VIslanders a minority in RVIPF with over 17 UK Officers- SFC Report

ROAD TOWN, Tortola, VI- Many have said it in their small corners of the Virgin Islands, but the statistics have now confirmed that the Royal Virgin Islands Police Force (RVIPF) is made up of majority expat police officers, with local Virgin Islanders being a minority in their homeland.

This was unearthed in the estimate to examine the 2023 Budget before the Standing Finance Committee (SFC) last month.

Currently, according to Police Commissioner Mark Collins, a UK National, the RVIPF is an establishment of three hundred and eighty-six (386) police officers.

Locals a minority in the police force

The RVIPF actually has three hundred and forty-two (342) Police Officers and Staff, two Hundred and eighty-five (285) Police and Auxiliary Officers and thirty-one (31) vacancies.

There are forty (40) police staff and seven (7) vacancies.

Ninety-nine (99) officers are females and one hundred and sixty-eight (168) are males.

When that is further broken down, locals remain a minority compared to other nationalities. A mere 60 are Virgin Islanders, while there are 66 from St Vincent and the Grenadines, 38 from Jamaica, 28 from Dominica, and an all-time high of 17 United Kingdom Officers.

29 officers are In-Training, 15 are Auxiliary Officers and 14 are Constables.

There are 11 interdicted officers, according to Commissioner Collins' testimony before the SFC earlier this month.

Locals catching hell in RVIPF

Many local police officers continue to complain about their treatment in the Police Force.

A few years ago many who had reached the top were forced out, according to police sources.

It is unclear why there are so many UK police officers since taxpayers, for the most part, are footing the bills and there are reports that the UK officers are making more than the local and other Caribbean officers, who are doing most, if not all of the work.

It also remains unclear when a local or Caribbean national will be appointed as Commissioner of Police, when there are so many qualified.

      Ting to talk indeed. Not only the UK Officers are taking over the senior part of the police force but not one of them is black. This says a lot. This is an organized legal but unethical abuse of power by all involved including the Governor who the force is under. Look out for plenty illegal taping of phone calls to create a case against people especially those that speak out against this plot and the Governor and the UK. Look out for targeting of people who they feel are a treat to their plot. Look out for deeper rooting of this plot by the same attempt to take over the senior post in the public service and the judiciary especially using their COI recommendations as their roots along with other one sided audit reports they ordered. Look out for them to start to target certain pastors. Look out for them trying to mingle among us so they can get to know us but this is just to enslave us. This is the same 500 yrs play book of slavery but in a fully modernized fashion. What is disheartening is they always get some of us to fall for it due to how well organized they plan it.

      Don't start that foolishness. You can eliminate expats and locals from senior positions just by the qualifications advertised for the post. There are plenty strategies that can be used and is being used to accomplish this and open the door for exactly who they want hired in these senior post. Just check how effective they are in the area of expats and locals being hired to patrol the streets and ask yourself then what is the issue with the senior positions. All of this is called A PLOT!

    I have no problem with the police force having the majority of expatriate but it's the quality of persons they hire as if anyone can apply and bam you hired no physical appearance nothing that can say that will be a good officer if you go down island for instance St Lucia and Dominica when you see an officer just from appearance you show respect, these here bottom of the barrel.

    If we the local government has to pay the police salaries then we must have the right to say NO to the application of some officers who wants to move up the ranks. No where in other countries you find expatriates out numbers. We need to get the UK foot the salaries then.

      Don't stat this misinformation. The police is under the Governor and he and his Human Resource team and his white UK head of the police decides salary not the local government. The Governor has allowed the force to deteriorate by design. A larger plan is at hand.

    When we know how many loval people applied and other statistics, then we csn make an informed judgment. This is not a position that's handed out in envelopes to all locals. Prospective officers must apply and meet the requirements. Its not handed out. Give us sound statistics and the comments association can comment with sense

      You're on point. This article raises serious concerns about parity in the police force. It seems as if it is only OK if you are from the UK to be in most of the senior positions of the police force. This does not look good. It does not sound good. It is not good. It needs an independent review of this matter immediately and not by the UK governor.

      The UK allowed the force to be depleted of local and Caribbean senior officers without succession planning by design. It is another area under the Governor that has failed but not in his sight nor the UK because their mission is different to that of the people of the BVI. Check out all these investigations and pending arrest by these same UK Officers and see which one involves a Caucasian. The answer is none. We are being set up. This is true racism.

