BAUGHERS BAY, Tortola, VI– Word reaching our news centre is that Director of Water and Sewerage Department (W&SD) Mrs Perline R. Scatliffe-Leonard has retired.

Mrs Scatliffe-Leonard was confirmed in 2012 as the second Director but first female to Head the Water and Sewerage Department before she was reassigned to the Ministry of Communications and Works in September 2016.

She returned to W&SD as Director in February 2017, taking over from Michael E. Davis, who was serving as the interim head of the Department.

The retirement of Mrs Scatliffe-Leonard was confirmed by Deputy Premier and Minister for Communications and Works Hon Kye M. Rymer (R5).

Mrs Scatlife-Leonard has “Retired after serving for 33 years,” Hon Rymer told our news centre today, January 25, 2023.

Will she be running for office?

Many are now asking whether the now retired W&SD boss will be running for office, as there have been unconfirmed reports she is seeking to run in the Seventh District as an Independent Candidate in the 2023 general election.

Mrs Scatliffe-Leonard had not responded to our request for a comment, up to time of publication.

Perline Scatliffe is a good potential candidate’- Claude O. Skelton-Cline

Host of the Honestly Speaking radio show Mr Claude O. Skelton-Cline had named Mrs Scatliffe-Leonard as one of several women he considered to be good political candidates worthy of consideration for the 2023 general elections in the [British] Virgin Islands.

“That’s the kind of person that I believe is worthy of consideration, serious consideration, in the next upcoming election. I believe that Perline Scatliffe is a good potential candidate, that meaningful consideration should be given to a person like her,” he said during the September 28, 2022, edition of his show on ZBVI 780 AM.

He further named Janice A. Stoutt and Arline T. Smith-Penn as other potential candidates for office, as well as former Fourth District candidate in the 2019 election, Ms Luce D. Hodge-Smith.

Skelton-Cline had previously named Chief Justice of the Eastern Caribbean Supreme Court (ECSC) Dame Janice M. George-Creque Pereira as a potential candidate for the office of Premier.

Running for office is not a joke anymore. Must have leadership qualities, strong interpersonal skills and high ethics.

While I agree, she can't be worse than the minister for the 3rd, 4th, 6th and 7th district.

This is exactly what they are saying, the BVI cannot stand another set of "can't be worse than" politicians. It is time for the outright "better than" politicians now.

...you guys are too darned disrespectful. It is ok to have an opinion but the men and women in position should be respected and not called little boys, etc., None of you would want to be referred to in that way if by some sort of luck you are elected.

OK, so it isn't enough that she ran the WSD into the ground. Now it's the entire territory's turn. People investigate for yourselves the damage that woman did to the department. Ask the employees if that is a person they would support. Heaven, help us if she is elected. It's the worst department in the Caribbean.

This is the farthest thing from the truth. She was NEVER GIVEN the tools and resources she needed to work with even from the same Minister who announced her retirement. Shameful

That's what they like to do - hide behind a screen and drag people's name through the mud. Truth - that's correct, she NEVER given what was needed. As someone who worked with her, YES, I would vote for her.

This is so amazing! If she cannot run WSD how the &%$ is she going to contribute to running the Territory? Have we gone &^%%#g mental around here? Everyone will say it's not her fault, the department this or that, this is not about who is at fault, it's about LEADERSHIP! The department is sh!* under her leadership for years so let her retire and enjoy her pension. We need leaders who have proven track records of real accomplishments, not fluffed up bullsh!& and a nice last name.

Being a people's person should not be a prerequisite for being elected. What is more important is COMPETENCE and INTEGRITY. If you have those two, you will do the country and people well. She has not proven herself a leader based on her performance at W&S and prior.

The WSD is the WORST operated government department (worst of a BAD bunch). If Ms. Scatliffe-Leonard was planning to run for political office I would strongly recommend she reconsiders and saves herself the embarassment.

Its time Claude Skelton Cline stop his madness on the radio. Who so ever is sponsoring his program should reconsider whether they are getting value for their moneys. It would be useful if that same money could be spent to improve the lives of some young person in the field of education. In that way that business would help to mold the life of someone who will contribute towards the development of the Territory.

Why you all ranting and raving with your opinions over whether or not the lady is running for office? Did she declare her candidacy? I don't recall her doing that. The woman has her right to retire and enjoy the rest of her life after serving for so many years. I retired 14 years ago after doing 26 years and I have never given a thought about running for office. Maybe she just want to enjoy the rest of her life in peace.
