Government engages consultant for crucial development goals

ROAD TOWN, Tortola, VI - The Government of the Virgin Islands has set about building capacity to deliver on important developmental goals. Small business development and climate resilience are two essential areas that have been identified as it seeks to revitalise and build the local economy.

According to a press release from the Government Information Service (GIS) dated April 15, 2019, to ensure that these and other crucial developmental goals are met, the Premier’s Office has begun engaging a number of consultancies for specific areas.

Grace Consultants, a local consultancy headed by Mr Claude O. Skelton Cline, has been engaged to provide strategic advice on the creation of a climate resilience and renewable energy unit, and advice on projects linked to climate resilience.

The consultancy will monitor the planning and execution that would ensure the delivery of a programme to provide 1000 jobs in 1000 days including assistance on small business development and advice on the development and implementation of initiatives designed to empower youth.

In the area of telecommunications, the consultant will lead on the negotiations with telecoms providers for new terms of service provided to the Territory and also lead negotiations on existing and future development of the Prospect Reef site.

Responsibilities of this consultancy include formalising and leading the strategic planning process, focusing on short- and long-term initiatives, translating strategies into actionable and quantitative plans; facilitating the execution of the strategy by working collaboratively with ministerial leadership, special committees, private sector, regional and international bodies, and consultants to support execution of key initiatives.

The consultant will monitor the execution of the strategic plan and ensure that strategic actions are completed at various levels to achieve the desired results.

Grace Consultants will also lead negotiations for new Cruise Line Berthing Agreements, identify and facilitate a seaplane tour excursion initiative and serve as Chair of Cruise Tourism Committee.

During the six month engagement period, Grace Consultants shall receive ninety-eight thousand dollars ($98,000) for the services rendered.

    The same man that has yet to account for $570k of taxpayers money, no tendering, no experience in these fields, within such a short period this gov is up to the same waste of taxpayer money

    How do you monitor the progression of 1000 (new) jobs in 1000 days when your contract is for six months ( 180 days)? Who's fooling who?

    This is beyond ridiculous but all so very predictable. It was a matter of time before this person was taken care of by the VIP. They might as well have handed him a cheque for $98,000 and told him he can go sun himself on the beach. Because no one can begin to convince me that this person has ANYTHING of value to offer the Territory. Especially the part which says he will be "engaged to provide strategic advise on the creation of a climate resilience and renewable energy unit and advice on projects linked to climate resilience." LOL!! Does he even know what that means? Cronyism at its best! That is all this is.

    The BVI is a place where it is a full time contact game for us to turn on one another. Both Mr. Skelton-Cline and Mr Willock deserves every dime and more . I believe that both of them should get a contract for $ 300.000 . If they were white and not from here you all would not make one sound, but because you know you all bawling. The ministry of Finance was paying a white boy name Johnston a former employee of FCO almost a million dollars a year . I did not hear one peep
