What about charged with leaving the scene of a crime? It was a hit and run, even though he turned him self in. Still a hit and run.

This young man was terrified. I don't believe that his decision to run was an evil act. Has fright never taken over you, causing you to do what you weren't even aware you had the ability to do? It's an unfortunate situation for both the victim and the driver.
