BAUGHERS BAY, Tortola, VI – A former Minister for Health and Social Development Mr Carvin Malone has called for the [British] Virgin Islands (VI) to stop being reactive and be proactive when it comes to United Kingdom (UK)-imposed policies.

Mr Malone was a guest on the August 28, 2023, edition of Umoja hosted by Shania M. Smith-Archer, who suggested that the VI may be on the receiving end of quasi-governance when convenient from the UK Government as they discussed topics such as same-sex marriages and capital punishment.

“As you would quite appreciate the one VI agenda [is] set to look at this and a number of other issues which will be unfolding in very short order. So we have to be mindful that we cannot only be reactive, we must be proactive in looking at a number of these particular issues,” Mr Malone said. 

He said for OTs to take a closer look at self-determination, it means they must set their own narrative and agenda. 

"The narrative being set, if it is set by others, then it cannot be us, because we have to set our own narrative... We [VI] have a particular quest from 1962 up to now and the role that the Parliament should have been looking at is how do we prepare our particular Overseas Territories and/or the colonies to look in terms of self-determination.”

Moving towards self-determination

He said rather what he sees are propositions looking at how OTs like the VI can stay within the current structure under the UK, and the UK feels good about it.

“We want to feel good about your structure, modernise it if we have to, but it is not looking into the core matter that we need to do, because self-determination would always be that and whether or not you're determined to remain as a glorified manner of colonisation or do you want to go to any of the other three acceptable routes?” he said.

He added that some people are happy with trying to find out, how could the UK love the VI better.

“You know, we don't want to move, but what we want to do is to find out what would we have to do to get you to appreciate us more and for us to accept what it is,” he said.

Mr Malone said the people must therefore decide on the way forward for the VI, “It must come down to where the people, if given the opportunity to determine for themselves... So we can't go without the buy-in in from the people. That's exactly what it is," he said while adding that education on the topic has been lacking for several years in the VI.

      I help vote him out but I still respect him and his views and it does not mean he is a failure or cannot positively contribute to the future of the BVI in other areas. The last Governor made it clear he was 100% for same sex marriage. To me there are more pressing issues as the Bible is clear of this issue and I am staying on GOD'S side with this and all other issues which include fairness and accountability across the board and this includes holding the Governor and UK accountable and not just the other way around.

    If the BVI wishes to remain British it needs to understand Britain insists upon certain “modern day” globally accepted standards of which Gay Marriage is one.       I do not knkw who you are trying to fool. Britan and their Governor is promoting good governance and transparency but post for me where you can find the detailed steps/procedures of how an OT like BVI, Anguilla, etc can follow to the "T" and apply for independence. I have not met anyone who can find this information because it does not exist. Why? Simple! Britan says with their mouths who want independence can have it but their actions show they do not intend for that to happen as there is no transparency nor fairness in this "so-called" modern partnership.         No one is trying to fool anyone here, if the Premier asked for independence it would be granted immediately, but, no one is going there because everyone knows the BVI would not survive as an independent territory. We survive on the income from the finance industry and that would disappear overnight following independence, it’s that simple. If we want to remain part of Britain, rightly or wrongly, they have expectations, it’s a simple choice. As Long said, we can’t have our cake and eat it.

      The BVI can look at free association with the USA. This is done in a few small pacific island countries. The arrangement is renewable every 20 years.

      Unfortunately, with the lazy and corrupt nature of the BVI, the agreement would probably not be renewed by both sides after the first term.

    When you research what is now taking place here in the UK, life is much worse here than in the BVI and most OTs. Serious crime and illegal drugs and guns are on a significant increase and the UK economy is extremely sluggish. Leadership is not stable. Life for most common UK residents is not good and most of us are disgust with the current policies and leadership. These are the cold hard facts although our UK Officials try to portray their leadership as stellar the facts do not support it. BVI you have always done well and with a few adjustments you can go independent and do well. Do not let the UK Officials continue to put you down and make you feel as if you can do nothing good. It is an old suppressing tactic that you must not fall prey to.

    I do not always agree with Carvin but he is right this time. I am one disgust of all the Governor findimg fault daily of everything in government and the BVI and claim that he and all Governors before him are fault free. I am also annoyed at some of these 48 COI recommendations as they are not good for the people of the BVI and needs further discussions and adjustments and should not be implemented wholesale.

    Let's first start addressing real issues to eradicate colonialism and abuse of power by modernizing and amending the COI ACT as it was passed in 1880 during the slavery era and mentality. Most of its content which was used in the COI can be challenged with success. People now have rights and they must be allowed to exercise those rights without wrong doing being covered up on all fronts locally and by the UK. There must be balance. There must be equity. There must be fairness.

    The new register of interest act makes it mandatory for all elected and public officials to register their interest and make them public knowledge. However, the Governor and all his UK staff working locally in the BVI have insisted they be exempted from doing the same. It is these kinds of high handedness that bothers people about the actions of the Governor and UK while trying to portray that their goal is fairness and balance when in fact it is about dominance and control. We must fight these things and speak out against them.

This is wrong because a consultant hired by government whether from the BVI or not, must now locall6 register their interest also so the Governor and UK persons working with the Governor in the BVI should be made to do the same thing even if they done so in the UK it makes no difference.

