Only Gaskin can stand up for the civil servants, but with his party NDP in power I am not sure civil servants will get a fair hearing with him….my two cents.

The VICSA is necessary when it is relavent. Right now there is a real need for the VICSA, I was listening to Fraser and he made a point about the government's decion to cut INCREMENTS 50%, and he said it would be illegal to deduce that money in 2012 because the money was earned in 2011, and it already belonged to the employee. Fraser is right. You cannot take back a benefit once it is given, they can only cut increments for 2012, which will be paid out in 2013. The VICSA can play a meaningful role by ensuring that government dose not rip off the Civil Servants of their EARNED INCREMENT
