‘Governor would be a fool not to appoint COI’ – Edmund G. Maduro

ROAD TOWN, Tortola, VI - Radio talk show host Edmund G. Maduro last night February 24, 2015 renewed his call for Governor His Excellency John S. Duncan OBE to be sent home for not convening a Commission of Inquiry (COI) into the cruise pier project, insisting that he must do what the Public Accounts Committee recommends.

He voiced his opinion when he called in to the Speak Out BVI radio show hosted by Douglas Wheatley and aired on ZBVI 780 AM.

Maduro insisted that the Governor must call the Commission of Inquiry since it is a recommendation of the Public Accounts Committee, a constitutional body.

“[Doug] You very well know that the Governor cannot refuse… if he is a Governor with commonsense, intelligence, experience and capability, [he cannot] refuse to carry out the instructions of the Public Accounts Committee,” he said.

“The Public Accounts Committee is designed by the Constitution to make sure that every penny in the Government’s Treasury is spent properly. In addition to that, the Public Accounts Committee doesn’t get up like a bunch of idiots and asses…they are advised by the Auditor General and if the Governor fails to do what he is asked to do by the Public Accounts Committee he needs to get out of here,” said Maduro.

“Don’t try to make the people believe that the Governor could do what he is doing. What he is doing wrong. The Public Accounts Committee is a constitutional committee set up to make sure that the House of Representatives and the Ministers spend the people’s monies properly,” he said.

“Commonsense dictates that if they make a move [the Public Accounts Committee] and ask for a [Commission of Inquiry] the Governor would be a fool to refuse to carry out that directive, because it is a constitutional directive,” he said.

The Governor recently advised this media house that he would be announcing his decision on the Commission of Inquiry in a matter of weeks.

Well, if that is the case, why is it necessary to obtain the Gov approval?

Do you understand what a constitutional directive is? He (Gov) cannot refuse or else, he gets out of here.

      Anyone asking for Gov approval?

Edmund has no clue what he is saying. The PAC cannot make the Governor carry out an inquiry. The PAC has an agenda and the Governor needs to look at all things before making a decision. How will he carry out an inquiry when the reports submitted speaks of a relationship with TPP that no longer exists? What will the inquiry be based on? The Governor said already the only issue he saw with the initial cruise pier deal and other projects in BVI is the procurement process needing to be revamped. I can bet you the Governor will announce in a few weeks, no commission just issues with the procurement process, i.e., for those Raja people out there, procurement process meaning how it was tendered. The project in its current stage was tendered and UK approved. Tell Edmund to hush his old dumb ass.

rum is a bad thing to be drinking especially when you reach a certain age; the rum will impair you level of intelligence...there is no person in the BRITISH virgin island that got to POWER to make the QUEEN's appointed conduct any investigation or investigations....The Governor of these BRITISH virgin islands will remain here until his is time is up( if he wants to stay longer he will simply do so- and I submit, NOT one of us can do anything about it)...I personally think maduro should spend more of his valuable time trying to address more social issues; such as child abuse and fighting for tuffer laws for child molesters....i almost said he should fight against the current low wages BUT the same man do not pay his works (but on public media chatting @ss)
