Water disruption in D3 due to building of retaining wall on 'Elevator Hill'

SEA COWS BAY, Tortola, VI- Residents of Sea Cows Bay, Havers, and Pookwood Pond are being advised of a temporary disruption in water supply.

This is due to critical repairs being conducted on a 50-foot segment of Elevator Hill, aimed at preventing flooding of properties.

The disruption is expected to occur from today, September 9, to September 11, 2025.

The Water and Sewage Department is carrying out this project in collaboration with the Ministry of Communications and Works.

Mitigating flooding & erosion

Mr Brian A. Davis, Acting Director of the Water and Sewage Department (W&SD), provided an update on the project during a Facebook post on Monday, September 8, 2025.

Davis stated, "The Ministry of Communications and Works is doing a retaining wall here, about 50 feet long, to further mitigate flooding and erosion of the road. As we notice here, the footing for the wall is sort of in the alignment of the existing water main that distributes water to the whole of Sea Cows Bay and all the way down to Pockwood Pond."

The Acting Director of W&SD added that, as a result, there will be a temporary disruption in the water supply due to ongoing work. This disruption is expected to last from September 9 to September 11, 2025.

The project has begun, with digging starting today, and the footing is anticipated to be cast by Wednesday, September 10, 2025.

"Once the work is complete and the area is backfilled, we will be able to restore water service to the residents of Sea Cows Bay, Havers, and Pockwood Pond," Mr Davis said.

    The leaking water coming from the reservoir undermining the road needs to be fixed. That wall will funnel water down that hill rapidly and will be a hazard to motorists
