Works begin on lighting system @A.O. Shirley Recreation Ground

ROAD TOWN, Tortola, VI- The Virgin Islands Recovery and Development Agency (RDA) is reporting that foundation works have officially commenced at the A.O. Shirley Recreation Ground as part of the Lighting Infrastructure Project aimed at improving the facility’s lighting system and extending its use for sports and community activities.

A contract valued $409,837.67 was signed with No Limit Construction Services Ltd on Tuesday, November 11, 2025. for the installation of a lighting system at the A.O. Shirley Recreation Grounds. 

Project replaces existing lighting system 

According to the RDA, the project will replace the existing lighting system with six modern high-performance lights, designed to enhance visibility and allow for the full use of the grounds by track and field athletes, as well as football and rugby associations. 

Works include excavation and the construction of reinforced concrete foundations that will support the new lighting poles.

Safety measures in place 

The RDA stated in a Facebook post that, ‘’For safety, the poles will be addressed one at a time, beginning with excavation, followed by formwork and concrete placement to create the foundations before works progress to the next location. This careful approach ensures safe operations while construction activities take place within the facility.’’

It added that, ‘’ During the construction period, access to the grounds will be facilitated through the Multi-Purpose Sports Complex and therefore members of the public are kindly asked to follow posted guidance and exercise caution around the work areas.’’

Improve sporting infrastructure 

The upgrades to the A.O. Shirley Recreation Ground form part of efforts to improve sporting infrastructure in the Territory and to provide safer, high-quality facilities for athletes and the wider community.

Upon completion, the facility will meet IAAF Class 2 standards, enabling the Virgin Islands to host international events and provide modern, safe spaces for sports and recreation.
