ROAD TOWN, Tortola, VI – The House of Assembly (HoA) will on April 2, 2019, come under the proverbial gaze of the residents of the Virgin Islands (VI), when Premier and Minister of Finance, Honourable Andrew A. Fahie (R1), delivers his maiden Budget Address for the coming fiscal year.

This, according to a public missive by HoA, Clerk, Phyliss Evans, on March 13, 2019, last, and was confirmed by Mr Linton V. Leonard, the House’s Public Relations Officer.

The HoA met recently to swear-in 12 of the 13 Members elected, Speaker and Deputy Speaker.

The occasion will also afford the Territory an opportunity to be apprised on the state of affairs of the nation’s finances by the recently elected Virgin Islands Party (VIP) government.

Empty Seat

It is unclear whether the empty seat in the HoA will be formally declared vacant—a result of the resignation letter, by Mark H. Vanterpool, being accepted by Speaker, Honourable Julian Willock.

Vanterpool had attempted to recant the resignation citing discrepancies in breach of the constitutional requirements and is demanding, he be sworn in.

    The decision made by the Hon. Premier to release information to the public is a very good move. The public will be well informed of any issue of importance except security concerns. I could recall in the previous government, the former premier was withholding information from the public. I want to urge the premier to use the media often to inform the public of important matters.

    Finally civil servants will breathe a sigh of relief because their increments will be paid very soon. This is true and bold leadership. At least there is assurance because monies will be made available in a revised budget. That is very good Hon. Premier.

    Mark did not resign since he was not a member of the HOA. He couldn't resign from a position he didn't yet hold. He simply didn't show up to be sworn in. So only 12 reps are now members.

    Ok. But hope the 2020 budget is developed, debated, approve by UK and passed by HOA by December 31, 2019. This means that the process should start much sooner. Government should be working on 3 budgets at once, ie, old budget (2018), current budget (2019) and future (2020). No need for a continuing resolution budget, for government develops and basically approves the budget.
