'Elected officials were rendered useless' after Irma- Hon Vanterpool

- as Governor took control of Territory & only 'informed' elected officials on decisions

DUFF'S BOTTOM, Tortola, VI- Opposition Legislator and former Minister for Communications and Works under the National Democratic Party (NDP) administration, Honourable Mark H. Vanterpool (R4) has admitted that prior to the passage of Hurricane Irma in September 2017 he signed in agreement to a Cabinet decision that would give the Governor 'control' in times of disaster, without knowing the full extent of the ramifications of the said decision.

While debating a motion during the Fifth Sitting of the Third Session of the Fourth House of Assembly (HoA) at Save the Seed Energy Centre in Duff's Bottom, Tortola, on Tuesday, January 5, 2021, for the portfolio of Disaster Management to fall under the purview of the local government and elected leaders, rather than the Governor, Hon Vanterpool said he and his other elected colleagues felt useless in the aftermath of Hurricanes Irma and Maria.

“To tell you the truth, Mr Speaker, I had heard, and I know there was a Disaster Management Act. I think a couple of days before the disaster struck a Cabinet meeting was held where something was passed in the event that there is a major disaster that the Governor takes control, but I didn’t really understand it. I signed off my name to something that I didn’t know about! Then the reality struck me, that the premier of the country who was elected to be the premier was powerless, useless in that first week or two of that disaster,” he remarked.

He continued: “The people who were elected to run this country at a time that they were most needed were useless. I am not blaming any individual or any person, but the law that was entrenched where once there was a national emergency like that was declared, that we were rendered useless as elected officials, that the premier of this country during that period of time was useless.”

Timely Act

Honourable Vanterpool said the Bill before the House is timely.

“This Bill could not have come any earlier, it should have come a long time ago because we cannot allow us in this day and age when we at least have common sense to manage a disaster that all elected officials are rendered useless during the time that they should be most useful to their constituents and to their people. Mr Speaker, that cannot be right.”

Hon Vanterpool said during the emergency meetings held with the Governor, as elected officials they were there to only receive information.

“You were informed, a,b,c,d,e,f,g, you were not consulted, you were informed as to what are the next steps, what is to happen. One man had the power, and that cannot be. When I ask my premier what is next, my premier had to ask the Governor what is next,” he lamented.

    Hon. Mark Vanterpool, you very know that that Sept. 6, 2017 desaster that caused catosprohic damaged to our to the B.V.I was an event far beyon the then Govt. (ndp) ability to handle. So you now complaint against the Governor make no sence. I love you with the love of God, brother Mark. When next time you have something helpful to say, that will help our situation, We that have good understanding, will be glad to listen, until then, my humble advice to you is that you pray for help from God, as others and I do.     I am sorry because I, too, was one that wondered what in the ****the elected officials was doing, not realizing that you signed a bill that rendered you powerless giving all power to the governor. Why would you do that though???? How is it that you are signing not knowing what you are signing?

    It's hard to swallow that an elected official would confess to his Government neutralizing their powers and obligations to the territory that duly elected them. Too many times I've seen laws passed that haven't been thoroughly vetted because of time restraint placed by the UK. If the Government feel's that they are under pressure to sign, then they should sign under " Duress and under Protest" or don't sign and challenge the UK, We are on a special course for self determination and as such there are some humanitarian rights we are entitle too. We will never get the benefits of those rights unless we demand them or legally challenge for them. We should create a special fund to help us in those challenges.

    Exactly what I thought when I read it. They were voted in by the people to do what is best for the country. The people's tax money pays their wages.... but they can't be bothered to read a document before signing it? Then they want to blame someone else for the lack of governance following the storm? To be honest I don't think our government could have done the work of the UK army - so perhaps it was best he signed without looking...

      Exactly - why would you sign something you didnt understand - how scary is that to admit that you would do that and you hold the power. As I recall Gus had been here 5 minutes and basically took charge because noone else was doing anything. Yes it was unprecedented but hurricanes are not and we have been hearing for some time that weather events are getting worse. It is the job of the elected officials to prepare and step up when faced with events of these magnitudes.

    Were rendered useless after the hurricanes? Come on man, how come most of us were not, and instead tried to pick up the pieces, and get on with life? There was no response plan. It's more accurate to say their inherent incompetence was brought to light by their lack of response.

    People hereabouts seem to think just 'cos they "bahn 'ere" they know everything....right, like the first landing on the moon was a BVI project, or the BVI invented the internet. The intellectual potential is here, only we don't harness it by valuing and investing in education, instead of cronyism and corruption.

Is it not reckless and irresponsible to sign something you don’t understanding? Sounds like there was no confidence in Dr. Smith to manage a disaster. Sounds like slaves bowing down to the master.
