BEEF ISLAND, Tortola, VI- Word reaching our news centre from BVI Airports Authority (BVIAA) Board Members, speaking to our newsroom on condition of anonymity, is that the Managing Director (MD), Mr Kurt A.G. Menal, has abruptly resigned from his post on Thursday, May 7, 2026.

There is mixed information as to what led to his resignation, as some Board Members claimed that he wanted to give a three-month notice, but was told, as is the practice, he needed to go effective immediately. He is expected to be paid out accordingly.

Our newsroom reached out to Mr Menal, who confirmed his resignation and said he enjoyed a “good working relationship with all staff at the BVIAA”.  He, however, declined to comment further.

Mr Menal, a Saint Lucian national, has been at the helm of the BVIAA for four years and recently got another four-year renewal of his contract in January 2026, making his resignation a surprise to many.

Poor relationship with the PS?

One Board Member alleged that Mr Menal had a poor working relationship with his Permanent Secretary, Mrs Elvia Smith-Maduro, but did not elaborate further, and said the Board did its job in the oversight of Mr Menal.

Under Mr Menal’s tenure, three new airlines have commenced flights in and out of the Terrance B. Lettsome International Airport on Beef Island, including American Airlines with direct flights to Miami, Florida, from June 1, 2023. This has been a positive game-changer for air access for the Virgin Islands (VI).

Mr Menal was believed to be very instrumental in the ongoing efforts to extend the airport runway, to facilitate more direct flights to and from Tortola.

ASSI a bad decision?

He also oversaw the controversy when the Air Safety Support International (ASSI) imposed its will on the VI and stopped the drop off of passengers next to the terminal building, claiming security concerns.  The practice of dropping off passengers next to the airport terminals is an international best practice that happens at every major airport throughout the world.  Many residents and aviation experts scoff at the ASSI-imposed decision as “ridiculous and unnecessary”.

    Actually that is not true about dropping of passengers - it is an international security standard to have dropping off well away from the actual terminal. Just about every airport in the world operates this way, why should the BVI be any different?

        Do you know distance from the doors to the tarmac? Is that distance requirement met at the TB Lettsome Airport? These are questions we should ask before assuming the worse. I am sure you have insurance, when was the last time you were in a car accident? Do you wait for an instance of terrorism in Caribbean before putting measures in place?

    Most people dont understand the power of the position of the Permanent Secretary .They are the operational and administrative head .The Minister sets the policy and they execute the policy so If you get one who wants the screw you then you are done. So just imagine if you are from an opposing political party , then that permanent secretary can/will ensure that nothing moves forward. There needs to be something in place like the US where when a new administration comes into power , individuals that can obstruct the process are removed . That ensues that the presidents vison is carried out Not sure what happened in this situation but as a whole there needs to be change, Even the name "permanent " needs to be replaced with something that does not represent such an immovable status.

      The PS for BVIAA, is not a threat to anyone, she doesn't even think for herself. Its the Minister who tells her what to do instead of she guiding the Minister.

        The airlines Menal was involved in bringing are leaving just like they came. This includes Caribbean Airways and now Sunrise. The latter just started one month ago and is already canceling flights left, right and centre. We know for certain that he was involved in those coming. Americanness, not so much. He was at the tail end of the conversations.

        Expensive Cape Air soon have a monopoly.

        What he did very well was ensure lots of his friends and acquaintances were placed in jobs.

    This man has consistently shown that he does not understand what it means to lead or manage at the level of a Managing Director. Instead of building a healthy, collaborative environment, he has fostered a toxic culture driven by cliques and division. He pits employees against one another to advance his own agenda rather than the interests of the Authority. He and his close associates remain aligned around personal rather than the Authority’s agenda.

      True. Management by cliques. And if you don't join the cliques they set you up, write you up and send you home for nothing. The biggest offenses at the airport was to do or say something that put M*#al or Cu*m!ngs in the shade - within 2 weeks you could expect to get write up for some fabrication.     He spent more time promoting himself than doing the work. He constantly sought the spotlight, but when it came to real leadership, practical execution, and managing people effectively, he fell short of expectations.

      This right here is the truth! He was very divisive. Who knows know. And he was threatened by our locals. How many cases down labour with his name on it. Talk that! All that glitters isn't gold. He was a camera magnet and he used the BVIAA to advance himself. All the chatter in these blogs, but ask the people on the ground. No real leader has to use fear and intimidation the lead. That was his MO. Ohh and you should hear how he spoke about our local leaders at the BVIAA and Board members too.

    The Airport already had these projects lined up; the only thing missing was the financing. Kurt just happened to step into the role at the perfect moment. The man can sell ice to Eskimos, but turning those words into action is another story entirely. It’s always the quiet ones who keep their heads down and actually get the work done.     Only God knows why, and the real truth will come out that man was not who he was. He was a better he used the atmosphere to make himself look good, but he did not do a lot of things he was trying to destroy all of our people the problem he created at the airport with only certain vehicle can come into the airport and if you have to come in, you have to pay a lot of money. It’s a setting and use a seat to do it. Also, I understand there’s a body that was there for many years have them in court time will tell you will hear more about it. Stay in tune.     Leading and managing in the public sector realm whether an agency, organization, department, division, section, etc., is inherently challenging. Human capital is the most important resource but can be the most challenging to lead. Further, the challenge of leading and managing in the public sector gets even more challenging when politics is thrown in the mix. Generally, there are least two chains of command, ie, a) the official/formal chain of command and b) the information (grave vine) but often powerful chain of command, which operate without regard to hierarchical levels. The informal chain can disrupt the smooth functioning of an organization, affecting organizational efficacy. Organizations should strive to operate through unity of commend. Some organizations operate with a matrix structure, ie., employees reports to multiple managers. Moreover, to survive and thrive in a public sector environment one has to be flexible, recognizing where the line of power lies. Further, At Will status add more challenges to the leading and managing process, ie, employees can leave when they want and management may choose to part ways with an employee at any time. Some top level contract employee(s) negotiate a golden parachute , for an easier landing due to the uncertainty.

      @E. Leonard, you make it sound as if working for government is so challenging and different from the private sector. Well, hear dis ya, working for the private sector is no piece of cake, not a walk in the park,,etc. The private sector is about the bottom line, less tolerant; the public sector is about providing services to the general public public. Further, you make it sound like politics and politicans add another dimension to working in the public sector. Well, every organization have a measure of politics in it;it is just more pronounce in the public sector. Working effectively in the public sector requires putting your head down, being professional, staying out of the politics, working effectively and efficiently, providing a high level of customer service, being productive, ie, providing 8 hours of meaningful work for 8 hours pay, staying out of the bring cum, carry mess, and staying out of the work place politics as much as one can, etc. Follow the foregoing and enjoy the joy, pleasure, patriotism, etc., of working for the public sector. Ok. Let’s fix those roads, pick up the thrash, keep the water flowing, teach the kids, treat the sick, deliver exemplary admin services with a smile, effectively and efficiently, keep the planes in the air, create meaningful laws, protect our pristine resources, maintain a positive police presence on the street, maintain a ready and prepared fire crew, maintain recreational facilities, protect the border, maintain the rule of law, welcome guests, effectively allocate budget resources,,etc. Working for government can be a wonder experience. Imagine the chaos which will result without government. Government is often caricatured bumbling fools until we need yg, ie, during a crisis. Leonard what the hell is a golden parachute?
