ROAD TOWN, Tortola, VI – Premier and Minister of Finance, Dr the Hon Natalio D. Wheatley (R7) has called on the people of the Virgin Islands (VI) to unite, stop the infighting, and send a strong message to the United Kingdom (UK) that it does not want a relationship where the UK can suspend the local constitution.

This comes as the Premier has been vocal about the powers of the UK to even suspend the constitution of another territory, which he says goes against democracy.

“I don't agree with it in any way, shape or form. I do not agree with the United Kingdom or any other government suspending another group's constitution, it's fundamentally undemocratic,” Dr Wheatley outlined on an October 6, 2022, press conference. 

No imposition of Democracy - Premier Wheatley 

“You can't impose democracy on someone, even if you suspend the Constitution, the people still have to live here, and we still have to deal with our own affairs,” he said.

Premier Wheatley added that from his perspective, the concept of suspending a constitution is a flawed one that the United Kingdom should abandon.

Premier Wheatley, since taking the helm of the Government of National Unity, has been on a mission to prevent the suspension of the local constitution.

The Premier has however in recent time, become an advocate for a new relationship with the UK, one defined by the UK not having the powers to coerce the territory, but rather, working together with the local government. 

“Draft Order in Council or not? The United Kingdom has the authority under the laws in our constitution and the laws of the United Kingdom to suspend our constitution... I  believe that we have to move away from our relationship where any government or any group of people can put another group of people in that position,” he said.

The Premier said to move away from that relationionship, the people of the VI must be able to wake up and get together, “let's stop fighting against each other and let's work together and send a very clear message that we do not want that type of relationship anymore,” he said.  

With the VI going through a constitutional review process, the Premier said it is a 'wonderful time' for the VI to send a very clear message on its relationship with the UK. 

“We do not want a relationship with colonial practices… where you take away our House of Assembly and you take away Cabinet and you put all executive and legislature power in one man’s hand who's not elected, for me that's unacceptable,” he said.

    Now this makes sense coming from our Premier. I was starting to wonder if we were being led to simply submit to whatever the UK pushes down our throat. The order in council feels like a noose around our neck just waiting to kick the chair from under us. It is a racist, colonial system that needs to be put to death. I do not mind cleaning up and getting policies in order to prevent corruption, but to get it done through colonial and racist means should not be an option. Thank you for standing up Premier.

    Well said Mr. Premier, but you have a lot to do with what you are now requiring. Who have you surrounded yourself with. Are you getting the input and feedback from us in order to get that support from us? We want to stand behind you BUT you have to stand the right way in front of us as well as with us, as our leader. Remember that we are already a very divided people, the UK is a master of creating and exploiting division. NOW more than ever WE must unite as one people. But then again the big question is who is the WE that must unite. I will leave it there for now. Shalom!

    most of the folks residing in the territory are basically non belongers so there will not have much social interest in bvi affairs of the land

    most bvi of our people live in usa with green cards and most of them not returning home…….

    there is hardly an unity in our society these day every man for himself and quickly pull down. Look around your community. Our folks shoot each other while others come here and develop

      I don't believe it is accurate to infer that non-belongers don't have social or political interest. On the contrary, many do despite the fact that they cannot vote. It's fair to say many long timers lose interest because they feel shut out or unheard. I also submit that while there may be many belongers with green cards overseas (who could vote by mail if it was set up), there are far more belongers on the voter rolls here who won't show up at the polls.

        let me make it clear: caribbean nationals have contributed immensely to the virgin islands development: as a virgin islander i wont go elsewhere with certain levels of conduct; I could become very argumentative while in road town!!!!

      This Brain drain was created by our own. Our people put to much pressure on our own causing them to seek greener pasture. They prefer to bring every man Jack from outside to down trod our own. We have no value for our own. We continue to deplete our own human capital because we don't want to pay them. The money is to much for the locals but it's not enough for the expats so we increase their pay give allowances and pay for houses and travel tickets to entice them to accept offers. This nation will never prosper with this type of injustice to the indigenous people of this territory. You prefer to push pressure on them daily only the strong will survive. We look down on many instead of uplifting them. We have so much hidden potential in people because we don't allow people to be them selves. Think about it truth hurts. Few people here have confidence in their own that slavery mentality must go then and only them we will see our own coming back to make valuable contributions. The longer those in power takes to get a grip of this, time clock is clicking and other people country is gaining from our rejection.
      We can say it is the same every where in the world but it's time to take some introspection. All our resource personnel outside and inside the territory must be looked at with a keen eye and must be given proper and attractive packages to keep our people. B.V.I. wake up we are asleep to long. Look at it for example we have the best heart surgeon outside for decades and many more qualified people but no we make BVI to small for them. We couldn't see beyond our nose. All we know is to attract outside resource personnel. So we are sending people to school and giving them to another man's country by forcing them out.

    Hon. Premier Natalio Sajande Wheatley, had the UK chosed to suspend our construction had no power to prevented same. As many and I have recognized, you have not agreed to complied fully, as you have convinced many to believed or you would not presently be fighting against the CoI recommendations.

    After many years of mismanagement of our finances by political leaders, the UK was forced to come to our rescue. Deliberate mismanagement of the people of the BVI is by far more detrimental to us than as a people, Spiritually, socially, economically, mentally, physically, and educationally.

