Almost $20M in NDP overspending, SAP clean-up @ Monday HoA!

ROAD TOWN, Tortola, VI - While the Auditor General Ms Sonia M. Webster continues to complain about the non-audited financial statements during the first National Democratic Party (NDP) Administration [2011-2015], the government continues its spending spree.

However, one thing that was proven a lie was that the former Virgin Islands Party administration left the country broke, a line that the NDP told the people.

SAP of close to $20 Million

The Dr Smith-led Administration will bring to the Second Sitting of the First Session of the Third House of Assembly on July 6, 2015 a Motion to approve some nineteen million, four hundred and twelve thousand, nine hundred dollars ($19,412,900) of overspending that was not budgeted for.

However, the period of overspending by Government to be regularised via the Supplementary Appropriation Provision (SAP) was not given in the Order Paper released to the press late Friday July 3, 2015.

Further, no details were given on what the extra funds were used for and which Departments, Ministries or vendors benefited from the close to twenty million dollars in overspending.

Government to back $50M in loans

Meanwhile, the Government is back in your social security money again. They will back a loan provided by Social Security of $35 Million for the BVI Electricity Corporation to assist the Corporation with Phase V of its Development programme.

In addition, the Government will back another $15 Million for the BVI Ports Authority on top of the $35 Million the BVI Ports took out last year to finance the controversial ports development project.

The additional $15 Million Dollars will be borrowed by the Authority from First Caribbean International Bank (Cayman) Limited. `

Also on Monday July 6, 2015, at the second sitting since the general election, Ministers of Government will lay many departmental reports on the Table and pass a Duty Free Shopping System Bill. The cost-benefits of the Bill is not known, as the NDP administration has denied public debate or information on this Bill and plans to ram it through the House of Assembly by having all readings done on the same day.

The HoA Sitting will be carried live on CBN Channel 51 from 10:00am on Monday July 6, 2015.

    some of us seriously thought parties like vip/pep would have spoken more about this matter during the 2015 campaign; however they spent precious time telling us about billboards and who took the cookie jar up the hill: those who aspires to lead this territory should have plans: point out the relevant issues that affect us a a developing territory but also present good meaningful solutions: we know what's going so stop reminding about the wrong doing in government: do something about it other than just talking and talking ( 4 years of old talk by the past opposition member.... only 2 now; should be good fun)

      You only chose to focus on the billboard conversation. So please save this anti-VIP tangent. The VIP spoke about this overspending issue every chance they got. You guys chose to ignore them because they were millionaires, or doctors, or whatever other reason you figured they were not suitable candidates.

        @ wize up; please don't pick on little old me; for the recent election results clearly demonstrates your VIP were unable to convince for more of the voters than just me....I supported the VIP for 35 years, but in 2015 their level of conversation was simple: as we develop the conversation must change; if you need helps these days you can use Google.....the conversation these days must offer a solution to the issues/matters in question(not just flapping gumbs).....some old talk each time?????

    NDP strikes again. I would like to see a full Audit of the BVIHSA before the implementation of the NHI. I want to see all the contracts and expenditure at In****e Sol****** and the Executive bonuses and raises while no increments for staff and exorbitant service fees.

    God don't like ugly but my word he does take long some times.

      to voter---thank you--thank you, for raising this issue-- there lies our mountain of troubles---that board---It is rumored by overseas sources--or alleged, that there are plans or discussion in place for our hospital, the people hospital to be run privately. imaging. I am a Fan of Ronnie..He seems to be blind folded, I was hoping to get a new minister for health, we may lose our hospital under Ronnie and his beloved board.

    That is why they did all that they could do to keep VIP from getting into power eh. Someone has cooked the books. So the many white and brown envelopes were no lie, neither the "high science" to remain in power. How could we have allowed for VIP see the high debt incurred. No way. Not the roosters are coming home and now that the wind is blowing you seeing the fowl bottom. Then you see why we have to shift civil servants around that the government news don't heard all over.

    I have no problem if the govn need to borrow 15mill to complete the ports thing as long as they give a full accounting of how the first 35 mill was spent. Most construction has some extras but 15/35 ratio is about 42% . Before this is agreed let us know what cost so much more on the first part of the project and why it cost more. Why was the orriginal estimate so inaccurate, was it guesswork or was it based on unknowns. Is the 15mill another randome number or is it based on fact and firm estimates. Please give us the answers so we know if the govn is being honest with us.

    It is vital that the public gets an accounting of where their money goes. Why is it such a problem to get an audit by an independent? Why bother to have an audit general at all if the government (and governor) doesn't follow her recommendations? It is unheard of for a democracy to not have information on where their taxes go. We were already waiting for the other shoe to drop regarding the port authority. there is gratuitous over-spending there no doubt. How was the $19 mill + used and for what? As minister of finance, I would think that the premier would be obligated to answer these questions and not ignore them. Welcome to NDP-land again.

      You see my friend. They believe that 11 vs 2 at the polls is all the accountability they need. The cushy contracts are once again flowing and the money will be mortgaged against our grandchildren's future. Why you think all the talk of independence from the baldheaded one? Frazer needs to have a long litany of questions at the next sitting. We still need answers.

      On a side I want to hear who has the lease on the Pier Park Land. We hear so much about Frazer in Sea Cows Bay why we can't hear about that Crown Lease? We all know but I want to see it in print

    What is so cynical about this is, a bill will be passed on the 7th July making all buisnesses at the Port duty free. All other stores on Wickhams Cay will continue to pay their regular taxes. Now that makes sense?
    Just a few years ago, a similar Bill was rushed through the House, which removed all duty on basic food items. The only people who benefitted from this gesture were the merchants who kept the savings and inflated their profits. Cl**** told the Doctor that this would enhance the Port's operations and he bought it hook line and sinker. With P*W and Cl**** running the Ministry of Finance what can one expect.
