‘VI population too small for NHI’ – Hon J. Alvin Christopher (R2)

- employees' contributions would have to be higher for NHI to be sustainable
Representative of the Second District Honourable J. Alvin Christopher said that based on the number of potential contributors to the National Health Insurance (NHI), he is afraid that the contribution rate of 3.75 percent for employees that is being quoted may not be sustainable. Photo: VINO/File
Following actuarial studies of the cost of health services and of administering the NHI, a contribution rate of 7.5 percent of income up to a stated ceiling was determined. This is intended to be shared equally between employer and employee so that each group contributes 3.75 percent. Photo: VINO/File

ROAD TOWN, Tortola, VI – Representative of the Second District Honourable J. Alvin Christopher said that based on the number of potential contributors to the National Health Insurance (NHI), he is afraid that the contribution rate of 3.75 percent for employees that is being quoted may not be sustainable.

“It will have to be higher,” he said in a comment to this news site yesterday September 24, 2014.

“It will have to be much higher than 3.75 percent contributed by the employee. I think the population is too small in order to service and maintain the system as proposed,” he said.

Following actuarial studies of the cost of health services and of administering the NHI, a contribution rate of 7.5 percent of income up to a stated ceiling was determined. This is intended to be shared equally between employer and employee so that each group contributes 3.75 percent.

“Without getting the NHI in place they would not be able to open the new Peebles Hospital,” said Hon Christopher,” he said.

“The way it is structured now in my opinion it is supposed to cover the debt [for the hospital],” he said. He noted that the [British Virgin Islands Health Services Authority] is a statutory body by itself which is supposed to be self-financing and self-sustaining.

“My personal view based on the numbers, I wonder if it will be able to keep the system going,” he said.

“One of the things you would find with subsidized health care, everything will become three times the amount and this is one of the things that might happen in the system here,” he said.

“Those who are paying into the system will ensure that every time they have a concern they will visit the doctor,” he said.

“The whole idea of NHI might be a good idea but the size of the contributors is where my concern lies,” he said.

When NHI comes into effect employees will be loosing 15.75% of their salary via Social Security, Tax and the NHI. Cost of living is already high! Please don't suggest another hike in the NHI as God only knows how the people of this blessed nation will survive. Bad governance always results in struggles for the people especially the poor.

Ronnie and Roy knows that it is not sustainable but they are still insisting to push this scheme down the peoples throat just like everything else under the NDP agenda. It is sad to see what this place is coming to.

I would continue to collect coins and not steal them.

So Actuaries got it wrong? People who are so brilliant with numbers it consumes them have got it wrong but a guy who switches parties and still keeps his seat at The House of Assembly has got it down? What a joke!

Probably not, but economy is shot to hell so the initial assumptions are not the same and like everything else the Government will get this wrong

The way money is turning around in this economy now, institution of the NHI now will only place more hardship on people. Then, to think that a backup system will have to be in place at least for a year, paying two sets of insurance and still having to pay when one visits the doctor or the pharmacy - that is hard. Health authorities, please have this NHI well planned before implementing it to cause more hardship.

All we do is complain. No one wants to offer solutions, and we want Government to pay for everything and solve all of our problems, but pay no taxes.

The naysayers said the same thing to Lavity when he wanted to introduce Social Security. Alvin bread is buttered on both sides and then some. What does he care.

This is my problem with NHI!! The implementation of this means that more money will be coming out of my salary on a monthly basis. I already have an insurance which is offered to me through my employer (I pay for my two year old), with the implementation of this bull, it is highly likely that this could be rescinded. If I had excess money to pay this I probably wouldn't have such a major problem but my issue with it right now is that I can't F&^%ing AFFORD it!!!

The NHI is to pay for the running of the hospital and ronnie's mistake.

Our population base is way to small to afford the nhi. It is bankrupting tci, where they have been cutting services left right and center for it.

The better solution is to mandate employers to have their employees have insurance and then tax that policy to have a fund for those who don't work (seniors, youth, indigents)

There is no question, Ronnie made a major blunder when he ignored the advise of the Tender Board. Now his back is against the wall with no where to turn. trust me, this plan if put in place, will cripple many small buisnesses. The BVI did not need a million dollar a bed hospital and neither do we need a 5 million dollar hospital in Virgin Gorda. These Ministers are taking advantage of our Premier who over his head in matters related to finance.
