‘Who is Governor to hold up COI?’ – Edmund G. Maduro

ROAD TOWN, Tortola, VI – Radio talk show host Edmund G. Maduro Thursday evening January 29, 2015 blasted Governor of the Virgin Islands His Excellency John S. Duncan OBE for not yet making a decision on the Commission of Inquiry into the cruise pier and other projects.

He was at the time speaking on his EGM Show heard on ZROD 103.7FM from 8:00 PM. He noted that the Auditor-General and the Public Accounts Committee (PAC) of the House of Assembly have already investigated the found the cruise pier project and others worthy of further investigation.

The Governor had informed this news site that he had to look at all the reports and consult with experts before making a decision on whether or not there will be a Commission of Inquiry.

“The Public Accounts Committee is a constitutional body…it is not a piece of paper. And the Auditor-General is not an ordinary person. It is a well-qualified person who knows what they are doing and the Governor does not necessarily have to know exactly what they are doing,” said Maduro.

“So where does the Governor get the authority to validate the works of the Public Accounts Committee when the Constitution through the standing laws of the Virgin Islands clearly states that the Auditor General instructs, advises and gives the Public Accounts Committee the information… I am saying to you. The Governor saying that he has to make a decision. He doesn’t have to make any decision. The decision is already made. He has to carry out whatever has to be done,” said Maduro.

“This is no joke…this is a serious matter. Who is the Governor to sit on this and hold it up?” inquired Maduro. “Who is the Governor to stop this? Where he gets the authority to say it can’t go on?” he asked.

“Why is he putting himself between the [work of the PAC and Auditor General and the Commission of Inquiry]? He say he got to study….study what? All he has to do is read the report. Is the Auditor General a moo-moo?” Maduro asked.

    Is Mr Maduro paying attention to what is happening compared to what he is claiming? The PAC and AG Reports on the Cruise Pier were absolutely correct in their findings however, the problem with Edmund's logic is that those reports were based on the old deal with TPP, which is no longer in place. The Government halted that process, broke off with TPP and forged on with the project via BVIPA and getting their own financing from CIBC. They also raising funds by issuing shares in the project. As far as I am aware, the PAC or AG has not issued any reports on the project that we now see ongoing, those reports were on the old arrangement which was halted so Edmund needs to get his facts straight. I know these facts won't be posted here but hey....

      @Shameful. What you be, twister of the truth. Come better than that. You are clearly one of them who seems to think the the VI people are foolish and ignorant to what is going on. Yes BVIPA took over the project but it was clearly stated that TPP is a subsidiary of the BVIPA, it's a company that was formed and is under the umbrella of the BVIPA so please go somewhere else with your hogwash. You just like the NDP politicians who seems to think that the people of these islands are stupid.

        TPPL under bvipa is Tortola Pier Park Limited. The TPP that was involved first was Tortola Pier Partners which were the overseas investors. They are two completely different entities. I have no political fight here just stating the facts. All of that information is out there for all to see.

    He is exactly right. Why have an auditor general if the post is not respected or taken seriously. legislators cannot pick and choose what they want to follow if it is not convenient for them.
    The governor is not doing his job which is a traffic policeman, not the judge himself. Direct the inquiry to court and if nothing is found, fine. but at least we know and protocol has been followed.

      Dog.you are wrong. The AG report is based on the prior arrangement which did not come to fruition. The current project is being financed by the govt with agreements with the cruise lines. why should there be a COI on something that was not done? why are you guys fighting to hard for a COI on the pier but not on the other projects? This is pure ndp hate guised ubder love of country.

    He is the governor and if he see fit to take his time and get it right then let him. Our governments have a history of rushing into deals and making legislations that often comes back to bit the people in the butt.
