VI looking to identify & revive old water sources – Perline R. Scatliffe-Leonard

-as part of World Water Day 2022 focus on making groundwater visible again

BAUGHERS BAY, Tortola, VI - Director of the Water and Sewerage Department in the Virgin Islands (VI), Mrs Perline R. Scatliffe-Leonard has said that efforts must be made to identify, and in some cases revive water sources to include wells, catchments and natural areas such as ponds to mitigate the impact of Climate Change.

“Potable water service can be grossly impacted during hurricanes, power outages, rising sea levels, and other disasters to which we are exposed and this is why, we must find ways to identify, and in some cases revive our water sources,” she said.

Mrs Scatliffe-Leonard was at the time making remarks on World Water Day 2022 observed on March 22, 2022, and added that water is life and measures must be taken to ensure that this resource is always available.

Focus on groundwater for 2022 

“In addition to other initiatives, the department has taken onboard Sustainable Development Goals 6 (SD-6) which is one of the many goals under the United Nations for developing countries, that speaks strictly to water and sanitation. The department continues in its operations and maintenance efforts toward this goal,” the Director said.

World Water Day 2022 was observed under the theme “Groundwater: making the invisible visible” as groundwater accounts for ninety-nine per cent of all liquid freshwater on earth, and has the potential to provide environmental benefits and opportunities.

World Water Day is observed annually on March 22 and focuses on the importance of freshwater while reinforcing efforts to raise awareness to the billions of people living without access to safe water.

    Why in the world did government decommissioned every last natural well in the territory??

    Where ever there uses to be these wells, they were all filled with rocks and dirts,

    These wells helped farmers and regular folks to perform domestic task, while lowering the cost of water!!

    Now you see the errors of your decisions! Food for taught!

    Indeed, water is life and water/water resources is critical to meet domestic needs and to promote and sustain economic growth and development. The VI is a water-challenged community with an increasing population and increasing water demands. It has no rivers, dams, ponds, streams, etc to uptake water from. Wells, catchments, reservoirs, springs, etc, in earlier times met domestic needs, watering cattle and other livestock, etc. Their availability would help to supplement the increasing demand. Nevertheless, a reliable and sustainable supply is needed. Consequently, the most probable and practical supply to meet the increasing and growing demand is desalination.

    Moreover, a water utilities (water, wastewater (sewage), storm water) master plan is urgently needed. Water is a critical and scarce resource and must be effectively and efficiently managed to provide a clean, safe, reliable, affordable, and accessible supply to meet the community’s needs. Water resources management needs to be centralize. A director/manager/commissioner should be responsible and accountable for the performance of water utilities function. In many locales, rate payers fund the design, construction, maintenance and repair, operation and capitalization of water utilities agency. Admittedly, this may be a heavy lift for the VI with its small consumer base. As such, the government may have to continue to heavily subsidize water utilities. Thus, strong action must be employed to reduce cost.

      @E. Leonard, in regards to rate payers funding water, if the WSD were to mail out accurate bills in a timely manner, it would have adequate funding to operate and government would not have to subsidize it. It was unfortunate that wells were filled in and abandoned. But wells can be re-drilled. However, septic tanks can adversely wells; wells, typically, should be installed upstream of septic systems. .

    What ever happened to cisterns? Every house is supposed to have a cistern and so are apartments. UN wants to take private ownership of land away so nationalize the old well on your property is a great place to begin. Be careful donot give up your property to this scheme. Anything UN sponsored is designed to benefit the New World Order not the BVI. WAKE UP
