PURCELL ESTATE, Tortola, VI – Sixth District Candidate under the National Democratic Party (NDP) and former Education Minister Myron V. Walwyn has blasted the local education system as one that has ‘taken a step back’ under the current government, despite him being charged for Breach of Trust as then Education Minister.

Mr Walwyn was at the time speaking at an NDP campaign rally on Friday, March 31, 2023, in the Purcell Estate area.

“Today our country is coping with some of the most challenging times in recent memory, we are on the verge of a constitutional crisis, our economy is struggling, the infrastructure of our countries crumbling. Our education system has taken significant steps backwards,” he said.

Mr Walwyn further added that far too many youths in the Virgin Islands are without jobs in the territory amidst promises to reform the education system for the people of the VI.

Many have argued that the current Education Minister Hon Sharie B. de Castro (AL) has done a wonderful job during her brief time as Minister and would like to see her continue in that role.

The controversial Walwyn, considered one of the most divisive figures in local politics, is seeking to get back into the House of Assembly (HoA) at the expense of incumbent Sixth District Representative Hon Alvera Maduro-Caines.

Mr Walwyn was rejected by the electorate as an At Large candidate in the 2019 elections.

Walwyn charged for Breach of Trust

On November 2, 2022, Mr Walwyn officially become the third person charged in relation to criminal investigations into the financially irregular Elmore Stoutt High School Wall Project, after the conclusion of criminal investigations by the RVIPF.

Kelvin Thomas of Chalwell Estate, Tortola was the first person charged in relation to the ESHS wall project investigations on June 2022 with Obtaining property by deception; Making a false statement to a public officer; and Possession of the proceeds of criminal conduct. Public Officer Lorna Stevens was arrested and charged on October 20, 2022, also for breach of trust as a public officer.

So far, the former education has denied knowledge of some alleged financially irregular sub-projects that fell under the Elmore Stoutt High School (ESHS) Wall project led at a cost of $1.6M in 2015.

Auditor General Ms Sonia M. Webster in a 2018 report had flagged several irregularities with the project. The ESHS wall project was commissioned and driven by Walwyn in which his own Permanent Secretary described the wall as the Minister’s 'pet project'.

In her report, the Auditor General Ms Webster noted that the cost of the wall and what was delivered did not add up, and there was “no value for money, workers being paid for work not done” and blatant violations of the law, in particular, the “Public Finance Management Regulations.”

No VIP elections candidate is before courts - Premier

Meanwhile, Premier and Minister of Finance, Dr the Hon Natalio D. Wheatley (R7), speaking about the Elmore Stoutt High School (ESHS) wall project, said it was one of the subjects in the Commission of Inquiry Report and no one party can be blamed for the CoI in the VI. 

“Nobody can start throwing stones as though they are without sin and this is why we came with the glass houses… because if you live in a glass house, do not throw stones. Right now the Virgin Islands Party, this slate of candidates, do not have anybody who's currently before the court on charges,” the Premier added.

Facing the charge of Breach of Trust by a Public Officer, Mr Walwyn had his first court appearance before Senior Magistrate Tamia N. Richards on Thursday, January 12, 2023.

    What’s the point taking away votes and there is a chance you are found guilty by the courts. The governor will have final say, we may have another constitution breakdown.

    He was the minister of education for years. What did he do to improve education?

    Nothing, nada, zilch.

    What he did was devise a scheme to buy votes.

      Mr. Walwyn tried as a former education minister. He put in place a program where teachers who were desirous of becoming principals has to do several modules with an educational institution based in Jamaica. on completion of the program the post of principal was filled by successful senior teachers when the position was available. He also sent a few of our differently abled students to a school in the USA where they were able to be catered for based on their educational needs. Both programs ceased to exist after the 2019 elections. He was also instrumental in making it possible for all students doing CXC, and not those selected by teachers. These are just some of the things done while he was in office .Nobody is perfect but he tried.

        It was Andrew who pushed for that school to be built. DeCastro was no where near that building until Andrew was arrested.

        Natalio was sure to recognize Andrew during the opening ceremony. She gets NO credit for that school.