    Dictatorship is dictatorship, colour of skin, nationality or geographically do not matter. What matters to us now at this time is good governance. Things politically speaking, cannot be allowed to continue as usual.
    You want the BVI to be govern in line with your ideological mindset. We are desperately in need now of better governance. Changes are needed now. In many, and my honest opinion, those needed changes would not happen to bring about good governance we hope for under your leadership.

      @Native Senior Citizen: If the UK can suspend our Constitution on a whim, why haven't they done it. I'll tell you why, they want us to voluntarily give up our rights and surrender our self-determination goal to them.. They don't want a legal challenge because they are not sure of the outcome. Based on the UN charter they may have to allow us more power than we currently have without forcing us to go independent. The sword they hold over our heads is "Independence" not the "Order". Independence trumps the "Order" but they know we are afraid of its possible negative implication or outcome that's why we put up no challenges to them. We are cowards and they deal with us as such.

    What people don’t understand is the true benefit to having a relationship with the UK. If our government wasn’t held accountable to anyone, the corruption would be unfathomable. There would be no second class, only super rich and super poor. Let’s not forget about the financial and military support following hurricane Irma in 2017. Who would we rely on in the event of another natural disaster? Our own government?!

    No one wants to be told what to do.
    But with the recent exposure of almost complete corruption or inability to perform, we need a hard reset.
    We need to become collectively mature about the future, then it will be ours.
    England does not want to be the parent, but many here give thanks they are, again corruption complete.
    They will gladly let us go when we can show responsibility for ourselves, but for sure that is not now.
    Fix the car before we can drive down the road!

    The [British] Virgin Islands (VI) has been colonized and under UK control since 1672, changing status from colony to dependent territory to now more politically correct an overseas territory. Per UN charter, it(VI) is 1 of 17 remaining non-self-governing territories (NSGT)with the UK as a member of UN serving as the ‘Administering Power.’ People of NSGTs as well as people everywhere have the right and freedom to pursue self-determination, ie, independence, integration, free association, etc. However, the right and freedom to pursue self-determination do not seem to be a default right for some nations, countries or territories, ie, overseas territories.

    The once vast, powerful, and incredibly enriching British Empire has been relegated to the annals of history. The UK, overseas territories, and the crown dependencies though technically not part of the UK are promoted as a family.

    Nonetheless, the VI is not treated the same as other political/geographical areas in the UK. Like other colonies of the old Empire 1 and Empire 2 , the VI is not integrated into UK. It is supposedly to self-governing but that is a mirage. The center power lies with the UK-appointed governor. The UK as the ‘Administering Power’ role and responsibility is to assist and guide the VI towards a full measure of self-government.

    However, that effort is luke-warm and less than robust. Yes, the VI has a constitution that is a power sharing agreement with the UK. The constitution is a dependency model constitution. The UK is responsible for external affairs, defence, internal security (including RVIPF), civil service, and the judiciary; local government, finance and other remaining functions. Nevertheless, the UK- appointed governor has unilateral power through assigned (retained ) power, special responsibilities, reserved power, and the assent power. Few powers are devolved/delegated. And any devolved powers are easily reversible through an order in council action, ie, suspension of the constitution. The VI constitution status is ‘suspended’ and is being held in abeyance. The threat of suspended the constitution is dangling over the head of the VI and its people like the Sword of Damocles.

    Colonialism at its peak was an extractive, exploitive, abusive, violent, genocidal, dehumanizing, atrocious, etc, institution. It set up class, caste, etc, system where one class of people was superior to others and entitled to special entitlements and special privileges. It was and is a zero sum operation. Though colonialism may have been scaled back, its basic tenets are still applicable to OTs. The current relationship between the UK and VI have elements of game theory. For example, the threat of suspending the constitution put the VI in a prisoner’s dilemma situation. In the current situation, there are no Pilates. The more things change the more they stay the same. However, the only constant in life is change. Virgin Islanders are expressing a strong desire for change. Nevertheless, if they want real change, they must work collectively, cooperatively, and collaboratively for change. They must advocate and agitate peacefully for positive change. Unity is power and strength . Time to turn talk into positive action like Theodolph Faulkner, Christopher Flemings, Noel Lloyd, etc did.

    Ne Timeas= Don’t be afraid. This is the BVI darkest hour, finding itself in a hole. To dig itself out, it must stop the deepening and widening of the hole. It must also shore-up its sides/walls to keep them from collapsing unto it. Every country, organization, empire, individual, etc, experiences and endures challenges, setbacks, and failures. And the entities that recover and rebound have two commonalities, ie, planning, unity. Consequently, at this grave hour, the BVI needs unanimity. The BVI cannot be pulling in every direction; it must hang together or it will hang separately. The BVI and Virgin Islanders must fix itself; others cannot and will not fix it for us. The self-anointed, patronizing, condescending elites/supremacists have another agenda.

    The people of the VI do not want corrupt leaders. If our leaders cannot be honest and since we have no way of ensuring change then by all means suspend the constitution. Let's stop judging what the UK can constitutionally and legally do and get our house in order. Let's pass the Register of Interests Act and fire any civil servant who chooses not to be transparent and accountable. Let us get rid of the rot among our leaders. This idea of entitlement even in the face of crime and corruption is not what VI Islanders want. And we do not want you if you want that.
