Gov't cracking down on work permit holders who change jobs - Hon Fahie

-said administration must find a balance for unemployed locals

LONG LOOK, Tortola, VI - Premier and Minister of Finance, Hon Andrew A. Fahie (R1) has hinted that his government will be cracking down on work permit holders who come to the territory for one job, however, change employment without notifying authorities.

"There are those who are a little annoyed with some of the work permit issues, but we will work it out... we have to find a balance here for our people who are unemployed," Hon Fahie said.

The Premier was at the time speaking at yesterday's August 7, 2020, official announcement ceremony for the permanent Deputy Premier, Dr The Hon Natalio D. Wheatley (R7) at the Stickett in Long Look, Tortola. 

"And we have to ensure that those who come with work permits are working for the people that they came here, that they say they are working for," Hon Fahie further said. 

As a result of the COVID-19 pandemic, the government has initiated renewed interest into the practices of work permit holders, urging unemployed ex-pats to return to their homeland given the pandemic has also left many locals without jobs.

The hope is that the local job market will be freed up, thus creating new opportunities for Virgin Islanders seeking new employment. 

300 youths now seeking employment - Premier 

"It's not an easy thing to do, but someone has to hold this bull by the horn especially in the time of COVID-19, especially when we have more than 300 of our young people graduating looking for work," he said. 

Hon Fahie noted the government cannot continue to solve the problem of unemployment, by adding to that problem.

Effective August 2, 2020, the VI government moved to restrict all holders of work permits and work permit exemptions from entering the Territory as part of the COVID-19 phased re-opening.

      Locals ain’t lining up to take on jobs that involve outside or physical work
      In the past the Government would make up a job for locals without a job but now even Government workers goin be laid off before the end of the year - not too many jobs surfing the internet in the private sector.
      Persons goin to need to learn how to wait tables, change beds and clean boats if them want work.
      People signing work permits goin to have to pay under immigration bonds to send island people home.

      Down islanders are doing the jobs you are too lazy to do, now you are throwing them away because there is no work. It's inhumane and the government should be ashamed especially after Fahie promised that he would take care of everyone. Penn has it right, we are all just people but the Tolans are Xenophobic but don't worry they will realise this but for them it will too late.
      Other countries take pride in the fact that foreigners want to come and live in their country to work and pay taxes, spend their earnings and school their children but eventually the tourists will start to come back and you will turn around and no one will be there to work in the boat yards or restaurants.
      Be careful what you wish for because last time I looked them local boys too busy running drugs up and down the channel to do any honest work.

          I would let the government support them in this time of unprecedented crisis as is its job to do so, these people may not be citizens but they've been paying their taxes, social security and National health insurance. Why are they paying it if when they really need it you just kick them out, not much "social security" going on.
          You walk amongst these people everyday and they help to build a better country here regardless of what you say, you should have a little bit more respect for them because when they gone its YOU that's going to have to cover their share and maybe when you lying on the operating table and the electric goes out you'll wish they were still here propping up your country with their taxes and work permit fees.
          I can tell you that other countries around the world might be restricting movement of people but that's because they want to reduce the spread of Covid not to clean shop and avoid its responsibilities towards people who deserve to be treated a bit more like humans.
          You sit behind your computer with your poisonous hate but who's supporting you whilst you out of work? The Government? Paying you with the money collected from these people?

          You can twist it anyway you want but it's wrong and the reason you can't see is the reason why they claim it to be the worse place on earth.....you rotten.....to the core.

    I do wonder why these islands have a high reliance on work permit holders though. I can think of two probable reasons. The locals are either unable or unwilling. I see with my own eyes that there is a different work ethic between those that want to come here and work and those that feel they are entitled to a job by virtue of their birthplace. Even basic requirements like arriving to work on time and working a full day is appears to cause difficulties for a lot of locals. To put it simply if an employer could employ locals to do the work why don’t they? It is more expensive to employ expats and so from a business perspective if a local could do the work and had a strong work ethic it would make no sense to ship someone from overseas to do the same job.

      You hit the nail on the head. No proper work ethics from some of these locals. Come to work late every morning, take long breaks, take 2 hours for lunch and want leave on the dot.

      Sad but which business is going to employ people like that? I have seen it.

    There is a myth that once you talk about work permit you are talking about down island people. That is not the case anymore so we need to stop it. We are seeing an increase in many other non-Caribbean races holding work permits which is more scary.

    What the premier said and this is something that i have been saying for the last ten years . Work permit need to have a time limit so many children leaving school and its the responsibility of any government to try and provide jobs for its people. When the minister of labour said that they are looking into it i was looking for it since last year. A work permit should not continue for more than five yrs under normal circumstances. All these people that came after Irma where are they now ?? Well many of them hiding out with friends and relatives. A lot of them not on work permit. Another thing is the blame must be placed on bvi lander's because they are the ones thay sponsor these people in the first place knowing fully that they do not have jobs for them. But listen my good people of the bvi. Work permits are still been issued for two days a week work. As a matter of fact one person told me and even showed me the new work permit . And its a permit for a new employer. And please take note my young virgin islanders the company only have work for the new work permit holder only for two days a week. The other days they find work anywhere with whomever. So my virgin islanders something is not right. This two days a week cleaning boats many young virgin islanders would be more than happy to do it but no a work permit was issued for a two days a week job.but am sure the company that files for that work permit put five days a week.lol. And my people this just happen two weeks ago. I feel for the guy mr day in st maarten because he had been living here for 12 yrs and was asked to leave the territory but it have some people here that is here for FOUR YEARS and yes four yrs and now changing work permit and because someone knows someone he was told to pay the $250 at immigration to continue to stay here. My young virgin islanders this just happened a month ago if so long. I am going to give mr dsy all the info i have so he can get the foreign and commonwealth office involved. This is unfair to anyone. He lives here for 12 yrs and had to leave but another person is here for four yrs and paid to stay while changing work permit.. A lot of bvi lander's sponsoring people to go work for other people. A stop need to put to it . I work in one of these departments and i have a lot more to say when the time is right.. I am seeing the unfair decision making everyday. The ministers don't know what is going on . They get on the news and say one thing but its a total different thing happening on the ground with friends of friends. A new work permit just came in for one person who is also changing work permit and only here for three and a half yrs and was told to pay the money and stay while the permit is processing. Please stop this nonsense because i use my phone and take pics and would take them directly to the minister and the public.so immigration and labour please stop.

