Gov’t invites tenders for coastal defence & civil works @ Carrot Bay

CARROT BAY, Tortola, VI- The Government of the Virgin Islands is inviting tenders for the supply and placement of rock revetment, construction of gravity walls; construction of sidewalks, curbs and slipper drains at Carrot Bay on Tortola.

The proposed works, according to Government Information Service (GIS), comprise of providing all plant, labour, equipment and materials and performing all operations in connection with the excavation of existing revetment and disposal of material.

Works also include road revetment including supply and placement of rocks; Construction of over 450 linear feet of concrete reinforced gravity walls; Construction of over 900 linear feet of concrete reinforced sidewalks, slipper drains and curb walls, and the facilitating and responsibility of protection of the works, traffic management, heavy equipment operating and provision of suitable fill material at Carrot Bay.

Requirements

Procurement Coordinator, Mrs Ishma Rhymer said eligible tenderers are required to submit a Trade Licence (valid for 2024) and a detailed work programme and method statement showing the order in which the various sections of works are to be executed and the rates of progress.

Mrs Rhymer added that amongst other documentation, tenderers must also submit a list of projects undertaken by the Tenderer within the past ten years that demonstrate the Tenderer’s experience in delivering similar projects, a list of Current Contract Commitments/Work in Progress and submit Certificates of Good Standing in respect of the Social Security and taxes, including Payroll and Income Tax, from VI Social Security Board, National Health Insurance and Inland Revenue.

Carrot Bay Revetment Project

On May 9, 2022, works commenced on the Carrot Bay Revetment Project to restore and reinforce the shoreline against any major changes that may be caused by natural elements.

Minister for Communications and Works, Hon Kye M. Rymer (R9) had said the project on completion will protect the shoreline from events such as hurricanes which bring heavy wind and wave action, sea surges and ground seas.

“The ministry has long recognised critical areas in need of coastal protection within the Territory.  During the events of 2017, we saw the way floods and two category five hurricanes made the residents of Carrot Bay vulnerable where complete roadways were washed away.” 

“Therefore, this project serves as a proactive response to ensure that the residents of Carrot Bay, coastal sea defense is equipped to protect the people not only of Carrot Bay, but, motorist, pedestrians and visitors that traverse the area in the face of climate change and rising sea levels,” Honourable Rymer had said in May 2022.

    Instead of a larger contract they keep issuing these smaller bits... not good at all. RDA should be implementing this. It should be done already!
    Hope they will take the opportunity to burry electrical lines, etc.

    As usual where is the priority? West End Ferry Dock has to be completed soon. Why are we spending all of these resources for a wall and boardwalk in Carrot Bay before this much needed project? In my opinion what was already spent there could have replaced the crumbling walls from one end of Carrot Bay to the other and the change spent elsewhere, like Little Apple Bay for instance.
