CoI: Hon Penn accuses Gov’t of ‘diversionary tactics’

- said current administration has wrongfully sought to deflect allegations by Governor Jaspert

ROAD TOWN, Tortola, VI- Leader of the Opposition, Honourable Marlon A. Penn (R8), under whose National Democratic Party (NDP) there were allegations of major corruption, including the Pier Park overrun and the failed BVI Airways deal, has said he welcomes the Commission of Inquiry (CoI) called by the Governor but in the same breath has slammed the Virgin Islands Party (VIP) Government for not allegedly taking the allegations that set the stage for the CoI seriously.

In a statement today, January 19, 2021, Hon Penn said in the spirit of diplomacy, it is customary to primarily address and resolve such concerns through strategic and diplomatic engagement, constructive partnership, open dialogue and demonstrable commitments.

“Moving forward with a Commission of Inquiry with allegations of this nature speaks volumes on where we are in finding resolve. In the coming days, I expect that we will learn more details which would provide greater clarity of the terms, the process, and the deliverables of the Commission of Inquiry. I hope that those additional details, as well as my other engagements, will help to further inform my views, my response, and future conversations with you the people on this very concerning development.”

Allegations are of a ‘serious nature’

He said what he has learnt so far from the Governor’s announcement on January 18, 2021, is that among the various allegations, there are strong allegations of lack of transparency with the stimulus spending and government contracts, mismanagement of public funds, conflicts of interests, political interference in statutory organisations, the public service and the criminal system.

Hon Penn said he wanted to be clear that allegations of such a serious nature should be fully investigated, and where proven; requires timely, appropriate, and strong action.

Notably, Hon Penn did not mention the major corruption scandals under the 8 year term of the NDP, allegations which have now set the stage for the Governor to call a CoI.

‘Diversionary tactics’

He then went on to criticise the Hon Andrew A. Fahie (R1) Government of sidestepping the issues and engaging in “diversionary tactics” when confronted with allegations put forward by Governor Jaspert.

Premier Fahie has often criticised the Governor for bringing mere allegations and hearsay to the public, knowing the reputational damage it can have to the territory.

Added to that whenever the Governor makes certain allegations that can harm the reputation of the territory, the UK newspapers often have a story with sensational headlines and photos even before the local media gets the information.

“It is regrettable that the current Administration (under whose tenure the Commission is being called) has not recognised this simple fact. Rather, even where there appears to be very profound issues and concerns, they continue to engage in diversionary tactics and deflect when confronted with the allegations set out by his Excellency. This Administration must realise the gravity of these allegations, and there should be an urgency to work to fully correct the deficiencies in our system,” Hon Penn stated.

CoI could threaten progress of VI

He said the instigation of a Commission of Inquiry of this nature is materially significant for the Territory since not only might it raise troubling questions for governing institutions but it might equally threaten the notable progress and large strides made in developing democracy and strengthening local institutions and Governance.

“Our very existence and our successes have been built on our strong principles of fairness, honesty, integrity, hard work, and faith. Indeed, the essence of who we are and what our forefathers taught us to be --- are in fact the same principles which underscore our commitment to good governance, accountability, and transparency. That fact is evidenced by a number of legal enactments, policies, processes and institutional arrangements that have been put in place by successive administrations and others.”

‘Be informed & engaged’

According to Hon Penn, the VI’s core values being brought into question by way of a Commission of Inquiry, gives cause for serious introspection and the opportunity to reevaluate its current position and progress to fully achieving them.

“Nonetheless, Ladies and Gentlemen, be assured that my Honourable colleagues in the Opposition and I will continue as we always do, to advocate for your best interests and for that of our Territory. We are at the beginning of what likely will be one of the most pivotal periods in our history. One that will test our unity, reveal our weaknesses, and question the governance of our Territory. I understand the anxiety of the moment and I ask that you be patient, informed, and engaged.”

    Hon Penn I have been critical often about your seemingly unprepared for task ahead. I believe you are growing into your role and position. Well written contribution sir. You give me hope that there are still amongst incredible, decent politicians. Bless you Hon Penn. When the UK remove this government hopefully you can fall in line.

    Not sure what diversion tactics Penn is talking about, but if he is clean and the NDP is clean then let us put all the corruption allegations on the table, bar none. Let the chips falls where they may. The CoI was called under the VIP govt but it is an accumulated issues of corruption from bith parties that have brought the BVI to this. The BVI constitution will be suspended at the end ofbthe day and the UK will take control of the country u til they believe we can run another election with peraons who are they deemed to he worthy. Mark my word.

      @ the rock: It would certainly be an insult but successive governments blatantly conducted themselves in a manner that even the blind could see was wrong, but they really don't and didn't care. They never once stopped and think that even though we have our own constitution, we are still owned by the UK and at any time, things like these could have happened. They forget that were are not independent so they make a mess and the entire BVI will suffer because of 13 elected members. 13 was never a good number to start with.

      I suggest you stop blogging foolishness about the UK wanting to “destroy us”. What makes the BVI any different from the other British Overseas Territories? What does the UK gain from the BVI, or “destroying” it as you so say? Please stop listening to the fear-mongers and do your own research. Everything isn’t always about black vs white!

      Also, sorry to break it to you but sensationalised headlines aren’t anything new! Dramatic headlines = attention-grabbers = click-bait. Contrary to what you were told, neither Jaspert nor the UK Government controls the newspapers or what headlines they post. Most newspapers and tabloids are only concerned with how much clicks an article gets them, nothing else! In fact, you should see the headlines that these same UK newspapers/tabloids post about the UK Government and the Monarchy for it will make what they said about the BVI look nice! Again, please do your own research and stop listening to the propaganda machines!

    Bond together with Fahie. Put aside the politics and clear these allegations. This governor needs to go. He is insensitive and has a colonial mentality. He is also immature and lacks experience. Even after being here for some many years, it as it he will not learn. His habits are hard to break. The justification for him being sent here is outrageous. Make him feel ashamed to have initiated this inquiry.

    I agree with Mr Penn. Lack of respect, courtesy, diplomacy and interpersonal skills has landed the VI elected Gov in this embarrassing and potential damaging mire.
    Gonna get ugly but then again ugly has been the choice headliner for the past 2 years or more.

    I am sorry for the people of this territory because the Governor is manipulating the inexperience of the opposition to full fill his agenda. When the opposition joins with the governor to destroy the elected government, everyone in the territory will feel the effect of the British adversity. As you will recall that it was the British who considered the Virgin Islands as a bird sanctuary. So whether we are VIP or NDP when we have a British Imposed rule in the territory there will be no preferential treatment for any segment of the society. We should be careful what we are asking for.
