VIP Gov't signs $786K contract for 'Sports Complex' to be air-conditioned

ROAD TOWN, Tortola, VI- Deputy Premier and Minister for Education, Culture, Youth Affairs, Fisheries and Agriculture, Dr the Honourable Natalio D. Wheatley (R7) has registered his immense pleasure that the Multi-Purpose Sports Complex on Tortola will soon be air-conditioned, a situation he had promised to address.

“Contrary to what persons say, this is a government of action,” Dr Wheatley commented during the contract signing ceremony for the Procurement, Installation and Commissioning of the Heat Ventilation and Air Condition (HVAC) System at the Multi-Purpose Sports Complex today, December 9, 2021.

The Deputy Premier said it was only by God’s grace and mercy that the government continues to sign contracts and push forward in the face of the economic hardships brought about by COVID-19.

The contract was signed with the family-owned business Quality Air Conditioning and Refrigeration Company Limited to the tune of $786,000.

Premier and Minister of Finance Hon. Andrew A. Fahie (R1) and Dr Wheatley signed on behalf of the Government while Mr Kelvin Thomas and one of his sons signed for their company.

The AC system will be made abroad and shipped to the territory after being manufactured for about three months.

'It's a big deal'

Premier Fahie during his speech said the contract signing was a big deal, especially because it is a local who won the bid.

“This may seem simple to some but being in this complex without AC is not a good feeling. So today we are making steps to change that. This is a substantial piece of work that requires a certain degree of competence to get done and I am very proud to see that a Virgin Islands service provider has been deemed capable of delivering this project,” he said with pride.

Premier Fahie added that many in the territory believe that good only comes from outside but when locals have been given the opportunity they deliver, such as those on the L. Dorothy Turnbull building at Elmore Stoutt High School.

    Sounds like a very padded tender. Would like to see the competing tenders and the reason why they were turned down. That would be transparency.

      Clearly you are not. These figures are roughly what it would could to change out a system such as big as what's there now and to keep in mind with labor and imported of equipment and materials.

    So, how much did it cost to build this sports complex? That is very expensive just to install A/C.
    How about using half of that money for mold remediation at the high school?

    Didn't Quality Air Condition get the AC contract for the Adorothy Turnbull L shape building and only part of the building is airconditioned. R you think people sgupid.

    Why is this a priority? And, how much will it cost to run and maintain? Where are the specifications for this project or was this “gimme a price to put a/c in the Sports Complex”, which would mean other bids (if they actually exist) are unlikely to be comparable? Engineers estimate? Where are the bids? What’s the betting this will go over budget and will take longer than expected to get it done? Or, is this a Xmas gift to someone well connected? Why is this a priority? Why are we not investing in
