ROAD TOWN, Tortola, VI - The long awaited Audit report, commissioned by ‘lame-duck’ and outgoing Premier, Dr the Honourable D. Orlando Smith (AL), into the Tortola Pier Park Project (TPP), was today Tuesday, January 15, 2019, tabled in the House of Assembly (HoA).

Critics have already dismissed the now public report as biased and lacking credibility because it is, “Government auditing themselves.”

What’s in the report

A number of files have ‘mysteriously’ gone missing; the Charterland Chartered Surveyors Property Consultants report notes.

According to the Report, “…we have been unable to review details or either the original budget or the assessed final costs and thus we have no specific details, as result, cannot opine, justify or comment on the increases apart from the opinion stated based on experience.”

The report also stated that “some building did not follow proper process, others did.”

The Report said in the end there was not enough information available, so a conclusion of corruption and lack of value for money could be made.

The Charterland report further stated, “…we reiterate that we have not been provided with a detailed original estimate sufficient to enable us to carry out a more in depth analysis.”

In another compelling conclusion that undermined the very report Charterland stated, “information and details of the original budget were scant…Specific details on scope of work, estimates, line items and cost information are essentially non-existent.”

The people need to know

The Report cited as example that Development costs increased by some $4,915,905, adding however,  “…we lack details as we were unable to identify the reason for the increase.”

The report noted that the Tortola Park Infrastructure cost was originally budget for $18,608,480, however, the final cost was a whopping $37,032,690, an increase of $18, 423, 210.

According to the Report, statements claiming value for money by, Honourable Mark V. Vanterpool (R4) the Minister for Communications and Works, is not necessarily accurate.

A financial consultant speaking to our news Centre explained the situation saying, “…if you are given an estimate to build a house for $50.00 and at the end of the construction it ended up with a cost $95.00, then without proper information, as to where the extra $45.00 went, this could be described, as the case with the Pier Park Development.”

What others said already

The question the public now needs to ask is, why has the information needed by the Charterland Chartered Surveyors Property Consultants disappeared?  Where did it go?

Auditor General Ms. Sonia M. Webster, the HoA Public Accounts Committee and the original project manager Hugh E. Darley, have all said with consistency , there was corruption, conflict of interest, no value for money, no one looking out for the tax payers  and fingered Hon Vanteprool’s role in their conclusion.

The project had a $40M over run, and the then Opposition had called for a Commissioner of Inquiry.

    If the auditor that they appointed can themselves come to that conclusion I don’t know what else the governor or the foreign and commonwealth office is waiting on. I don’t know what else the BVI people can do other than say the system is failing us. What else??

    who vex can stay vex: any invistigation into allegations associated with the mismanagement or unacceptablity of the tax money must be conducted by police or lawful authority and not an account firm: Scotland Yard have the knowledge in these areas: execute the investigation and allow the chips to fall where they may: everyone is innocent until found guilty....far to much alligations around town in relation to millions & millions

    Say What Now. Who's surprise by this, I know not me. When all else fail, try loosing the paper works. It sure makes the paper trail hard to follow thus making it frustrating to those trying to solve it. Come on people this is just a trick to delay the results and cause one to second guest themselves. Do not fall for this. NDP Government come better than this. I know you all believe we stupid but we got news for you.

    Consultants often tend to lean towards their customers with favorable findings to the maximum extent practical. In this case, Charterland Chartered Surveyors Property Consultants, the firm hired by government to audit the TPP project, could not put forth positive findings to put the concerns of many to rest. They could say nothing to see here. Were the missing files due to poor, sloppy record keeping or some nefarious action? Is a commission of inquiry needed? The last 4 years have not been really kind to the NDP, ie, the ESHS Great Wall, $7.2M BVI Airways giveaway, TPP cost issues, MIA after Hurricanes Irmaria, RDA, Sanctions and Anti-Money Launching Bill, Economic substance Bill.......etc

    Let’s be real. I am contemplating and considering all candidates but for Myron to bring this man as part of his team with his flawed track record is an insult to this country. On that basis alone I will reject the NDP.
    Roads - bad , sewage - bad, Internet - Bad, Public Works - bad and the list goes on but yet we give him the ability to be handling some major projects on the heels of election - fire station etc. This is sickening and insulting and we the people need to let this NDP team know how we feel about their slackness and lawlessness and lack of care for the people and for this country. Let’s debate this Mr NDP Chairman.

    Even after this long delay the people can see that there is corruption. Where are the missing files? If there is nothing to hide bring the files forward. Someone must be held responsible. The people must be told the truth. Overrun must be accounted for. Where did the funds go?

    Even from this report there is no closer transpearancy on the money spent on the port. We the taxpayers want the truth about the money said to be spent on the pier park. Several persons without names must be held responsible. An investigation must now be held. Answers are needed.

    Really....? missing files on a $ 50 million project? Who is/was in charge? Their job is to oversee not just the construction but also all the necessary documentation. Did not the MD get fired and sue to get his job back? Who selected the contractor(s)? These people have no shame at all.

    The inmates are running the asylum here. The lack of public outrage at at the squandering of their tax money left, right and center is nothing short of astounding. Best job in the Territory seems to become an elected politician which evidently entitles you not only to a fat salary but also to take all you want from the public coffers until there's nothing left, which is where we are now.

    There was a post a few weeks back where it was stated that he was not running again that’s why Henry was initially put to run in the 4th. Mark had to ensure that all needed evidence into the Pier Park Audit go missing then he confidently approached the public that he will be running. They all asked if the same energy put into the “wall” will not be put in the Pier Park. That person’s comment seems legit. Honestly this cannot be swept under the rug.....we need proper answers and some accountability NOW

    I am truly looking forward to hear this debated in the HOA. These people really insult our intelligence. If you have read the report, every other line says, "We did not have enough documents to give a proper assessment, our opinion is based on experience." Really? Where are the documents then? The question the public wants answered is not whether a pier park anywhere in the world would cost $82 million dollars. We love the Pier Park and we think it adds value to the BVI. The question we want answered is why was there an over spend of $40,000,000. The audit has not answered that and the audit indicated why it couldn't. They were not given the information required to do it. It seems like only a full blown investigation will get to the bottom of this. Commission of Inquiry next - His Excellency?

      @ HOA Debate: only Fahie and Fraser can ask questions because the 3-members who now sits in the opposition(for the lack of a better word) were part of the misconduct...what the 3 members(Skelton, Christian or Turnbull) can do now is spill their guts: any which way the matter will be awesome and make U go WOW!!: I however rather an investigation to determine any criminal wrongdoing(debate is all flapping gums)

    It’s sad to say that it’s unlikely that anyone will be brought to justice for the mismanagement of public funds for the port expansion project. What’s even worst is that the Minister under whose watch this occurred is seeking re-election. I am waiting to see if we as a people is so foolish and short sighted that we would reflect him to office. As a BVIslander I am appalled at what the NDP Government did to the public finances of the territory over the last eight years in office under the Premier’s watch. As far as I am concerned, no one from the NDP administration, especially Members of the Cabinet both past and present should be re-elected. When we continue to elect the same people simply because they did us s personal favour here or there or we perceive them to be doing a good job on the surface while they are rotten to the core and engage in corrupt activities, we who continue to support them are just as rotten. It’s about time politicians are held to account.
