VI Gov't seeking consultants for Gaming & Betting Control Commission

ROAD TOWN, Tortola, VI- The Government of the Virgin Islands, acting through the Premier’s Office, is inviting qualified, professional, experienced, and resourceful firms to submit proposals to provide consultancy services for the Virgin Islands Gaming and Betting Control Commission.

The objectives of this consultancy, according to a Government press release on March 31, 2022, are to develop procedures applicable to the operations of the Commission, develop regulations for governing the operations of gaming activities in the Virgin Islands, and provide general consulting services to assist the Commission in complying with its duty to regulate and oversee the Virgin Islands gaming and betting industry.

Responsibilities of Commission

It said the Virgin Islands Gaming and Betting Control Commission’s responsibilities include regulating and controlling the operation of gaming and betting in the Virgin Islands; and granting of licences without prejudice in accordance with the provisions of the Virgin Islands Gaming and Betting Control Act, 2020.

According to the press release, the Commission will also conduct studies, prepare reports, and make recommendations in relation to gaming and betting activities in the Virgin Islands, conduct inspections of gaming equipment, monitor activities of licenced gaming entities, and  collect fees and levies, amongst other duties.

Scope of consultancy services

Procurement Coordinator, Mrs Ishma Rhymer said the objective is to procure the services of a consultant to provide services to the Virgin Islands Gaming and Betting Control with respect to the industries and activities under its jurisdiction as well as develop procedures applicable to the operations of the Commission.

The scope of services includes but are not limited to providing consulting services inclusive of technology, operations and strategy during the start-up phase of the Commission and assist the Commission in the drafting of rules and procedures governing its operations.

Services also include establishing systems of internal control and technical standards designed to ensure both the integrity and the profitability of the Commission, and provide expert advice as it relates to designing and defining organisational structure and staffing within the Commission.

Virtual Pre-Tender meeting

A virtual Pre-Tender meeting will be held via Webex platform on Thursday, April 7, 2022, at 10:00 am,and according to the press release, all prospective tenderers will be notified of the access code and password prior to the meeting.

Electronic submissions of proposals in a non-editable format and not exceeding 10 MB should be sent to the Procurement Coordinator at email address procurement@gov.vg. The filename and the email subject must bear the Applicant’s name and “RFP for Consultancy Services for the Virgin Islands Gaming and Betting Control Commission”.

Proposals must be submitted to the Procurement Coordinator no later than Tuesday, April 19, 2022, at 10:00 a.m. Late submissions will not be accepted for evaluation.  Proposals will be opened on the same day at 11:30 a.m. Bidders who wish to witness the opening process via Webex will be provided with the access code and password before Monday, April 18, 2022.

Any questions regarding this RFP should be submitted in writing by email only to the Procurement Coordinator at procurement@gov.vg on or before Wednesday, April, 13, 2022.

      If we really want to be a serious player in the tourism business both cruise and over night... We have to have a few casinos.. at lease 3. I will recommend these locations..One at Quito Gazebo Cane that nice hotel at Cane Garden Bay...a Second one at Scrub Island Resort and a Third one at either Maria's by the Sea or Some where downstairs in the Pier Park..Tourism is the future...and its getting more and more competitive..

    We dont need no consultant for that. Stop wasting tax payers money...First you need to identify and confirm the location or business where the gaming will be....Second you send someone from the establishment along with a custom officer a police officer along with someone from the Deputy governor's office to travel right across to St Marten the gaming capital of the caribbean for a week have a few meetings with gaming establishment owners, listen, ask questions, learn, observe... Those same 4 individual will be the gaming regulating committee...them already on govt payroll...we good to go..

    We facing a famine soon due to the war and this is where this government's mind is? On gambling? The government should be focusing on helping our farmers. Making sure they have adequate water supply to grow their crops. Also encouraging new farmers and sourcing land to plant food. Gambling will bring more crime into the Territory.

    Did we not saw our Hon
    Premier, Andrew Fahie a few Months ago but under a tent , eyes closed, hands raised skyward, among some prayers asking God for spiritual guidance, but rather than seeking God's perfect consultation for our spiritual, social, economic good, he is hell bent on seeking man's consultation on gaming, (gambling, etc ) and betting, with the intent of paying them for service with our tax money.
    If this is truly good governing wisdom, then see others, and I that see it otherwise as as ignorant people, but if not, see us as people of sane wisdom, and good judgment.

    Gaming and betting is a common practice all over the world. Lottery is a gaming and betting business actvity that is daily practice here in the BVI, though not legal. As can clearly be seen, the BVI government, our government desire, in my opinion, to legalize gaming, and betting (gambling) for the purpose of enhancing more finance in our treasury at the expense of the tax payers, but only a minority will be assured to collect from this plan, not having to risk their own personal money.
    If the government choose to legalize gaming and betting, so be it. But why should all made to pay, and only a selected few collect money without monetary risk. Good plan? No. Selfish plan? Yes.

    Just what the BVI needs to complement the narco trafficking and transshipment of drugs already happening here. Surely some of you have watched Osark. What better business than casino to launder money with. This will be great for the economy .