        Reading and understanding is two different things.i believe you read but understanding thats difficult for you.when you start now to to limit work permit say to five yrs max when the five yrs up you have to leave under normal circumstances. The young school leavers would have enough time to garner skills and experience to talk up that slack. This should have started yrs ago but it didn't happen. It also putting limitations on permit the permit holder would not become eligible to get any permanent status. We have enough people here the drum is full and running over. Yes we have some skill workers that came here but many and yes many are unskilled workers. Most of them learn there trade here. And this is a fact. If we start now we should be in implementing some restrictions within the next 5 to 10 yrs we would be in a better state as a small island. No one in this world want to see their small island overrun by immigrants absolutely none. And this is what successive governments allowed to happen to their people. It is long overdue for the local population to take a stand . Immigrants overrun the bvi. A ratio change is desperately needed. No other Caribbean island is going to allowed this overrun to happen. This overrun is detrimental to the local population. The local population would not survive much longer with this present ratio of 70-30..Do any immigrant really feel good about this??? The new lady for 284 need to be asked this question how does she fell about a small beautiful island overrun by immigrants with a ratio of 70-30.?? Locals 30 immigrants 70.

    The virgin islanders go to work at 915 for an 830am job. Then take breaks for coffee and water and snacks. 12 on the dot they out to lunch. First they go out to buy that lunch whoch tames half an hour. Then an hour to eat. An hour to bun time either in the work Place chatting with another local or on their phones. After all that eating and coffee by 3 they gone and stink the toilets. By four they gone another coffee break for half an hour. Quarter to five they bags done back and they go refresh their makeup. By 5 to five they either already out the door or sitting on their phones for the clock to strike 5pm. That's what working with locals is like. And yes I am not from here.

    What a can of worms. First of all check people who have work permits and make sure they're working for whom they are supposed to be. IE all the Billionaires up in NS area all there staff move about and no permits to do so. Ohh but we can't talk about that as they pay the government . The school leavers are required to start in office jobs etc and work to get up the ladder but no one wants to do that just now , they wish high paid job with no experience a s they don't have the work ethic to get trained . Work permit holders news to have some rights and not just be told to go home. If you lived in another country 10:15 20-years then you don't have anything in your home country all of it is here, you have paid as, tax and NHI and contributed to the Connor be here not in your home country so going home is really not an option. Please be considerate of everyone's situation, remember the most important thing ONE BVI otherwise the BVI is on a slippery slope

      If I was not born in a country, did not have ties in a country, no social security contributions could keep me there. No children could keep keep me there. If I wanted to go home or further from home I would do so. I have two children by two expats, one of them has gone back home and is doing very well, the other one needs to follow him. LOL.

    I think the government needs to look at changing processes where retirees who are getting pension and still contracted for positions in government where existing staff could move up the ladder and make room for high school and hlscc graduates

    Decision should not be made base on what is happening elsewhere BVI is Unique in the sense that 70 percent Expat to 30 percent local decisions should base on Demographics not base on Hatred. The 70 percent is not just a number theses are people who are paying taxes and contributing to the economic growth of the country.Local should of course should come first but it seems as if decisions are made on Hatred rather than Empathy.If God for bid another Natural Disaster occurs it is the same Caribbean you guys going need for help.Most Expertize and Specialist come from these same Caribbean Island you guys are hating on.

    Why that will never happen. 25% of government's revenue is derived from work permits. You guys will soon be begging for people to come in and work in the industries that BVIslanders wont step a foot in nor even last if they go there for a week. Theres nothing wrong with doing what's right for the country and it's people but be careful of the wording. The blogs along a filled with xenophobic rhetoric. What investor in his right mind would want to come here among bullies; pure hostility in this place. Truth is in order for this country that really has nothing to survive should any other major disaster hit they are going to need foreigners be it as workers or investors. Be careful the hand you breaking dont become permanently unusable

    The powers that be need to wake up. It has been a long time since the unemployed permit holders have been congregating at certain locations daily hoping to get a days work here and there. Labour Minister needs to look into that. Instead of threatening Gov. employees ("I am going to turn labour and immigration upside down").
    Who hired him to work for them the expats or the locals. If he needs to clean house then by all means, do so but do not come out of your box firing at the wrong set of people. Do not be a one termer. After all, they waited for you for a long time, do not continue to disappoint the voters.

    Government needs to crack down on Governor office. They’re not on any work permits. Some there 20 years with no permit. All white non belongers. From uk Ireland South Africa... Why he not hire local black belonger? Only servants black there.
