VIP Gov't supports Anegada having its own Representative in HoA

THE SETTLEMENT, Anegada, VI- Minister for Natural Resources, Labour and Immigration and Ninth District Representative Hon Vincent O. Wheatley (R9) is in support of the view by some Anegadians that the far-flung island would only meet its full potential if it is its own district and, by extension, has its own representative in the House of Assembly (HoA).

“I firmly believe until you can choose one from among you to represent you, you will not move to the next level the way you are supposed to,” he said to residents during a meeting held on the sister island on Sunday afternoon, October 24, 2021.

“So once it’s clear that’s what the people of Anegada wants, you have my full support. I will fully support it; this government would go with you once it’s clear that you want to be your own district and you can work together, and you can choose one from among you to represent you in the House of Assembly.”

Minister Wheatley said residents should also be willing to work in tandem with the representative for a common good.

'Nobody should stand in their way'- Premier Fahie

Premier and Minister of Finance Honourable Andrew A. Fahie (R1) also said he would respect the wishes of the people if they wanted to have their own representative.

There are some things that have to be done which is completing a boundaries commission and certain things that we would have to do within lands.”

He added: “If and when the people of Anegada bring that petition because we have heard the same from the people of Jost van Dyke also; but if the Anegadians bring it and say this is what you want, this is what you want my answer would be yes because the voice of the people is the voice of God,” Premier Fahie stated.

The people of the sister islands have often complained about being treated like stepchildren.

Meanwhile, the other members of the Virgin Islands Party (VIP) government visiting Anegada yesterday were Minister for Health and Social Development Hon Carvin Malone (AL) and Minister for Transportation, Works and Utilities Hon Kye M. Rymer (R5).

    Vote me down but we have a significant majority of adults residing in BVI with no voting rights at all. We indentured servants are used and abused and when we complain we told "boats and planes leaving daily". We may live and toil here for two decades before we are even allowed to apply for status. How is this 60% of adults having no voice, no labour union, no advocacy group, democracy? The answer is, it isnt. The consequence is unfettered corruption and cronyism, and ultimately it is the COI. I wish the people of Anegada a larger voice, I hope the Belongers who can vote (all 150 of them) get that chance but what for the 10,000 plus work permit holds with no voice? Who speaks for our human rights?

    Anegada, at 15 square miles and a population of 285 (2010 Census), is the second largest island in VI(British) 36 island chain, the most remote island from Road Town, Tortola, where the seat of government is located and the most sparsely populated among the four largest island, ie, Tortola (21.5 square miles, , 23,908 pop), Anegada( 15 square miles, pop 285), Virgin Gorda (8 square mile, pop 3930), and Jost Van Dyke( 3.1 square mikes, pop 298). Population estimates are based on the 2010 Census.

    Anegada, as any other community, is entitled to fair and equitable representation and a fair and equitable share of the VI limited resources. Anegedians are a proud, hardy, industrious, resolute and resilient group of people. From a far, it appears as if they are frustrated and disappointed with level and quality of representation and share of economic and social resources. They feel like step children and don’t want to be subordinate to other sister islands in political representation. Clearly, Anegada has some legitimate concerns and needs. The question is how best to solve the problems at the lowest cost. Is adding Anegada as a 10th Electoral District the best, most economical and effective means to address the long-standing concerns? Before offering my opinion, I will digress.

    The VI has a population of approximately 30, 492 with 13 elected members ( 9 District, 4 At Large). Each district rep, represents an average of 3,388 residents; at the district rep + at large rep level, each member represents on average 2346 residents. This is going to be an unpopular statement to many, especially current and potential politicians but in my humble opinion there are too many elected members. Open to debating my position. With vast improvements in transportation and telecommunications, a single elected member can effectively represent on average more people than he/she currently is. Donkey and horse mode of transportation are in the rear view mirror; telephone and other means of communications are common place.

    Moreover, in regards to Anegada representation in the HOA, the current system is workable. Currently, Anegada and Virgin Gorda forms the 9th Electoral District; 9th District voters also vote for 4 At Large members. These 5 members in addition to the Premier should ensure that Anegadians get fair and equal political, economic and social representation and fair share of resources. Additionally, a local council should be developed and codified for Anegada to assist elected members. Further, the At Large system IMO should be restructured along geographical area, ie, each At Large member should represent a targeted geographical area vice the whole territory.

