Doug Wheatley slams NDP Gov't for lack of transparency

- said National Democratic Party Gov't seems to view transparency as an obstacle

ROAD TOWN, Tortola, VI – Talk show host and social and political commentator Douglas Wheatley expressed a strong concern for what he called the lack of consultation with the people by the National Democratic Party (NDP) Government in major decisions of the country likely to leave a burden of debt on future generations.

Speaking during his radio show Speak Out BVI last evening May 24, 2016 on ZBVI 780 AM, Wheatley said, “A concern that I have in general about the way the Government operates, in particular about the airport, we get the impression that the BVI Government has been dealing with Her Majesty's Government in England, and it seems that on that governmental level our Government said that they wanted to expand the airport in order to facilitate tourism.”

The retired civil servant Wheatley said that while the Government of the Virgin Islands can talk with the British Government and they can discuss these matters, there is a third party which should be involved and that is the population.

“The 40,000 people living here need to have a voice and a say in a matter like this,” he said, adding that while the government might change the people of the VI will always be there and they will be the ones to reap either the benefits or the distress from any such investment.

“So we cannot leave the people out of any discussion and I find that the people have been left out to a very large extent,” he said.

According to Wheatley, as far as he is aware few if any of the many documents and studies done on the airport development have been made available for public scrutiny.

“This is not good and cannot be good...the people are very important and the people cannot be sidelined. The people have not been kept up to date on the various studies so that they can form opinions about what is going on. This is a failing on the part of the Government.”

Wheatley said that people are seeing the airport as “a done deal” and something being orchestrated between the Government of the Virgin Islands and the British Government.

He is concerned that the NDP Government has not been able to fulfil their mantra as the Government in the sunshine as in like manner to the airport project, many other projects are sprung upon the populace with little or none of their input.

“It seems to me as though they have found transparency to be a bit of an obstacle for them...a bit of a problem and therefore they would prefer not to get involved in the transparency and the accountability that they talked about in the early days,” he said.

Mr Wheatley is a former Administrative Secretary in the Chief Minister's Office between 1969 and 1972 and former Deputy Financial Secretary in the 1970s.

    Doug - CBD stated in their report that our procurement processes are flawed and drastically need revamping (with a view to transparency and accountability)! What is unfolding in EE/LL with the National Sewerage Project illuminates the murkiness of the entire process by which these so-called 'contractors' are expecting that they get work that is not Value for Money (VfM). ON one hand we have multiple government agencies headed by persons whom have more degrees (in some instances not all) than a thermometer yet no progressive and tangible change occurs - much of the same ole same ole. Now the FS gravy train is on the banks of the river and heading straight for the deep end the WELFARE system of contracts for work is in dire jeopardy!
    But this was the smoke and mirrors that was sold to the masses in the past snap election - can you say financial distress? More hundred thousand dollar a year workers in various departments yet no proactive and value being gleaned from all! Violations fo the Protocols for Effective Management, Governor AWOL and the beat goes on....sad state of affairs!

    To my government, I say look at the option of building a proper and decent airport on Anegada using renewable energy to run the airport. A 12,000ft runway with an extra 6,000ft auxiliary runway for smaller aircraft, a state of the art terminal, airwing, control tower, fire station, emergency services, and solar energy farm. We building for the long term development of the country not any quick fixes. It should take about $1.2bn to build this proposed airport. Looking for your feedback on this.

      You seem to forget or are not aware that waters are expected to rise with the effects climate change. Anegada will be the first island under water. That would be a waste of money. I advise that the residents of Anegada vacate that Island as soon as yesterday from talking fart pon de internet.

    Why should NDP be transparent and accountable when there are no consequences. Last election it ran up the score 11-2 so it feels accountable only to itself until the next election. The VI should not expect what it does not demand. If it wants accountability, it should demand it but government will not respond if there are no consequences. Government keep enough people feeding at the trough to ignore the talking heads. Processes or actions with no consequences get ignored. The "electorate" has the power (vote) to demand transparency and accountability but it yields the power to the politicians. After being promised everything under sun during an election campaign, voters go into hibernation after voting, twiddling their thumbs and wondering what happened to all the promises. Politicians will be politicians we say. No. politicians will do what we let them get away with.

    Voters are key stakeholders. And if they want to be engaged as stakeholders, they must demand a seat at the table when major issues/projects are being rolled out. If we want to be treated as mushrooms in the dark, they will be treat us as such. If we continue to twiddle our thumbs, we deserve how we are treated and disrespected.

      What you have stated has merit @ Political Observer. It is the Mushroom Principle in full effect. The citizens of this country started a petition with regards to the controversial NHI scheme. This was widely circulated and when the dust settled the politicians just paid lip service and went on with their mandate oblivious to the greater concerns of us 'stakeholders'. Gone are the days of marching and protesting because persons are aware of the victimization that would be leveled at them. The politicians know this and count on it! So what if a few of us decide to protest; what would be next? Isolation, loss of income earning power..

        My sentiment exactly. There are many who would like to say and do something as this government only pays lip service to our needs. We are only told at the end of the day what will happen and if VINO wasn't keeping one eye open, half of what we are being told now we wouldn't be told at all. Grown men and women are being spoken to like children but if we speak up we get the backlash - our jobs are in jeopardy, our children are being victimised and the list goes on. There is no law that will protect us from the wrath of the polititians.
        I know that there is safety in numbers but I don't want to be responsible for any family finding themselves on the breadline while trying to stand up for their rights.

          maybe in organizing a group, a fund for lawyers fees should be established in case retaliation is evident.

    For anyone to complain about being powerless at this point is ridiculous. Most of you doing the complaining voted them into office with a resounding majority, leaving all of us with a lame duck opposition.

    A government without a healthy and effective opposition is a dictatorship, not a democracy. Without opposition, there are no checks and balances. No accountability. How many times did we all hear the battle cry, "NDP ALL THE WAY!" Well you got what you wanted! What's the problem?

    President Harry S. Truman said: "Once a government is committed to the principle of silencing the voice of opposition, it has only one way to go, and that is down the path of increasingly repressive measures, until it becomes a source of terror to all its citizens and creates a country where everyone lives in fear."

    One would have thought President Truman was referencing the BVI! The fact that most people are too afraid to even mumble under their breath, any kind of opposition to the actions of this government is PROOF that Mr. Truman was right on the mark.

    We have two choices. We can shut up, suck it up and live with the consequences of our choices at the polls; or we can admit our mistakes in the voting booth, speak up and demand what we want from our government. Your choice.

    A singular voice of dissent is very easy to disregard, belittle, and malign. Thousands of voices are impossible to ignore.