    Myron You are the one who damaged the education system and our youths. You added on a 6th form but did not provide the resources to facilitate that initiative. Because you wanted to justify the additional year you said when the kids leave school they cannot read and write and not prepared for the work fource so the employers used that as an excuse to employ expats because they know they can exploit the expats. Some politicians are just a detrement to this country and want people to believe they are the best.

      His 12th Grade idea needs to be tossed in the dump because it makes little to no sense. The students are no better off at the end of that extra year than they would have been if it didn’t exist. Everywhere else, that extra year is actually the first year towards an Associate’s Degree. And e allowed Myron to bully us into an extra year with no true benefits attached and successive ministers are afraid to remove it because they fear criticism. What a waste! The private schools have not added it because it has not proven to be of great benefit. Why are we still wasting our children’s time???

    Enough of what the Past held! Citizens wants the Issues addressed and rectified. This crap about pointing fingers and blaming each other is so overbearing now. It's a whole new generation of voters now, it's going to take more than all this mud slinging to convince people to vote, much less those who are appearing not to get along. Is this the type of behavior being demonstrated a guide for Our Children and the Young Voters?
    The actions of some individuals is what has stained and destroyed the essence of the Top 2 Political Parties present in the VI. If you can't demonstrate peacefully and present to the People what you as an individual would like to see happened while working with Others if elected, only shows you are in for power, control and money. If you in the Race for the betterment of the Territory, be in it for the Love of the People and not only for Self, Family and Friends. We are all not foolish to be blindsided by some of y'alls words and crocodile smiles. Hee hee! People pay strong attention to INDIVIDUALS! Vote accordingly, forget about PARTY POLITICS It don't mean a thing, they can jump Party Line, cross the Floor or even denounced the Government. So think about it! Pay attention to Individuals, don't mek those with great intentions suffer for those who are just hungry for power and just darn Greedy. Vote all over the Ballot one by one for your choices. Follow your intuition wholeheartedly.

    these days most of the conversations are so negative: the negative conversations is simply to make themselves look go: some of us knows what is wrong and all what went wrong just before an election: so day after day things may need correcting however some sit back until just before an election and talk and talk

    I recall the days of the dirt roads and donkey days and struggles to get from one community to the others

    and the political leaders back then and our people corrected those short comings and pave the way towards the future of the Virgin Islands

    Along come a set of politicians in the late 90s & currently all they do is talk: in 2023 and with a so-called budget of four hundred million dollars look at the road our people have to drive on: in 2023 the people still have no adequate water supply to their homes: in 2023 and with a big money budget our people have sewage problems and that list goes on

    the matters mentioned above will continue, U fall for the talk every 4 years(look at the unhealthy garbage system at pockwood pond(well over 20 years and each minister responsible for health simply stands in the house of assembly) with pure talk

    It is because of your decision to add add 7 grade to high school, students who completed 8th grade were put to repeat 8th grade and have 8th grade showing twice on their high school transcript. You all did the children wrong. In addition to denying students who completed 12 grade a graduation which was just WRONG.

      I wish there was another Candidate suitable for the 6th District. There will never be another "People's Man" but given an opportunity a new fresh blood can try and represent the whole Community. These two NDP Candidates needs to go long.     NDP has the UK and Governor very concerned because coming out of the COI their District 6 candidate Myron Walwyn was arrested and charged with corruption for the high school wall. If Myron is elected and Marlon wants him to be a Minister what will the UK instruct the Governor to do? They will not allow a corrupt politician like Myron to sit in Cabinet.     This man is deluded. I am reading this article and thinking to myself if his statement is a joke. They chastised Fahie as Education Minister about how he ran the Ministry of Education, and by no means I am saying that he Fahie did even correct. The nerve of Mr. Myron Walwyn, how dare you! You put the Ministry of Education in SHAMBLES! You broke down the system, you disenfranchised the system. You all by yourself. Nathalio tried but it was so messy, he didn’t get enough time to try to fix it. de Castro came in with little time, less than a two years and did more to improve the system that you Myron took eight (8) to totally destroy. When you destroy your education system, you destroy your people.     I will always support the efforts of the former minister of Education, Honorable Myron Walwyn. Because of him, alot of discriminatory practices that took place in education went away.