The register of interests is aimed at government officials who also have private business interests within the island, people who can benefit themselves through the political process.     Disaster Management and police are under the Governor and after Irma and Maria he failed the BVI miserably. The police failed to plan ahead and allowed most businesses to be vandalized after Irma with no help in sight. It was so bad that to date some businesses have not catch back themselves and the Governor and Commissioner of Police have seemingly been let off the hook but had it been a subject under the local government both the UK and some of you would have been on their cases all now. This is why I did not and will never support how the COI was done as it was an pre-organized hit job to save their face internationally in a lot of ways.

    Hon. Malone One of the most astute public servants we have. He addresses issues in a sober and factual manner with the ability to break down complex issues into digestible, actionable outcomes. His analysis ,approach and understanding of the way forward to VI independence is unparallel . Why current Government is not leveraging this competency is a mystery. Perhaps a case of putting personality over performance.

European conquerors colonized the supposed new world, the Americas, and killed off most of the natives, some to extinction; expropriated the native land, enslaved Africans and exploited their labour, exploited and depleted resources, built European economies and personal wealth, used the power of government structure and support to control all the wealth, power, resources, levers of government to the advantage of one race—White. They unilaterally determine for themselves special privileges, entitlements, and had racial superiority. This power was supported and attained by subjugating Blacks, casting them as a underclass and ensured through legal and extralegal means that stayed on the lowest rung on the social acceptability ladder. Slavery was hereditary, passing from generation to generation; it was permanent. It is indisputable that slave labour built the UK, US, etc, and created dizzying individual wealth. This wealth was generational; they are still benefitting from the acquisition of all the wealth, power, resources , slave labour exploitation, etc. Nevertheless, they want to pretend that the exploitation is a figure of our vivid imagination and it should just varnish and that reparations and reparative justice is just some parasites looking for a handout.           Their ancestors practiced colonialism and today their offsprings have graduated to neocolonialism! Look at Africa, Hawaii, Haiti, Britain OT’s etc. The world is ‘awakening’ and understanding the modernization of Western imperialism and the covert manipulation.

          Colonialism is different from neocolonialism because colonialism involves direct control over a territory and its people while neocolonialism involves indirect methods to control a territory and its indigenous people.

    We all agree there are important issues to discuss and get public input. We all agree our country must improve in certain areas and is doing its best to do so. But what about discussing a modern day slavery whip of an order in council to suspend a constitution in the 21st century until things like the judiciary, and others are operating how a mere few men from the UK want it to operate. How can this be correct when there is no law in place to hold a Governor and UK accountable. People still want to know and see the ad with the criteria and salary offered to the person selected to do the COI. Was this tendered? Was this advertised? Who vetted the applicants? Was the person hand picked? Who decided the salary and terms of reference? Who paid for it? Was this all done according to the COI AcT in BVI? Why can't these questions be answered? Why only one Commissioner for the COI was selected? Was this by design to get a specific result? Why was he from the UK? Why the UK, UN, CARICOM, and OECS, could not each independently name a Commissioner to sit on a board of Commissioners to allow transparency and fairness to do the COI? Why was the staff for the COI selected solely by the UK & were all from the UK? Why was all the COI staff persons from the same UK department as the Governor? Was the COI really independent and transparent as the Governor is claiming? Would we think so if what was done by the UK to initiate the COI was done by our local elected officials? Did the Commissioner of the COI lie to immigration and Customs when he came to BVI and did the Governor on Why he was entering the BVI? If so, is this not an illegal act punishable by law? Who really wrote the 48 recommendations in the COI report? Where they written before the COI started? Where is the other government UK lawyer Cox report? After all every story has 3 sides, yours, minds, and the truth. Where is the letter the Governor wrote to the UK in confidence asking for the COI? Was it factual? Where is the letter the Governor wrote in confidence asking for the Order in Council to suspend the constitution? Was it factual? The BVI public needs to see all these things so history can be accurately recorded. The BVI public needs to know all these things. The BVI tax money pay for a seperate lawyer for the Governor for the COI so why is the Governor, UK, & some locals upset about the speaker's lawyer bill being paid by taxpayers? What is the difference? The Governor is im charge of the police. Is he using them with the UK Commissioner of Police to promote their cause through abuse of power? The well organized intentional negative narrative the Governor & UK Officials is painting on the BVI is seeming as if it is currently working somewhat because the REAL TRUTH is not getting out. The FULL TRUTH NEEDS TO BE SET FREE. Then and only then will the BVI & ITS PEOPLE be set free.

    A man who use to work at the Governor House went missing for days and no one could find him. The police could not find him. The police dogs could not find him. Other people who were looking could not find him. But the last Governor found him without much effort. This was hushed down but it remains a mystery. I guess the laws are only for the local folks.

      Africa is one of the most richest continent on earth as well as the second largest on earth. You can fit China, India, the United States and most of the European nations in Africa. The continental of Africa holds 40% of the world’s gold and up to 90% of its chromium and platinum. Africa also holds around 30% of the worlds mineral reserves 12% of the worlds oil and 8% of the worlds natural gas reserves.

      Africa have been exploited by europeans and America to enrich themselves and they still continue to do so. Many of those ‘first’ world countries are bullies who’s been taking African peoples lunches for centuries.

      Mother Africa is standing up and refusing to be exploited and telling these nations to get out! Therefore, I stand with my mother country and it’s Liberation from these pale skin pirates….the soulless bullies with a #1 world Label on their heads that they created to camouflage their true nature of ‘Progressive Exploitation’ for gains.

        The BVI just like after Irma, did far more on its own without the UK to save many lives and businesses during and after COVID. The only thing the UK recognizes is their giving of the vaccine. This is nothing short of worthlessness and bad mindedness on their part.
