this move Madam Speaker but I do not want us to be the norm for any and everything and even when it has to be done, it is for us to find a way to allow the public to be fully involved.”

'Show consideration for the public' 

Rising to speak on the matter, Leader of the Opposition Honourable Julian Fraser RA (R3) said the Opposition will always stand in support of the Government on matters of financial services. He said notwithstanding, the issue that Honourable Fahie spoke of just minutes before required an echo.

“As it had been done in the past doesn’t mean it is right to do it continuously in the future.” He said that someone must have known way in advance that the Bill had to be brought to the House. “I don’t want the folks in financial services to take this House of Assembly for granted…and continue to do this over and over again,” he said.

Honourable Fraser added that the people of the territory need to be shown some respect and called for the government to take the concerns of the Opposition regarding rushing Bills through the House of Assembly seriously. He said a caring Government should show consideration for the public.

    all of drama; ask VINO for the tapes and listen to them carefully...when the member was responsible for communications in 2007 and the then opposition asked him any questions, this same guy refused to answer them on many occasions, especially questions directed to him in relation to biwater NOW the same man up in arms and have issues the the rules of the house of assembly ( get the tapes and listen, VINO has them)

        Kingdom two wrong do not make it right you try to make it right. The way the present government is doing things in the HOA is not right they are working for us and we need to no what is going on before it pass. The speaker no it is wrong if this is the way the NDP run the country then why have HOA. How long will this continue before the governor step in it is time he speak on behalf of the public and not the NDP.

    would be good if they could spend a bit more time on legislation and try to get it right. there is such a knee jerk desire to get things done that every piece of legislation they put through seems to be fatally flawed in one way or another and need to be re-visited. shambles.
