‘Absolute rubbish!’ – says Hon Fraser on Govt's claims for violating Protocols

- said both Premier Smith & FCO have betrayed the people of the VI & the Protocols are not worth the paper they are written on

ROAD TOWN, Tortola, VI – Leader of the Opposition Honourable Julian Fraser RA (R3) said Premier Dr The Honourable D. Orlando Smith’s claim that building the territory’s economy was more important than savings at this juncture as his justification for missing the December 31, 2015 deadline for compliance to the UK’s Protocols for Effective Financial Management, is absolute rubbish, and totally unnecessary.

In a comment to this news site, Honourable Fraser reminded that he was the one to call out the Premier following the signing of the Protocols on April 23, 2012, calling it a poor deal for the Virgin Islands.

“When the Premier signed the Protocols on April 23, 2012 relinquishing the territory's right to borrow up to 30% of the Social Security Board's Pension Fund without having to seek approval from the UK Government regardless of our standings with the Borrowing Guidelines, to having to seek approval from the UK Government to borrow any money at all, I was quick to declare the Premier a sell out and a poor negotiator,” he said.

Hon Fraser said in like manner, he spoke out when in those same Protocols the Premier again relinquished the advantage of having all the cash across all the Government's various Funds counted as Reserve Funds, to having to establish a separate and distinct inaccessible Fund referred to as the Reserve Fund of 25% of the Recurrent Revenue which at the end of 2015 would have been $75 million.

“Not only was I quick to declare the Premier a sell out and a poor negotiator, I was also quick to declare that his Government would collapse due to his inability to run the country after being deprived access to cash," he said.

Honourable Fraser called the Protocols for Effective Financial Management as signed by Premier Smith “a disaster” for the Territory if properly executed, “but like we have seen, and as admitted by the Premier, he has been able to do exactly what the Opposition has been charging his Government of doing for years, which is violating the Protocols without hindrance.”

According to Honourable Fraser, these violations have been reported in the House of Assembly, reported to the Governor, and to the Foreign and Commonwealth Office (FCO), and nothing was done.

Honourable Fraser said that instead, the FCO has consistently rewarded the Premier by allowing his Government to borrow record amounts of money despite being in breach of the Borrowing Guidelines.

He called this behaviour by the FCO an abandonment of their obligations to hold the NDP Government to their agreement under the Protocols.

“And has led me to conclude that the Protocols for Effective Financial Management is not worth the paper it's written on. And the Premier and the FCO have both deceived the people of the Virgin Islands.”

    Anyone else noticing everything Fraser predicted is now happening? The issue with the VI is the NDP for the past 2 elections would make the people of the country dwell on the past because the minute they wake up and see what's happening in the present they would be voted out of office. Only a handful of them from that party have the best interest of the people at heart.

      Give me a damn break! How many civil servants have we laid off while other countries are laying off thousands? Cut the fear mongering BS! Fraser is right about what? Fraser wants to get back in Government so bad he will say and do anything. NDP have done some shit but no way I would vote for Fraser and Fahie over them. The country is moving and even with a slowed economy the Government is still hiring, giving contracts, giving assistance etc. to keep people afloat.

        Yes they may be hiring like you say, and issuing contracts, but People not getting paid. Projects got formwork down since November but can't get concrete because government can't pay "them broke". Go down Sea Cow's Bay by the sidewalk project you see. Strupes

    Throughout the first term of this regaining power fiscal responsibility was the word of the ray as they claim they had to show restraint as the previous government left these shores in a hole. But then just before the election there was a flurry of spending with projects everywhere. It was posited as the boon after the restraints were lifted. Oh but just four months into the new term things shutter again. Now there's talk of non adherence to protocols.

    the protocols were placed on the territory because of VIP(play the tape) VIP was the adminstration from 2007-2011: ask VINO for the tape and see/hear when and why the United Kingdom Government implemented the protocols on the territory

      Dr Smith signed them. The protocol was a good idea to try and make BVI more fiscally responsible. It gave it guidelines to follow. And they are being ignored and the same behavior continues. What have they learned? nothing.

    Do you guys really think most BVI people give a @#$% about fiscal responsibility? Everybody wants their piece of the pie and they don't care how it affects the country on a whole. Stop blaming politicians and blame yourselves because no matter who is in power they will always bow to the pressure of greed or faced being a one-termer, that's the reality. We need to stop acting like we give a sh*t when we really don't. Every time we need something it's Government Government but at the same time we pretending to be shocked when the amount of spending is revealed.

      this is true. So if the private sector or community groups want to do things for themselves instead of waiting for government, why does government insist on punishing them with big fines if they are not registered, pay an accountant whether they have money or not, pay taxes (on what? donations for a project?)
      Or even if an individual wants to help teach students on his own time, they might fine him $100,000 for not being registered?
      What is the government doing to encourage participation in having people do things for themselves? And why is a big overpay for the cruise ship park considered (*woops*) a mistake instead of what it is... ignorance, miscommunication, self-importance and ego? pier park leaves us with a PERMANENT record of incompetence and poor judgement. So, government... what are you going to do to engage the people? And why are you ignoring the protocols which you dishonor- whether you like them or not?

    someone need to remind the Virgin Islands Party; elections gone since the 8 June 2015 and the Virgin Islands Party need to pay those who provided services for them doing their 2015 election campaign..... to have people provide services in good faith then do not pay them is corruption: people work in exchange for money so they can support their families: Virgin Islands Party all over the media talk this and talking that BUT ask that same group ( the virgin islands political party) why they still have outstanding bills from 2015 elections and NOT even make any effort to make payment....putting a person to work then not making payment to them is wrong and very wrong( it will be nice hear from a VIP spokesperson on the matter)...
