EAST END, Tortola, VI- The Water and Sewerage Department is advising its customers between Belle Vue and East End that they may be experiencing discoloured water as a result of ongoing maintenance repairs and sedimentation build-up.

Customers, in a Government Information Services (GIS) bulletin on November 3, 2023, have been advised that sediments are undesirable not because they pose health concerns but because they can degrade the quality of water by affecting its taste, clarity and colour.

Run off discoloured water- W&SD

The Department is requesting that consumers open all faucets, garden hoses, and other appliances that provide the home or establishment with potable water and run them until clear water is visible.

It said if running the water does not clear the problem within ten (10) minutes, residents are encouraged to notify the Water and Sewerage Department, and a work crew will be dispatched to provide further assistance.

W&SD also said for conservation purposes, the water may be saved for watering plants with no harmful effects.

To Water Bill, you see an adjustment in your bill for use of water caused by the W&SD, not you the customer. It would the right thing to do, demonstrating good customer service and business practice.

How about instead of asking residents to individually do their own unreliable testing for wait for it, wait for it….
undesirable sediments in the water supply system. Did W&SD conduct laboratory testing of the water and if the testing show contaminants in the water system /segments of the water system, which are outside of the safe, normal limits and that it issue a public notice notifying customers to refrain from using the water for drinking, bathing , cooking, etc until the W&SD give the all clear for usage.

There should not normally be any sediments in a potable water system and if so testing should be conducted and corrective action taken and customers notified as needed. Well trained, certified , and licensed technicians are needed to ensure the system is not contaminated by lack of knowledge, improper techniques, carelessness, etc,. The water system can be easily contaminated from poor work practices., ie, the need for well-trained, certified, and license technicians, along with qualified supervision of the work.

Does the W@SD have a water lab and if no why not?? Does W&SD staffed with engineers to staff the technical positions in this vital and critical utility system and if No, why not? What is the W&SD plan of action, if any, to get water, if needed, to the affected areas?

Based on what was said there are plans from Gary Penn's time. The question is why weren't they executed.

@@Bush Professor, plans from Gary Penn’s era are dated plans. Nonetheless, non executed plans are the same as having no plans at all. Poor prioritization, poor focus and urgency, poor leadership and management, etc. A causality of putting non-technical managers in critical and vital technical management positions. The long suffering customers are paying a heavy price in poor service. What will chsnge, if any thing?

Read to understand. There were plans from Gary's time so why weren't they executed; not Gary did plans so execute them now. Of course every organisation would see advancement in technology and know-how. But even back then When Gary did plans, they were not executed so the question is Why? Do you have an answer?

Gary Penn was Director of Water and Sewage decades, so , whatever plans he developed or existed during his tenure and have not been executed as yet would have to be reviewed for currency before been executed now. I have never been on the Water and Sewage team so I have no clue why any plan(s) in W&SD have not been been executed. I just asked the questions and know that W&SD has a structural, staffing, vision and mission, service delivery, resources, and Leadership challenges. Think I have beat this dead horse enough.
