VI Gov’t launching website to track CoI recommendations implementation

ROAD TOWN, Tortola, VI- The Government of the [British] Virgin Islands has said it is forging ahead with efforts to enhance the delivery of services to the people of the Virgin Islands, with the launch of a dedicated website to track the implementation of the Commission of Inquiry (COI) recommendations.

This it said is in line with the Virgin Islands Modern Governance Approach, “Government Business at its Best”, launched at the end of July last year, to further the implementation of the recommendations of the CoI Report.

Following a United Kingdom (UK) sponsored CoI in the Virgin Islands during the COVID-19 pandemic, a one-man Commission led by Sir Gary R. Hickinbottom made 50 recommendations to improve the standards of governance and the operations of law enforcement agencies in the Territory. One of them included the suspension of the Virgin Islands’ Constitution and the imposition of direct rule.

UK forcing VI to implement CoI recommendations

The UK; however, decided against the colonialist recommendation of direct rule after pushback from the Virgin Islands people, including through public protests, but is forcing the VI to implement the other recommendations within a certain timeframe or risk suspension of the constitution via an Order in Council being held in reserve.

Virgin Islands' leaders have said while reform is needed more time is needed for the implementation of some recommendations as they would require public consultations to ensure the will of the people is being done.

The VI has a revised deadline of May 2024 for the CoI Recommendations to be fully implemented.

In presenting his latest report to the House of Assembly in September 2023, the Premier of the Virgin Islands, Dr the Honourable Natalio D. Wheatley (R7), announced that work had begun on all the recommendations. He reported that several reviews and audits have been completed, covering Social Assistance Grants, Education Grants, the Disposal of Crown Lands, the Policy for Granting Residence and Belonger Status, and the reappointment of Statutory Boards.

Regarding the Modern Governance Approach, the Premier said, “The purpose of this initiative is to inform and educate the public and stakeholders on Government’s continued reform initiatives going beyond the Framework recommendations. It is aimed at correcting inaccurate, misinformed, or misleading perceptions about the work that the Government and public officers do. This is also in line with the Government’s commitment to transparency and accountability.”

CoI implementation tracker website launches today

According to Government Information Service (GIS) on January 2, 2024, another significant initiative, as efforts continue to show how the reform work will effect change, is the launch of the CoI Recommendations Implementation Tracker website on Wednesday, January 3, 2024. 

The website will be introduced during the Government programme ‘Table Talk’, to be aired live at 11:00 AM on the Government’s Facebook Page, ZBVI Radio 780AM and CBN Radio.

Stoutt-Igwe, said, “It is very important for the public to be informed about the new policies being implemented to transform the way we do business. This website will be a one-stop shop for all CoI-related information and for the public to follow along as public officers’ work towards greater accountability and transparency.”

According to GIS, the website provides information on the Framework for Implementation of the Recommendations of the Commission of Inquiry Report and other Reforms; an overview of the recommendations; and will include all press releases, statements and other information about the process relating to this Modern Governance Approach.

        How come the COI did not recommend the Governor and those from the UK Government working in the BVI needs to adhere to the BVI law to register their interest while working in the BVI? How come the COI did not recommend to amend the COI Act that was passed by the same British in 1880? This is not about JUSTICE. It is about JUST US!!!

      The COI was not transparent nor was it independent of the Governor & UK Officials interference. The process to select the Commissioner for the COI and the staff was not transparent nor independent of their influence and preference. They organized a modern day lynching cloaked as good governance. The COI needs a COI.

    I don’t understand, the CoI gave the BVI recommendations, they are just recommendations. So why is the BVI bound to implement all of those recommendations? Why is the BVI not fighting to implement their recommendations and not just doing what the CoI recommended? Why do black people believe that the whites are the saviours of the world? Yet they can’t save their own country. Tortola people, I’m sad to see how you all have become, scared and divided instead of fighting for your freedom, self governance and dignity. Wake up Tola people, before it’s too late.

      Well said. Our elected leaders stop fighting for what is best for the people of the BVI. This is why the colonial dictators had to get rid of the only elected member who use to stand up to them for the best for the people of the BVI by using a foreign country to hide behind.

      The British handpicked a Judge who was of like minds with them against the BVI and he did only what his bosses wanted. There was no tender process nor competitive bidding to select the Commissioner of the COI.

    Did the commissioner of the COI write the 48 recommendations or did the UK do it and hide behind him because what does a judge know about public administration and running a country. This is why most of the recommendations make absolutely no sense in a Caribbean cultural environment. These recommendations are to control the BVI and not to help the people of the BVI to get a better way of life.

    When are we going to find out if the UK lawyers practiced law illegally in the BVI? When are we going to find out if Hickinbottom lied or not on the purpose of his trip when he landed at the airport? When are we going to find out what process was used to select the Commissioner of the COI? These are only some of the many areas the people of the BVI need to know when will we find out.