      Good read. Agree that Anegada should have fair and equitable representation and enjoy a fair and equitable share of resources. Nonetheless, it should make the best sense and in the best interest of the BVI. Concur that At Large system should be geographical.

      I was convince that Anegada road to progress was having its discrete district. I’m still not fully convince that it is not the best path forward. Nevertheless, in reading your comment, I took a pause. Your input was interesting. If things are not going to change, ie, not getting a separate district, I prefer the District Council over Local Council. The District Council could engage in physical, social and economic issues, as well as in district planning/neighborhood planning.

      Structuring At Large Rep by geography practical sense. Who are the At Large members responsible to? The answer is everybody; if you are responsible to everybody, you are not responsible to anybody. If residents of the 9th District have a problem, which At Large members do they go to? All of them I guess. Make an At Large responsible for a geographic area is more effective. Here is proposed alignment: At Large Seat 1–District 1 and 2; At Large Seat 2–Districts 3, 4 and 5; At Large Seat 3–Districts 6&7: At Large Seat 4–District 9. Some seats will have overlaps in districts.

        You left out District 8 but got the point. Assume that you would have included D-8 with D-6&7. At Large seats by region makes more sense that the current territorial plan. Currently, At Large members just make them make up the numbers. Make At Large members responsible and accountable to the residents of a specific geographical area.

      1 Representative: 285 residents is not the best solution to Anegada’s supposed neglect. The current structure though it may flawed is workable. What seems to be lacking is the planning and commitment to ensure that Anegada gets it fair and equitable share of resources. Anegada may want to elect one of its own, a native son or daughter, to follow Dolph Faulkner into the HOA. However, a native Anegadian, though he/she may be at disadvantage, can stand for election in the 9th District or At Large and convince the voters that he/she is the best candidate for the job. True, a minority candidate always have to work harder. Nevertheless, even if Anegada had its own rep in the HOA, it would still have to compete for resources. Its vote along will not singlehandedly deliver what it wants. As now, its rep will have to work cooperatively and collaboratively with other members to deliver for Anegada. Though having its own native rep will boost the spirit and psyche of Anegadians, it will not move the needle much. True, being at the table when the pie is being shared has some value. The bottom line is that there must be a commitment led by the Premier that Anegada, Jost Van Dyke and other outlying islands commensurate with their needs get their fair share of resources.

    i recall when anegada use to be the breadbasket with daily flights in and out now look

    by now a proper airport should be in place
    they have been a serious laps in the development for us the people

    substantial focus is given to the tourism industry yet somehow that tourist focus does not generate enough income to trickle down to the people

    poor roads
    poor public street lighting
    poor water distribution

    the visitors move in & out of the territory while the residents must put up with delinquent development

      When there was talk of expanding the airport at Anegada to take international flights, you guys were carrying on against it. Something about the island sinking.

      That international airport would have transformed Anegada. But it's not too late to start supporting it.

    I would humbly suggest that Virgin Gorda be split into two districts making it Districts 9 and 10, that Anegada be made the 11th district, that Jost Van Dyke be the 12th district, that the Sister Islands collectively be the 13th district, and that the At Large seats be abolished as a consequence. This way, you have 13 elected HOA members all responsible for a specific district and consequently, district constituents that they have to answer to directly.

    The VIP party needs a dose of reality. The old geographic district system for voting is archaic. The HOA could easily downsize to just 5 well educated at large politicians elected by the whole BVI electorate. The BVI is too small for this multi-party system anyway.

      You posit that the old geographic district voting system is obsolete, the BVI can get by with 5 well-educated politicians and that the BVI is too small for multiparty system. You say what you want to can but not how you would restructure the system. Up to the 1950s, Virgin Islanders could not directly vote for their representatives, had to own property to qualify as a voter, had to be able to read and write etc. It seems that you want education as a qualifier to stand for election. That sounds like a poll tax. It is bourgeoisie. What do you mean by well-educated? Hold advanced degrees? Book sense is one thing but street smart, political instincts etc are another. You cannot just tell us what you think is wrong with the system but also what the fix is.