      You would normally be correct but not this time. This is an organized attempt to keep our locals and Caribbean people from joining the police force at high ranks because they will not carry out their colonial plot under the disguise of stomping out crime. Ask yourself why no black UK Officer is part of the UK officers hired. Ask yourself why there is not a more conscious effort to target qualified Officers from the Caribbean for these senior post? Ask yourself what are the listed job requirements for these post and if they are written in a way geared solely to attract UK Officers?     If u look at this closely, practically in every aspect expats out shine the locals because the expats r willing to work but never ever get the pay they r worth. Plus they r always the under dogs and most times never appreciated and these r the ones who push the work n still get stab in the back.       Go look for the Governor and lodge your complaint because the police is directly under his authority. Please note that the white Uk Officers come into these top positions in the RVIPF and are paid far more monthly than the same expats and locals. It is wrong but the Uk powers to be always justify their actions at the locals and expats expense and reputation. They are very dishonest.

    The rvipf is a boys club for the Caucasians, they all come here on a paid vacation trip do 2-3 years make some big money and cut, every 3 years you have a new Caucasian commissioner who knows nothing about policing in the bvi or the Caribbean, that's why the force is stagnant, who can get just get out before it gets worse, too much infighting against the different nationalities, a word to the wise sufficient, this low paying job is not worth the stress and your health my black brothers and sisters, you ever hear any of them Caucasian officers complaining about rent too high and cost of living, no because their inducement alone can pay the blacks much more.

    This is organized colonial crime and suppression. To justify their moves and plan they had to do a COI to give them an excuse to justify these kinds of moves. The UK Governor and his UK bosses hand picked the UK Commissioner of the COI to deliver the goods. They gave him a full UK staff to assist him. He puts in his report all the ammunition the UK Governor and the UK head of Police in BVI need to do investigations and make arrest which is easy to do as they already have control of the police force with a UK official and the police force is under the UK Governor. They will investigate and arrest many of our people which includes those of us from the Caribbean Islands to make us lose confidence in our own people to govern ourselves so we can beg them to take over. None of their kind and colour will be investigated or arrested. Remember they do not care if you are guilty or innocent. They just need to get the country destabilized in our minds and to the wider world without figuring out the real reason which is their devious plot. By the time our people get free in the courts and by the time we wake up to this plot let us hope it is not too late.

    The Governor is from the UK. The Commissioner of Police is from the UK. Most of the Governor senior staff is from the UK. Most of the senior police officers are from the UK. The UK Governor is in charge of the police and is not accountable to the people of the BVI but only the UK. The Commissioner of the COI was from the UK and was hired by the UK Governor and the UK. The COI recommendations were given for investigations from the UK COI Commissioner to the UK Governor who gave them to the UK police to investigate. I hope everyone getting the picture. They will slaughter us in 2023 and make it seem justifiable but it is really about a take over using modern slavery tactics of old. Please my people wake up. Not one of us will survive if we do not wake up.

    The BVI can complete and implement every recommendation from that questionable COI process and it still will never be enough to satisfy the UK. These UK officers and their UK Commissioner of Police has been strategically placed to ensure such. Just wait and see. The reality is the UK wants to rule all OTs directly so they can give their friends jobs especially in the police force, judiciary and senior positions in the public service as the economy in the UK is real bad. Yet, there are many people from other Caribbean countries come here with their own background (background checks are a joke) and they still hire them. Then when they start to show their teeth, they see the monsters they hire. UK come here and get what they want because as Morris say, the local people hire them. They do not get in on their own.     Those who reach a certain age had to leave the RVIPF. The retired officer from the UK at same age are allowed to join the RVIPF and receive so must benefits for 2 years like housing and telephone allowances and a pay cheque $125.000.00 and a local cop after working for 25 years goes home with nothing. When they come you the local have to teach them what to do. Every COP would say the BVI don’t have the skill to solve the crime. UK officers just come on vacation and never solve any of the crimes. It is continued trend.

    As a young girl growing up in the islands I always heard about how the Europeans came and enslaved our people. I often how could our people let this happen. When I research I realize that it happened in the same manner they are doing it now. Abuse their power and make only the blacks feel as if they are dishonest even if the facts prove otherwise. Make arrest to instill fear of them in the community. Take over all the top jobs and lands. Have us fighting each other and blaming each other. Have some of us help them so we can feel like we have arrived through their acknowledgement. The fact is there will always be wrong and right but when a few persons start to act above the judiciary system and misuse it then this is where enslavement of a people comes in in a manner that seems justifiable but when you dig beneath the surface it is nothing but a well organized plot to take over and enslave and instill fear. We are at this point once again in the BVI.

    The RVIPF employ 342 Officers, 17 (5.0%) of these are white. This is less than the British Virgin Islands Demographic Profile where 5.4% of the population of the BVI is white. How is this racist?     From the time I became conscious of and paid attention to the police there were always more foreign born officers than locals. So I do not know why this is an issue now. If virgin Islands people have a problem with thus, Join the dam force. Same thing with prison. Locals out numbered in staffing. Locals head the list most incarcerated. Airport security....I'm not even going there this New Years Day.
