Controversial CoP David Morris to leave post
It is not clear why Mr Morris has opted not to renew his contract and efforts to reach him for comment have been unsuccessful.
Meanwhile, the Governor’s Office confirmed to this news site that Mr Morris was not staying on as the Commissioner of the Royal Virgin Islands Police Force (RVIPF).
“Mr David Morris is not renewing his contract,” Ms Maria Mays from the Governor’s Office informed Virgin Islands News Online via email on July 24, 2015.
Candidates for CoP interviewed
Ms Mays also said the Police Service Commission (PSC) has interviewed candidates and the National Security Council (NSC) will discuss the matter next week.
It is, however, not clear how many candidates were interviewed and whether there were any locals interviewed for the position. Efforts to draw a comment from the PSC were not fruitful.
Morris’ tenure
Former United Kingdom appointed Governor William B. McCleary had appointed Morris as the Commissioner of the Royal Virgin Islands Police Force (RVIPF) in 2013.
“Governor Boyd McCleary CMG CVO, acting in accordance with Sections 97(1) and 97(2) of the Virgin Islands Constitution, has appointed Mr. David Morris as Commissioner of the Royal Virgin Islands Police Force. The appointment will take effect on 1 September 2013,” a press release in July 2013 had stated.
Since taking office as Deputy Commissioner of Police and then Acting Commissioner, Mr Morris came under fire for many unpopular decisions he made. He instituted a controversial exam, which is the subject of speculation about its motives. His claim is to test officers for promotion. It is unknown if he, as the then Deputy Commissioner, had to take an exam before taking up his own job in the Virgin Islands. The court, however, ruled in favour of the Commissioner.
Morris’ tenure saw him facing many court cases brought on by fellow police officers, ordinary citizens, and civil servants, ranging from alleged rights violation, violation of the constitution, challenge of decisions made by them under their powers, and unfair dismissals.
According to reports, Morris will be departing the territory in early August, 2015.
