'Belonger status must be given upon marriage!' - Maduro

ROAD TOWN, Tortola, VI – Commentator Edmund G. Maduro has raised what many may find to be a sore issue that has continued for some time in the Virgin Islands, but seems to find no way of becoming resolved.

Speaking on the EGM show aired on May 1, 2014 on ZROD 103.7 FM, Maduro told listeners that the constitution of the Virgin Islands says that persons who are married to Virgin Islanders should be considered Belongers once they have applied to the Immigration Department under the appropriate section to acquire their certificate.

“That does not give the Immigration Department the right to withhold these people’s Belonger Status,” Maduro stated, “from the moment they’re married they can get it.”

“I know a person who has been living in the British Virgin Islands with a gentleman for about 30 years and she [a British lady] has been married to him for over five years and she still cannot get her Belonger status. Is that lady a dog?” he questioned.

He questioned the leadership in the Territory and added that his daughter-in-law was in a similar situation after being married to his son for a similar five year period.

Maduro said the constitution and law are clear on this, wherein if someone has been granted a certificate of Belonger status as a result of their marriage to a Virgin Islander and become divorced or separated before five years have elapsed, then the status is lost.

The commentator alleged that persons seeking Belonger status are instead being asked to continue to seek extensions of stay, acquire work permits or seek exemption from work permits even after they become married to locals.

“This is the kind of abuse that our people are taking, that our people are experiencing,” he said while declaring his intention to write authorities on the issue.

Maduro said leadership is not an easy road and urged that they become familiar with the law in order to adequately represent the people of the Virgin Islands.

      Should the BVI encourage lawlessness of convenience? this is one of the several issues in the BVI that has lead to the social and moral decay in this country. The vast majority of the younger generation comprise of children from expatriates and locals, those children are denied the rights and privileges of locals and their parents are discriminated against by the laws of this country and some times by their other half who is from the BVI These children find them self in the wilderness and loss to the street because of circumstances beyond their control. Then you have the BVI racism factor of born here, from here, down island man and woman and half bread children, this is black against black racist ism, these dehumanizing remarks and treatment only add to the problem that is escalating in the BVI. People should not be denied their human rights and dignity.

        So what if I as a VIslander say "I BORN HERE"? Other nationalities proudly say, I'm American, Mi Jamaican, I Bajan, Trini mi from BUT when a VIslander says it is a problem! Get from here with that nonsense!! Tired of the drawn out bull$hit propoganda being spewed like poison in our society from other nationalities. Take away the American Dollar and see how empty the BVI will be.

    When I got married nearly 30 years ago, this was pretty much the only way that belongers' rights were granted. Only those who were married to BVIslanders were qualified. Nowadays, look, they giving away belongers rights and making it difficult for the family of BVIslanders, just like they are making it difficult for BVIslanders to get jobs and to get business license. Imagine, in their own country!

    I guess the BVI is only for expatriates now.

    Thank you very much for this information as the immigration office gives a very different response. I must be resident in the country for 5 years before applying for status, I have been married for 7 years but only been back in the BVI for 3. With this new information I will be making my application next week.

    Mr maduro ,I agree with I ve been married for 9 solid years now did interview 2 years not a call not even a trade licence to do a business I ve numerous certificate in my chosen field and I can't get nothing done. Should I take my husband a bvi islander to my country . I am on work permit exemption and he went thru hell and back to get it for me 7 yrs ago so sad .

      hmmmm they want to talk about law eh jamgirl this is stupidness Why tortola have laws and they can't keep up with them. You have all these qualifications and nothing as yet hmmm what a thing to tell the king. I so certain if you go to any other countries you will get the paper work done on time. what is going to happen my friend who have an outside child what is going to happen with the child hmmmm.

        WHAT outside child have to do with rights of lawfully married persons? Outside child don't get rights and why should they? Without DNA test, they could belong to anyone, and if you wanted your child to get rights you should have gotten married first, or go home and get your child where you yourself have your rights.

        Who on earth has a child where they themselves do not have rights? Even a cat know to seek a safe shelter when time to give birth. That means a cat is a better mother than these.

    And what is funny as soon as a BVIslander marries a USA citizen they gets their citizenship so quickly even in a country with over 267 million. But here everything takes forever with all sort of run-around. I agree if you for fitted the marriage within 5 years you loss your citizen status, so just ease the pressure on a on my family and I. maybe I may have to go to my spouse country it just might me better for us there for freedom and business.

    Took me 10 years to get mines. I waited 2years after the application to get an interview. And the Secretary treats people like if they begging for the d..n thing. We are working hard and contributing to the development of the BVI yet our children suffer. Do the right thing and give people the something already. Stripes.

    Just want to encourage all who waiting to get some type of paper in the BVI. There are three type of people in this world, Those who watch things happen, Those who get things to happen, ant those who make things happen. I really do not see why people from the different islands comes to Tortola especially the majority from the Caricom communities. Please all of you could do better in your country, if you are here for US Dollar, check the exchange in your country. The little extra you are making in the US, you will eventually spend on the doctor bills, after you have stressed yourself on the things that you make bother you. Those from Jamaica, Guyana and Santo Domingo I can understand, because of the huge devaluation of their currency.

    When i listen to persons like Maduro, all i can say is thank God for freedom-of-speech: the man always have an issue with something but can not give no good ideas on no subject matter. The man was in charge of immigration for a number of year(now have the nerve to be chatting dumb folly and chatting such folly in public...thanks for freedom of speech).....he hangs by the bars and what he hears in the bars talking it on public radio...

      And it were the years that he was in charge of immigration that he let the down the island people them in and give them stay status. After them visitor's time was up, he should have seen that they were sent back out. Give a man an inch, he takes a mile.

      It has a lot of locals right in here don't like down the island people...but as long as you got what I want, then.....

        @ dabby; I agree with you BUT a person can seek to become a citzen of the country where he/she now resides; there are a substantial number of person who were born in British Virgin Islands and NOW citizens of the USA not to mention CITZENS of other Caribbean Islands(FYI)….one does not have to be born in a country to become a citzen of that country….in modern-day-BVI, once you have that cash and a few of our political-leaders in your pocket automatically you can become a BVI Citzen !!!!!!

    To daddy well if I am not considered a Tortolian then if I were to strike it famous I have no other choice but to not let the credit come to the BVI. And I hope you do not marry a woman with outside children because it seems to me that you will not take care of them for they are not yours!
    I do not need anyone to tell me I am a Tortolian! I am one and I am betrayed by my speach! When I go abroad I use my BVI passport and the immigration see a BV Islander.
    We as a people are living in a vacuum and will be looked at as strange in this global village. If a person spends more than 90% of their life in a country they are from there and if you refuse to accept them as such you are a hopeless human being.
